The European Union in Africa: Incoherent policies, asymmetrical partnership, declining relevance? provides a comprehensive analysis of EU-Africa relations since the beginning of the twenty-first ...century and includes contributions from leading experts in the field of EU external relations. It seeks to explain how the relationship evolved through discussion of a number of different policies and agreements, ranging from established areas such as aid, agriculture, trade and security, to new areas such as migration, climate change, energy and social policies. This book successfully challenges a number of widely-held assumptions on the role of the EU in Africa, and at the same time sheds light on the role and identity of the EU in the international arena. Abstract This article, drawing on Third World Approaches to International Law (TWAIL) and embracing the decentring agenda in European Union (EU) external relations, discusses the substance of human ...rights promotion in the negotiations of the Samoa Agreement. It documents how the EU has concentrated on civil and political rights, whereas Africa has advanced an innovative approach to economic, social and cultural rights underpinned by the right to development. More importantly, going beyond the ‘heaven–hell binary’, which draws neat lines between the good North and the bad South, and the ‘one‐way traffic paradigm’, which claims that human rights flow from the North to the South, it shows that the human rights corpus may be slowly evolving from its paradigmatic western orientation towards a truly universal project: the EU and Africa have started recognising each other as being holders of diverse yet legitimate perspectives on human rights.

The African, Caribbean and Pacific (ACP) Group, established in June 1975 by the Georgetown Agreement, was generally seen as an emanation of the European Union (EU). This article presents a ...non-EU-centric perspective by discussing various initiatives aimed at fostering intra-ACP cooperation and promoting common ACP positions in international settings. Furthermore, it analyses various threats to the survival of the ACP Group, some linked to its allegedly ineffective performance as an organisation, others related to the rise of competitors, most notably the African Union. Importantly, it delves into the reform process that culminated in the adoption of the revised Georgetown Agreement in December 2019, which transformed the ACP Group into the Organisation of African, Caribbean and Pacific States (OACPS), with the aim of establishing it as a relevant and influential global actor and reducing its dependence on the EU. In revisiting the evolution of the OACPS, this article identifies an intentions-capability gap, specifically between the often grandiose statements of official discourse and the institutional and financial resources devoted to implementing stated objectives.

Three-dimensional carrier-phase direct numerical simulations (CP-DNS) of reacting iron particle dust clouds in a turbulent mixing layer are conducted. The simulation approach considers the Eulerian ...transport equations for the reacting gas phase and resolves all scales of turbulence, whereas the particle boundary layers are modelled employing the Lagrangian point-particle framework for the dispersed phase. The CP-DNS employs an existing sub-model for iron particle combustion that considers the oxidation of iron to FeO and that accounts for both diffusion- and kinetically-limited combustion. At first, the particle sub-model is validated against experimental results for single iron particle combustion considering various particle diameters and ambient oxygen concentrations. Subsequently, the CP-DNS approach is employed to predict iron particle cloud ignition and combustion in a turbulent mixing layer. The upper stream of the mixing layer is initialised with cold particles in air, while the lower stream consists of hot air flowing in the opposite direction. Simulation results show that turbulent mixing induces heating, ignition and combustion of the iron particles. Significant increases in gas temperature and oxygen consumption occur mainly in regions where clusters of iron particles are formed. Over the course of the oxidation, the particles are subjected to different rate-limiting processes. While initially particle oxidation is kinetically-limited it becomes diffusion-limited for higher particle temperatures and peak particle temperatures are observed near the fully-oxidised particle state. Comparing the present non-volatile iron dust flames to general trends in volatile-containing solid fuel flames, non-vanishing particles at late simulation times and a stronger limiting effect of the local oxygen concentration on particle conversion is found for the present iron dust flames in shear-driven turbulence.

Statistically homogeneous flows obey exact kinematic relations. The Betchov homogeneity constraints (Betchov, J. Fluid Mech., vol. 1, 1956, pp. 497–504) for the average principal invariants of the ...velocity gradient are among the most well-known and extensively employed homogeneity relations. These homogeneity relations have far-reaching implications for the coupled dynamics of strain and vorticity, as well as for the turbulent energy cascade. Whether the Betchov homogeneity constraints are the only possible ones or whether additional homogeneity relations exist has not been proven yet. Here we show that the Betchov homogeneity constraints are the only homogeneity constraints for incompressible and statistically isotropic velocity gradient fields. Our analysis also applies to compressible/perceived velocity gradients, and it allows the derivation of homogeneity relations involving the velocity gradient and other dynamically relevant quantities, such as the pressure Hessian and viscous stresses.

This article argues that to better understand the evolution of EU-Africa relations it is necessary to decentre the EU's external action and concurrently recentre Africa's international agency, while ...also interrogating the rise of new powers in Africa. Decentring Europe and recentring Africa means challenging the assumptions that Africa needs Europe more than Europe needs Africa and that African states should align with the EU in international settings in defence of the existing global order. By provincializing the EU and engaging extensively with African voices, this article uses the Russo-Ukrainian conflict to unpack key divides between the EU and Africa on whether and how to isolate Russia, explore its consequences for food security in Africa, and expose some contradictions in the EU's energy policy. It concludes that reconstruction in EU-Africa relations means that the EU should make grounded efforts to treat Africa as a true partner, not an afterthought.

This article conceptualises international negotiations between two groups of states as the result of double two-level games, whereby the two negotiating teams negotiate with their counterpart at the ...international level while simultaneously engaging with their constituents at their respective domestic level, trying to reconcile pressures from both arenas. Furthermore, it points to the importance of contextual and normative explanations and problem-solving approaches to explain negotiation outcomes. Empirically, it sheds light on one of the most contentious aspects of the Post-Cotonou Agreement between the European Union (EU) and the Organisation of African, Caribbean and Pacific States (OACPS), thanks to exceptional access to the negotiation process and subsequent interviews with most members of the negotiating teams. While the EU-OACPS Agreement may be dismissed by its critics as a relic of the past, the significance of its provisions on migration and mobility may mark a turning point in EU-Africa relations. A detailed mechanism, in fact, was agreed upon to ensure that African (as well as Caribbean and Pacific) states readmit unwanted migrants in the EU without conditionality and formalities other than a swift identity verification, with serious consequences if they fail to comply.
