  • Evropsko pravo in javni sektor: od parlamentarnega k tehnokratskemu modelu?
    Kuhelj, Alenka
The EU is the result of a process of voluntary economic and political integration between the national states of Western Europe. It began as an economic community and has evolved into an economic, ... social and political union. Moreover, European integration has produced a set of governing institutions at the European level much like any other multi-level political system. The European institutions have acquired a specific place within the European constitutional regime. The classic principle of separation of powers cannot be fully applied ti the EU constitutional structure. Jurisdiction among varoius EU institutions is determined by a specific set of rules. The executive power is divided between the Council and the Commission. The committees have been established to enhance the functional capacity of the administration and to provide a controlling mechanism supervising the EU institutions. The existence of the commottees presents further bureaucratization of the EU. They have an important place within the EU institutional structure. There are more then 400 committees which are now organized in accordance with the new Comitology Decision.
