Based on a qualitative study of public service motivation (PSM) among public employees in Pakistan, the authors formulate a model of contextual factors influencing public-service-motivated ...behaviours. Through an analysis of 36 interviews, the research finds that because of their different cultural background Pakistan public employees did not identify with the principal motivational structure generally associated with PSM. While Pakistan public employees exhibited empathy and compassion, they did not relate them to public service. The antecedents for these motives were primarily their Islam religion. Employees showed inclinations for the pursuit of power, job security, and implicit opportunities for corruption as motives for seeking public employment. The contextual factors not only directly influenced employees' behaviours more strongly than PSM, but they also tended to undermine the effect of PSM as a strong influencer for employees to think of serving society at large. The authors conclude that assumptions about PSM in a developing country such as Pakistan are not irrational but are embedded in local rationalities that admittedly countervail the ethical foundations of public service. These local rationalities seem widely accepted among public employees in Pakistan. The findings of the study can be related to other developing countries, particularly South Asian countries.

Abstract
The Punjab Public Health Engineering Department (PHED) and community-based organizations (CBOs) collaboratively manage the rural water supply (RWS) system in Punjab, Pakistan since the ...mid-nineties. In a command-and-control administration, a collaborative approach to managing RWS is atypical. The study addresses this gap by analyzing the relational behavior as a monitoring and enforcement mechanism to ensure community compliance with government-produced institutions for managing RWS. Four focus group interviews were conducted with the CBO members and the survey of households from the same villages. Using the partial-least square structural equation model (PLS-SEM), the mediating influence of frequent communication, commitment of users, and shared meaning on community compliance with institutions was analyzed. The integrated results from the two methods imply that trained CBOs better self-organize, as they communicate frequently with the community members. It is recommended that for the sustainability of the RWS system, regular government support for CBOs underscores the success of collaborative collective action, though trained CBOs better manage RWS in weak monitoring by the government.

The objective of this study is to test the influence of value relevance ofaccounting information (EPS, BV, CF, ROE) on the market share value of non-financial sector of Pakistan Stock Exchange (PSX) ...listed firms in the Pre & Post IFRS implementation period and transition regime. The study analyses the effectiveness of the quality measures of accounting information for the future prediction of market stock price and for investors to make better decisions for future investment. The targeted population of this study is the non-financial sector of PSX. The targeted sample is based on 41 non-financial public listed companies of PSX. The sample is based on those reported companies whose data is consecutively available for 18 years from 2001 to 2018. This study period has been chosen because this period covers the Pre and Post IFRS application period of Pakistan’s firms. The panel data and Ohlson (1995) price model are applied in the study. The findings conclude that the R-Square value of GLS analysis for post IFRS and Transition period is higher than pre-IFRS. It indicates that the Post IFRS application and transition regime periods indicate the quality measure of value relevant accounting information than the Pre IFRS application period. These both Post IFRS application period and transition regime show more valuable accounting measures for listed non-financial firms of PSX. This study concluded that the concurrent period of IFRS standards for non-financial listed firms impacts the value relevant accounting information to describe market share value
Public employees are expected to be good stewards of public resources and engage in pro‐environmental behaviors (PEBs). Using different categorizations of PEBs, this article examines whether public ...employees perform these PEBs in workplace and non‐workplace settings. The article further investigates how PEBs are influenced by salient characteristics of public organizations—that is, public service motivation (PSM) and civic participation categorized as civic engagement and cognitive engagement. Data were collected through a survey of public employees in two city governments in Florida. A structural equation model was employed to test the proposed model. Findings indicate that PSM has a positive influence on workplace PEBs and similar PEBs in the non‐workplace settings. Civic engagement has a positive influence on both workplace and non‐workplace PEBs. Barriers significantly moderate the effects of PSM and cognitive engagement on workplace and non‐workplace PEBs.

Abstract This review article highlights the outcomes of collaborative governance in disaster management and its correlation with the United Nations Sustainable Development Goals (SDGs). Of particular ...interests are the origins and emergence of scholarship, core themes discussed under the subject, global contexts reported in the studies, and empirical findings regarding the relationship between collaborative governance in disaster management and the SDGs. The findings indicate that the USA dominates in publications on collaborative governance in disaster management. The most reported areas include COVID‐19, general theory development, the role of nonprofits, policy development frameworks, and other disasters including Hurricanes Katrina and Rita. The areas connected with the SDGs are grouped into three sections. The first section describes the study's focus on SDG 17, highlighting partnerships as pivotal for goal attainment; the second section examines the Sendai Framework's alignment with goals such as poverty eradication, urban resilience, climate action, and partnerships; while the third section addresses additional areas connected to foundational SDGs, outlining a comprehensive framework for collaborative governance research. The study concludes by proposing a research agenda for more research from multiple contexts and research on areas under a developmental agenda.

Women's access to nonprofit organizations providing financial and community services is an issue in remote areas of Pakistan. Weak communication of nonprofit services to potential female clientele is ...a significant barrier to women's access to nonprofit services. This article examines how personal networks among women in remote areas may improve the information delivery about the women-focused nonprofit projects in Pakistan. The women's networks also play a critical role in members' motivating each other to join the services offered by the nonprofit organizations. The study used concepts of network and social capital and current network analysis techniques. Data from three remote locations in Pakistan were analyzed using a 2-mode network analysis, content analysis of nonprofit websites, and face-to-face interviews. UCINET software program identified network routines (centrality measures).
The study found that friends, neighbors, and local schools are significant information sources for women. Most information about income-producing projects came from their spouses. Information about social services came from friends, neighbors, or social gatherings. Husbands have high betweenness centrality indicating high power over women's access to services. Closeness centrality measures indicate that women are not well connected for exchanging information on nonprofit services.

PurposeWith governance networks as the critical emerging feature of public administration, this article examines the structure, governance and challenges of networks in the public sector. Using ...complexity theory, this article explains that control-based relations do not hold much relevance to govern the complex systems of networks.Design/methodology/approachCase study research design is employed taking the power network in Pakistan as the unit of analysis. Data were collected through eleven semi-structured interviews, companies' websites, government policy reports and other companies' reports. The structure of the power network was examined through the technique of social network analysis using UCINET. Thematic analysis of interviews was conducted with the help of NVivo 13 to identify the mode of governance and challenges.FindingsThe study found that five central public sector actors have a high degree centrality and betweenness centrality. Thematic analysis further revealed that these actors are controlling most of the decisions in the network in a hierarchical mode of governance. Other actors face multiple challenges including lack of autonomy, overlapping authorities, conflicting rules and complex decision processes.Research limitations/implicationsThe findings imply that instead of top-down and control-based relations, networks require self-governance mechanisms where actors independently participate and interact with other actors to generate common solutions to problems.Practical implicationsThe authorities should use network management strategies, participatory approaches and consensus-building methods to reach decisions.Originality/valueThe study explores the network structure and network governance challenges in the context of a developing country that is barely addressed in the public management literature.

AbstractDisaster management in Pakistan has been merely focusing on managing medical, food, and rehabilitation resources, but not so much on the humanitarian ethics during the relief efforts. The ...National Disaster Management Framework in Pakistan focuses on documenting the ethical approaches but fails to practically incorporate them when administering relief and recovery services in Pakistan. There is not so much knowledge, awareness, and practical implications about standards of conduct, which could guide the disaster management team and social service providers about actions and behaviors conforming to morals and professional values throughout the disaster recovery phase. This study is one of the first to explore the ethical issues faced by disaster survivors after relief providers respond to their needs in the posthumanitarian fields of Pakistan. It aims to identify the gaps that exist in ethical practices required in disaster management, particularly in the relief and recovery stages of humanitarian crises in Pakistan. This study gathered data from flood victims in the Pakistani cities of Sambhrial, Hafizabad, and Rajanpur. The data collection activities were funded by the Humanitarian Innovation Initiative, Brown University, and conducted in collaboration with the Pakistan Red Crescent Society (PRCS). Our results indicate that relief workers are trained technically but not on the humanitarian ethics in terms of handling humanitarian populations on equitable and rights-based disaster management grounds.
