The role of artificial intelligence in shaping future public governance [Elektronski vir] : lessons from the European public sectorMurko, Eva, 1993- ; Žabkar, Jure, računalničarPublic administration (PA) and governance are gradually evolving to meet changing socio-economic and political needs, influenced by global challenges like climate change and digitalisation. Scholars ... identify three main pillars in public governance models: traditional (Weberian bureaucracy), managerial (New Public Management), and a diverse third category encompassing Good Governance and Digital Era Governance. Digitalisation has been integral to public administration, beginning with data processing and evolving through stages of e-government (1.0 to 4.0), now incorporating artificial intelligence (AI). Years of integrating ICT into PA have generated extensive research linking public governance and digitalisation and generated studies on the impact of digitalisation on public governance. However, when it comes to AI, there are limited studies that would address the question of how AI intertwines with contemporary public governance and its principles. The paper’s main purpose is to understand the relationship between the principles of selected public governance models (PGM) and the impact of AI applications in the public sector. The selected PGMs for the analysis are (neo)Weberian public administration, New Public Management (NPM), and Good governance/New Public Governance. The objective of the paper is to present an initial analysis of the 686 use cases of AI in the public sector provided by the European Commission, especially the improvements they bring and search for answers to the research question through the lens of the selected PGMs principles. The initial results of the paper highlighted that AI applications mostly influenced the improvements, characterised as NPM principles and good governance principles, which can be the first step towards confirming the claim by Pollitt and Bouckaert about e-government model facilitating the NPM tendencies or promoting networking and broader concepts of governance.
