  • Challenges to development of policy on homelessness in Slovenia

    At national level several countries have adopted strategies to combat homelessness, while Slovenia seems to be lagging behind in this development. This policy review aims at portraying the situation ... in the country and untangling some of the determinants of the slow development of policies addressing homelessness. We base our review on the analysis of relevant legal and policy documents, available research in the area as well as eight interviews carried out with relevant stakeholders, such as academics, NGOs, local level policy makers and national level policy makers. The context of Slovenia's housing market is portrayed as important determinant with high homeownership rates and poor development of the rental housing stock. Additionally, the position of housing and homelessness on the policy agenda is given specific attention. What we identify is relatively low development of the "convincing narrative", which is linked also to lack of research in the area, and general position of homelessness in housing and social documents and agendas. Furthermore, the coalition building is weak, linked also with dispersed responsibility between different actors and levels, despite advances seen in the NGO sector.
