  • Mednarodna klasifikacija funkcioniranja, prizadetosti in zdravja (MKF)
    Fatur-Videtič, Andrejka
The origins of the International Classification of Impairments, Disabilities and Handicaps (ICIDH) stem from changes in the morbidity of the world's population with increasing predominance of chronic ... conditions and their consequences which are not recognised by the sole use of diagnoses. The article gives a short explanation of the manual's conceptual scheme, it briefly touches the consequences of diseases as impairments, disabilities and handicaps and their definitions. It presents some goals of the manual's use and gives a short review of the experiences with its use in Slovenia as found in various professional articles. It stresses the background of its revision process. In May 2001, the World Health Assembly of the WHO approved the final version of the new International Classification of Functioning, Disabilities and Health (ICF) as its successor. Functioning is an umbrella term covering body function and activity as well as participation. Disability has become an umbrella term used for the impairment of body function and body structure (activity limitation and participation restriction). The new version thus uses not only negative but also positive terms and it includes environmental factors, an aspect that was lacking in ICIDH. It enables the description of environmental facilitators as well as barriers. Several authors have already published the results of their experience with the use of ICF in different fields: in rehabilitation, it has been used for developing core - sets and as a framework for creating rehabilitation plan; in health care, for developing more uniform procedures in applications for social benefits or assistance for the disabled; in health surveys, for acquiring population-based information on physical disabilities; in product design, for making adjustments to achieve integrated outdoor play for children with or without physical impairments. Slovenia is one of the countries where the translation of the ICF is on its way. In August 2001, the National Commission for the Promotion of the ICIDH was founded by the Government of the Republic of Slovenia as the working body of the Slovenian Council of the Disabled and Chronically Ill Persons. Last year, considerable time was spent in organising an invitational meeting (workshop) on Promotion of the ICF. Marijke de Kleijn - de Vranjrijker was invited as the guest speaker to introduce the use and usefulness of the ICF, to present the Dutch experiences in its use and to recommend the best further policy and give advice on the creation of a working plan. Although there were not many representatives from the field of research or policy makers at the meeting, it gave a confirmation that prior attention should be paid to spreading out the knowledge about the ICF and thus improving the interest in its use and the communication between different organisations and institutions responsible for quality of life of people with disabilities.
