Neoliberalism was widely adopted both in South Korea and Taiwan in the mid-1990s. With governmental reforms, both countries adopted variants of competition-based funding mechanisms for higher ...education. This funding mechanism has been widely applied in most funding allocations for higher education in Korea from 2003 to 2017 and in Taiwan from 2004 to 2015. This study investigates whether competition-based funding is based on institutional performance rather than on traditional funding approaches such as budget history-based and student enrollment-based approaches. This study collected institutional funding data from 142 four-year universities in Korea and 100 four-year universities in Taiwan. This study found that funding is mostly contingent on the number of students, especially undergraduate students in Korea, and on prior budget history in Taiwan. This implies that although competition-based funding is widely applied in Korea and Taiwan, traditional factors such as student enrollment and budget history still influence funding decisions. However, this study also found that institutional performance is established in both countries' government funding mechanisms. Institutional performance accounted for 27.6% in Korea in 2017, and for 16.7% in Taiwan in 2015. This study further discusses side effects brought by the funding scheme of both countries.

On the basis of the Conservation of Resource (COR) theory and using the Job Demands-Resources (JD-R) model, this study examines the relationships among job demands and job resources of online ...teaching (JD-OT and JR-OT), perceived instructional efficacy of OT (PIE-OT), mindfulness in teaching (MiT), and emotional exhaustion (EE) to understand the psychological stress experienced by teachers engaged in OT and how mindfulness has moderating effects on relieving anxiety and preventing burnout. A total of 476 teachers with OT experience completed online a self-report survey with items adapted from related scales. The hypotheses were validated using structural equation modeling. Causal relationships were assessed using path analysis, and multi-group analysis was performed to examine the moderating effect of MiT. JD-OT has significant and negative impact on PIE-OT, JR-OT has significant and positive impact on PIE-OT, and PIE-OT has significant and negative impact on EE. Moreover, PIE-OT mediates the positive relationship of JD-OT with EE and the negative relationship of JR-OT with EE. The moderating role of MiT in the relationship of JD-OT and JR-OT with PIE-OT was also validated. In OT work environments, teachers have great need and desire for JR, which can have a positive impact on PIE. Mindfulness training contributes to improving OT efficacy and reducing EE. Enhancing teachers' MiT enables them to deal with demands from work and their superiors and motivates them to respond with ease to the stressful external environment.
This study analyzes and discusses how competition-based funding has been institutionalized in the three North East Asian countries of Japan, Korea, and Taiwan since the neoliberal reforms in the ...1990s. We found that states set aside additional, 'competition-based' funding for distribution among higher education institutions. In addition, private universities have emerged as winners at the zero-sum game because their management styles are much more aligned with the managerial style. However, private universities are bound by state policy, and regulatory frameworks are deeply institutionalized within them with the growing public funding. We also observe that institutional practices of public universities are moving to market-oriented systems because of the growing competition. However, the increased responsiveness of HEIs to state policy does not necessarily result in an increase in their societal contributions because a university as a professional organization has the potential for generating a better societal contribution through collaborations as well as competition.

Abstract Objective To describe secular trends in the prevalence of overweight and obesity in Australian children in each state and territory. Design Systematic search and numerical meta-analysis. ...Methods A systematic search was conducted to identify all sources that objectively measured the height and weight of Australian children (aged 2–18 years) and had a sample size of at least 300. Raw and summary data were requested from authors and divided into age × sex × state × yearly slices to derive estimates of the prevalence of overweight and obesity. Following a double arcsine transformation to facilitate meta-analysis, all estimates were standardised for age, stratified by sex and analysed using sample-weighted non-linear regressions. Results The systematic search identified 73 eligible sources (47 raw and 26 summary datasets), with 72.8% of data sourced from Victoria and South Australia. Prevalence trends varied from state to state, with three states or territories showing a marked plateau, two showing a decline in the more recent years and three showing continued linear increases. Tasmania and Northern Territory generally had the highest prevalence (30.2% and 24.3% overweight and obesity respectively), and the Australian Capital Territory had the lowest (12.4% overweight and obesity). Conclusions Prevalence, as well as prevalence trends, varied amongst Australian states and territories. At a national level, the prevalence trend has nearly plateaued for the past 15 years. However, upward prevalence trends appear to be persisting in Western Australia, South Australia and Tasmania. Findings highlight the need for ongoing efforts to address the issue of childhood obesity.

Prognostication for patients with cancer is important for clinical planning and management, but remains challenging given the large number of factors that can influence outcomes. As such, there is a ...need to identify features that can robustly predict patient outcomes. We evaluated 8608 patient tumor samples across 16 cancer types from The Cancer Genome Atlas and generated distinct survival classifiers for each using clinical and histopathological data accessible to standard oncology workflows. For cancers that had poor model performance, we deployed a random-forest-embedded sequential forward selection approach that began with an initial subset of the 15 most predictive clinicopathological features before sequentially appending the next most informative gene as an additional feature. With classifiers derived from clinical and histopathological features alone, we observed cancer-type-dependent model performance and an area under the receiver operating curve (AUROC) range of 0.65 to 0.91 across all 16 cancer types for 1- and 3-year survival prediction, with some classifiers consistently outperforming those for others. As such, for cancers that had poor model performance, we posited that the addition of more complex biomolecular features could enhance our ability to prognose patients where clinicopathological features were insufficient. With the inclusion of gene expression data, model performance for 3 select cancers (glioblastoma, stomach/gastric adenocarcinoma, ovarian serous carcinoma) markedly increased from initial AUROC scores of 0.66, 0.69, and 0.67 to 0.76, 0.77, and 0.77, respectively. As a whole, this study provides a thorough examination of the relative contributions of clinical, pathological, and gene expression data in predicting overall survival and reveals cancer types for which clinical features are already strong predictors and those where additional biomolecular information is needed.

This study explores Taiwanese college students’ awareness and action on UN’s Sustainable Development Goals (SDGs) launched in 2015. These goals define key dimensions wherein youth’s recognition, ...appreciation, and implementations ignite global citizenship, therefore enhancing both employability and mobility. The SDGs have set a strong presence in higher education, but perhaps not enough as most studies have not assessed a holistic view of undergraduates’ SDGs perception. In a well-globalized Chinese society where undergraduate degrees are as widespread as in Taiwan, this study aims to uncover whether higher education institutions (HEIs) in Taiwan have served as enabling environments for the growth of global citizens. Building on the government’s educational reforms and individual policies, it asks: on which aspects have Taiwan excelled or receded, why, and what can our example offer the global community in sowing global citizens? The Importance–Performance Analysis (IPA) grid was conducted to assess college students’ recognition and implementation of each goal. A list of 17 goals and 68 items were identified from literature reviews and each item was rated using a five-point Likert scale. On the scale, the online survey enables the 1238 college students from HEIs, ranging from research to non-research ones, to rate the relative importance of the items, followed by another performance rating. We aspire analysis of the responses to allow reflection on the implementation of professional and general education, as results indicate the factors contributing to students’ cognition of the SDGs. Echoing current policy in Taiwan, we intend to offer insights and recommendations to extend students’ SDGs vision, ultimately enhancing youth’s international understanding and mobility.

Abstract
The study aims to explore how Taiwan doctoral education in knowledge society meets the change of labor market, and how doctoral students deal with the socialization and professional training ...during their study, as well as influence their perspectives on career plan and job choices. That is, assuming that socialization and professional training have relationships and influences on doctoral students' career decision. The research questions are as follows: (1) Will the related factors of implementing socialization in doctoral education predict the choices of different career paths? and (2) What factors will affect doctoral students' perspectives on future job market (academia, public sector, private sector)? 2,000 questionnaires, snowball and purposely sampling, were sent to current registered doctoral student and 914 questionnaires were returned, excluding 214 invalid ones. The amount number of valid respondents is 700. SPSS Window 22.0 version was adopted as the statistical analyzing tool. The descriptive statistics, Pearson correlation, and multiple regression were main methods for data analysis. There are 4 models, based on findings, for doctoral students' intentions of purchasing jobs according to the findings: academia orientated, being employed in the government or public research institute, working in the private sector, and self-confident with career and job market.
In Taiwan, higher education policies and manpower training have failed to meet the requirements of the rapidly changing society and employer expectations. On the basis of social cognitive career theory, this study aims to explore the relationships between transformational leadership, self-efficacy, problem-based learning, and student employability in higher education institutions (HEIs). In this study, 619 undergraduates from 12 Taiwanese HEIs were analyzed using structural equation modeling. The results revealed significant positive influences of transformational leadership, self-efficacy, and problem-based learning on student employability. Moreover, problem-based learning and self-efficacy are key mediators between transformational leadership and student employability. There are a multitude of factors influencing the learning outcomes of students, with all previous studies basing their conclusions upon predetermined variables according to different theories and ...exploring the relevance between them. In this study, two important antecedents—the transfer of teachers' knowledge and student orientation—are put forward based on the knowledge conversion theory and marketing concepts to explore the conspicuousness between various factors within the structural model. This study uses students from colleges in Taiwan as its research samples. Purposive sampling is adopted to acquire the samples required for statistics. A total of 801 participants are involved in this study. The results indicate that knowledge transfer at the teacher level plays a significant role in students' absorptive capacity and learning outcomes, that student orientation at college levels has a great influence on students' absorptive capacity, and that the prior knowledge of students has a positive moderating effect on the influence of teachers' knowledge transfer on students' absorptive capacities. Based on these results, the study provides suggestions for relevant theoretical and practical implications to indicate the contributions of this research.
