    The focus of the paper is the analysis of competition and regulatory economic policy problems in the railway sector. After a short introduction into the process of liberalisation in the transport ... sector the European rail liberalisation will be outlined. Furthermore, the structure of the Rail Liberalisation Index will be demonstrated. Finally, the crucial elements of the Index (Access Index and Lex Index) are analysed. In addition to this, critical evaluation of the LIB Index is provided.
