A social-ecological system (SES) framework increasingly underpins the “resilience paradigm.” As with all models, the SES comes with particular biases. We explore these key biases. We critically ...examine how the SES resilience literature has attempted to define and analyze the social arena. We argue that much SES literature defines people’s interests and livelihoods as concerned primarily with the environment, and thereby underplays the role of other motivations and social institutions. We also highlight the SES resilience literature’s focus on institutions and organized social units, which misses key aspects of social diversity and power. Our key premise is the importance of inter- and multi-disciplinary perspectives. To illustrate this, we draw attention to the critique of earlier ecological anthropology that remains relevant for current conceptualizations of SESs, focusing on the concepts of social diversity and power. And we discuss insights from social anthropology and political ecology that have responded to this critique to develop different ways of incorporating social diversity and power into human-environment relations. Finally, we discuss how these social science perspectives can help improve the understanding of the “social” in SES resilience research.
Small-scale fisheries are important to livelihoods and subsistence seafood consumption of millions of fishers. Sea cucumbers are fished worldwide for export to Asia, yet few studies have assessed ...factors affecting socioeconomics and wellbeing among fishers. We interviewed 476 men and women sea cucumber fishers at multiple villages within multiple locations in Fiji, Kiribati, Tonga and New Caledonia using structured questionnaires. Low rates of subsistence consumption confirmed a primary role of sea cucumbers in income security. Prices of sea cucumbers sold by fishers varied greatly among countries, depending on the species. Gender variation in landing prices could be due to women catching smaller sea cucumbers or because some traders take advantage of them. Dissatisfaction with fishery income was common (44% of fishers), especially for i-Kiribati fishers, male fishers, and fishers experiencing difficulty selling their catch, but was uncorrelated with sale prices. Income dissatisfaction worsened with age. The number of livelihood activities averaged 2.2-2.5 across countries, and varied significantly among locations. Sea cucumbers were often a primary source of income to fishers, especially in Tonga. Other common livelihood activities were fishing other marine resources, copra production in Kiribati, agriculture in Fiji, and salaried jobs in New Caledonia. Fishing other coastal and coral reef resources was the most common fall-back livelihood option if fishers were forced to exit the fishery. Our data highlight large disparities in subsistence consumption, gender-related price equity, and livelihood diversity among parallel artisanal fisheries. Improvement of supply chains in dispersed small-scale fisheries appears as a critical need for enhancing income and wellbeing of fishers. Strong evidence for co-dependence among small-scale fisheries, through fall-back livelihood preferences of fishers, suggests that resource managers must mitigate concomitant effects on other fisheries when considering fishery closures. That is likely to depend on livelihood diversification programs to take pressure off co-dependent fisheries.

Global audiences are increasingly being exposed to digital media with fictitious storylines that draw on animal characters involuntarily entering wildlife trades. An understudied problem in wildlife ...trade is the potential for motion pictures to influence their audience's desire to become more acquainted, often via acquisition, with animals portrayed in the films. The 2003 Disney motion picture Finding Nemo connected audiences with a wildlife trade already commonplace: the marine aquarium trade. In this trade, fisheries supply live coral reef organisms to millions of public and private aquaria worldwide. Here, we examine the perception and reality of Finding Nemo's impact (coined the “Nemo Effect”) on the fisheries of the species complex representing the film's primary protagonist “Nemo” (Amphiprion ocellaris/percula). Import and export figures show little evidence for fan‐based purchases of wild‐caught fish immediately (within 1.5 years of release) following the film. We argue that the perceived impact on these species, driven by popular media with an emotive but scientifically uninformed approach to conserving coral reef ecosystems, can be more damaging to the cause of conservation than helpful. This perspective is intended to encourage marine aquarium trade stakeholders to consider the ecological and social repercussions of both media driven consumption and opposition to the trade. Using lessons learned from Finding Nemo, we discuss the likely impacts the sequel, Finding Dory, will have on wild populations of its protagonist “Dory” (Paracanthurus hepatus).

Marine ecosystems are in decline. New transformational changes in governance are urgently required to cope with overfishing, pollution, global changes, and other drivers of degradation. Here we ...explore social, political, and ecological aspects of a transformation in governance of Chile's coastal marine resources, from 1980 to today. Critical elements in the initial preparatory phase of the transformation were (i) recognition of the depletion of resource stocks, (ii) scientific knowledge on the ecology and resilience of targeted species and their role in ecosystem dynamics, and (iii) demonstration-scale experimental trials, building on smaller-scale scientific experiments, which identified new management pathways. The trials improved cooperation among scientists and fishers, integrating knowledge and establishing trust. Political turbulence and resource stock collapse provided a window of opportunity that triggered the transformation, supported by new enabling legislation. Essential elements to navigate this transformation were the ability to network knowledge from the local level to influence the decision-making processes at the national level, and a preexisting social network of fishers that provided political leverage through a national confederation of artisanal fishing collectives. The resultant governance scheme includes a revolutionary national system of marine tenure that allocates user rights and responsibilities to fisher collectives. Although fine tuning is necessary to build resilience of this new regime, this transformation has improved the sustainability of the interconnected social—ecological system. Our analysis of how this transformation unfolded provides insights into how the Chilean system could be further developed and identifies generalized pathways for improved governance of marine resources around the world.

Adoption of innovations by farmers and fishers can depend on factors specific to both individuals and their social contexts. Research on the adoption and diffusion of innovations promoted through ...capacity-building training can provide lessons to support the design and implementation of future development programs. We assess the adoption, diffusion, and outcomes of a livelihoods training program focused on improving postharvest handling and processing of sea cucumbers in 29 coastal villages in Fiji. One year after delivery of the training program, we conducted interviews with sea cucumber fishers (n = 278) and commercial processors (n = 12), as well as focus group discussions (n = 27) with women to examine: (1) which modes of training (training video, manual, and workshops) were most useful; (2) individual- and community-scale characteristics related to adoption and knowledge sharing; (3) whether training produced long-term changes in processing methods used by fishers; and (4) perceived barriers to adoption. Among fishers who were exposed to two or more modes of training (n = 97), most (65%) reported the workshop and manual to be equally useful. Knowledge about the improved methods was shared by 71% of trained fishers and occurred more frequently among women (80%) than men (64%). Trained fishers used shorter, less variable first cooking durations than untrained fishers, and differences were significant for two of six sea cucumber species groups. Adoption and knowledge sharing was not significantly related to the multiscale characteristics examined (age, gender, education, resource dependence, village population size, market access). Some fishers could not access salt for processing, and others were constrained by patron-client relationships. Our study shows that technical capacity-building can benefit from complementary training modes, however other constraints on adoption (e.g., access to materials, patron-client relationships) may need to be addressed to achieve the full benefits of training programs.
Fish maw (teleost swim bladder) is a dried seafood product valued highly by Chinese cultures in East Asia, though global supply chains are poorly understood. Here, we describe the rapid development ...of a fish maw fishery in a low‐income nation to illustrate how globalization can affect sustainability. In Papua New Guinea (PNG), fish maw developed into a fishery valued at ∼$831,000 USD annually between 2014–2018. Its development has been driven by Asian expatriates, who provide market access and fishing gear to local communities. The highest valued local species, scaly croaker Nibea squamosa, has a maximum value of $15,615 USD kg−1 (dried) at first‐point‐of‐sale, potentially the highest first‐point‐of‐sale fish maw product globally. Its value has led to high incidental catch rates of threatened species in an area that is a globally significant conservation stronghold. International trade databases need to recognize fish maw as a high value and globally traded product and consider a specific fish maw commodity code to assist nations in identifying emerging fish maw fisheries. Additionally, the Convention on the International Trade of Endangered Species of Flora and Fauna (CITES) could assist in protecting vulnerable fish maw species and facilitate management practices for incidentally caught threatened species.

Over 1.3 billion people live on tropical coasts, primarily in developing countries. Many depend on adjacent coastal seas for food, and livelihoods. We show how trends in demography and in several local and global anthropogenic stressors are progressively degrading capacity of coastal waters to sustain these people. Far more effective approaches to environmental management are needed if the loss in provision of ecosystem goods and services is to be stemmed. We propose expanded use of marine spatial planning as a framework for more effective, pragmatic management based on ocean zones to accommodate conflicting uses. This would force the holistic, regional-scale reconciliation of food security, livelihoods, and conservation that is needed. Transforming how countries manage coastal resources will require major change in policy and politics, implemented with sufficient flexibility to accommodate societal variations. Achieving this change is a major challenge – one that affects the lives of one fifth of humanity.

The Asia-Pacific's Coral Triangle is defined by its extremely high marine biodiversity. Over one hundred million people living in its coastal zones use this biodiversity to support their livelihoods. ...Hundreds of millions more derive nutritious food directly from the region′s marine resources and through local, regional and global trade. Biodiversity and its values to society are threatened by demographic and habitat change, rising demand, intensive harvesting and climate change. In partnership with international conservation organisations and development funders, the governments of the region′s six countries have come together to develop the Coral Triangle Initiative (CTI) on Coral Reefs, Fisheries and Food Security. The CTI has explicit goals and defined targets for marine biodiversity conservation, but not for the food security of the region′s marine-resource dependent people, despite this being the wider aim used to justify conservation action. This article suggests how the food security aim of the CTI could be made more explicit. It outlines the complex pathways linking marine biodiversity with food security and argues that improved social science analysis, inter-sectoral policy and management interactions are necessary if conserving marine biodiversity is to contribute towards meeting food security challenges in the region.

A major difficulty in managing wildlife trade is the reliance on trade data (rather than capture data) to monitor exploitation of wild populations. Collected organisms that die or are rejected before ...a point of sale often go unreported. For the global marine aquarium trade, identifying the loss of collected fish from rejection, prior to export, is a first step in assessing true collection levels. This study takes a detailed look at fish rejections by buyers before export using the Papua New Guinea marine aquarium fishery as a case study. Utilizing collection invoices detailing the species and quantity of fish (Actinopteri and Elasmobranchii) accepted or rejected by the exporting company it was determined that, over a six month period, 24.2% of the total fish catch reported (n = 13,886) was rejected. Of the ten most collected fish families, rejection frequency was highest for the Apogonidae (54.2%), Chaetodontidae (26.3%), and Acanthuridae (18.2%) and lowest for Labridae (6.6%) and Hemiscylliidae (0.7%). The most frequently cited reasons for rejection were fin damage (45.6% of cases), undersized fish (21.8%), and fish deemed too thin (11.1%). Despite fishers receiving feedback on invoices explaining rejections, there was no improvement in rejection frequencies over time (r = -0.33, P = 0.15) with weekly rejection frequencies being highly inconsistent (range: 2.8% to 79.4%; s = 16.3%). These findings suggest that export/import statistics can greatly underestimate collection for the marine aquarium trade as additional factors such as fisher discards, escapees, post-collection mortalities, and unregulated domestic trade would further contribute to this disparity.

This paper examines the intrinsic and instrumental value of corals, and coral reefs, from the epistemological perspectives of Western conservation biologists and Pacific coastal fishers. It uses data ...on local language names (‘folk taxonomies’) from several language groups to understand the salience, or perceived value, of corals and coral reef fishes for the speakers of those languages. In all of the folk taxonomies examined, there are very few local language names for corals or reef-associated fishes in the most species-rich families (gobies, blennies, damselfishes, and butterflyfishes). This is interesting particularly because one of the primary rationales for Western conservation interest in Indo-Pacific coral reefs is the ‘cumulative intrinsic value’ of the large number of biological species associated with these ecosystems, irrespective of their other values, including fishery production. The ‘weight’ of this cumulative intrinsic value underpins a moral mandate for transnational conservation intervention, typically in the form of marine protected areas, most of which impose a short- to medium-term economic cost on people who are already very poor. The related and widely used Western cultural construct of ‘iconic’ is also investigated. The paper examines various implications of the large differences between Western scientific and Pacific Islander attributions of value to corals and coral reef ecosystems, including in the context of their importance for fishery production and food (or nutrition) security. I also discuss the apparent lack of (a) reflexivity about the social construction of science and (b) curiosity about the environmental knowledge and values of Indo-Pacific coastal fishers, among many in the Western transnational conservation community.
