This book explains and discusses how a child’s right to freedom of expression is upheld through practice and decision-making in Child Protection Services (CPS). Using the right to expression as ...stipulated in Article 12.2 of the United Nations Convention on the Rights of the Child (CRC) as a point of departure, it explains what CPS practices should look like and how they must operate to uphold and enforce the rights of the child by providing ""the opportunity to be heard"" in any administrative practice. Current research literature documents extensively, and across countries, how either the voice of the child is not heard or, alternatively, the existence of a pro forma/tokenistic approach to listening to the child throughout CPS practices. Taking a three-fold approach, this book establishes a clearer connection between rights and professional practice according to Article 12 extrapolates how rights-based practice is achieved during CPS practices provides a comprehensive answer to the challenge of implementing Article 12.2 through policy and legislation. It will be of interest to all students, academic and professionals working within child protection including social workers, probation officers, health and social care workers, lawyers and teachers.
This book explores generation as both a reference to family or kinship structures, and a reference to cohorts or age sets. The principal objective is branching out this two-part concept through ...studies of tensions and solidarity within and between generations of advanced and robust welfare states. Answering key questions using multiple disciplinary approaches, the book considers how generations challenge advanced and robust welfare states; how new and young generations are affected by living in an advanced welfare state with older generations; how tensions or solidarity are understood when facing challenges; and what the key characteristics are of certain generation types. It contributes to the development of a more comprehensive generation approach within social sciences by developing the concept of generation by exploring different challenges to the welfare state such as migration, digitalization, environmental damages, demands for sustainability, and marginalization. Highlighting the escalating tensions and altered versions of solidarity between generations, this book shows how a comprehensive concept of a generation can create new insights into how we collectively coordinate and resolve challenges through the welfare state. Abstract
Article 12 of the UN Convention on the Rights of the Child (CRC) provides children with the right to express their views in matters that affect them, particularly those of an administrative ...and judicial nature. This paper examines the academic discourse in child protection research concerning how Article 12 of the CRC is implemented and how it is manifested in child protection service (CPS) casework practices. The systematic review was performed following the principles of the Preferred Reporting Items for Systematic Reviews and Meta‐Analyses (PRISMA) statement and included 16 peer‐reviewed articles published in English in academic journals from multiple scientific databases from January 2009 to January 2019 reporting primary research with children about their experiences of participation in CPS. Despite the widespread ratification of the CRC several decades ago, the studies in the current review establish a clear and predictable pattern of an inability of children to express themselves throughout CPS proceedings. Findings consistently indicate that children in different countries felt they were not being asked, listened to or heard, in some cases even regarding harmful and unsafe situations. We argue the academic discourse must move beyond these findings and discuss how research can contribute to dealing with these obstacles and improving practices by focussing on Article 12 in particular and human rights in general throughout CPS practices.

This paper examines the academic research discourse on strengths-based practice in child welfare. A gap in the literature exists concerning systematic research studies addressing strengths-based ...practices with families in the child welfare system. Therefore, the aim of this paper is to examine how a strengths-based approach facilitates working relationships between child welfare services and families. A systematic review was performed following the principles of the PRISMA statement and included 11 peer-reviewed articles, published in English, in academic journals from multiple scientific databases, reporting primary research. Strengths-based skills were found to be essential to fostering a stronger rapport with families and to building relationships with them. Furthermore, strengths-based approaches facilitate personal engagement, which can increase the sense of empowerment and encourage families to find solutions and to make decisions about their own lives. One of the study’s findings suggests that in the process of empowering families, workers themselves learned to empower themselves. Workers shifting towards strengths-based thinking enhanced their sense of self-empowerment, which increased their knowledge and skills to help empower families. The findings of this review indicate that the strengths-based perspective reported from the studies facilitates positive interaction between workers and families, including collaboration and the building of relationships.

This article reflects on the experiences of Estonian social work undergraduate students with a five-phased structured peer group supervision model, consisting of information, clarification, analysis, ...feedback and reflection phases. This kind of systematic case reflection enables the generation and critical exploration of new perspectives and solutions among those seeking to become professional social workers. Students emphasised that this model is a useful method for case supervision and that it is feasible to apply it after one-time or short training/experience.

This paper examines the role of interprofessional collaboration in the identification and reporting of a child in need. Such collaboration is especially important in the context of the global ...pandemic caused by the novel Coronavirus disease of 2019, known as COVID-19. The child protection system must have the capacity and resources to respond to increased demands during this time, and early childhood educators serve as an essential link for child protective services in identifying and reporting a child in need. As an effective system to accomplish these two aims requires a working collaboration among its participants, Bronstein’s interdisciplinary collaboration model was used as a framework to interpret this practice. A small-scale qualitative study was conducted that included principals of nursery schools and child protection workers from one region in Estonia. Findings indicate that effective collaboration was believed to require communication and ongoing systematic relationship building. Collaboration in practice varied, as principals reported a high turnover rate for the child protection workers, which hindered the development of a working relationship and support for the process of noticing and thereby identifying a child in need. In contrast, child protection workers assessed collaboration more positively, recognizing the need to have a supportive system in place for nursery schools. Both groups of collaborators acknowledged the need to train teachers, particularly to conduct joint training exercises to foster a common understanding of the child in need and of the intervention process itself.

The pandemic of the Coronavirus disease 2019 (COVID-19) has affected children and families worldwide, disrupting their daily lives and well-being. A small-scale study involving 13 parents in Child ...Protective Services in Estonia was conducted using in-depth, semi-structured interviews to explore parents’ experiences with COVID-19 and its impact on their families’ well-being. The findings indicated that one of the areas most impacted by the COVID-19 pandemic was schooling, as the implementation of remote schooling often created tensions and conflicts at home. Parents reported regression in daily functioning, attributing this to the lack of supportive services during lockdown and additional distress resulting from increased workload at home and problems with balancing home and work life. Parents were exhausted by the various problems caused by the pandemic and questioned their ability to provide their children the support they needed. Discontinuation of services intensified existing challenges for both parents and children. Furthermore, a lack of trust in Child Protective Services was identified, serving as a barrier to asking for help in times of crisis.

Building a collaborative relationship with an involuntary parent is challenging; however, the worker-client relationship is essential to promoting the wellbeing of the child and family. This article ...describes a small-scale qualitative study conducted with child protective workers in one region of Estonia. Findings indicate that in order to encourage involuntary parents to participate, it was crucial to learn what was provoking their resistance. Recognition was used to establish a collaborative relationship with involuntary parents. This open access book critically explores what child protection policy and professional practice would mean if practice was grounded in human rights standards. This book inspires a new direction in ...child protection research – one that critically assesses child protection policy and professional practice with regard to human rights in general, and the rights of the child in particular. Each chapter author seeks to approach the rights of the child from their own academic field of interest and through a comparative lens, making the research relevant across nation-state practices. The book is split into five parts to focus on the most important aspects of child protection. The first part explains the origins, aim, and scope of the book; the second part explores aspects of professionalism and organization through law and policy; and the third part discusses several key issues in child protection and professional practice in depth. The fourth part discusses selected areas of importance to child protection practices (low-impact in-house measures, public care in residential care and foster care respectively) and the fifth part provides an analytical summary of the book. Overall, it contributes to the present need for a more comprehensive academic debate regarding the rights of the child, and the supranational perspective this brings to child protection policy and practice across and within nation-states.
