In this paper two reform directions are analyzed, showing some reform progress in the overall darkness of post-accession hesitations and vagrancies. Administrative reform is incremental even in the ...most positive examples, while it stagnates in a wide number of areas. The transparency and openness policy can be seen as a success story in Croatia, while legislative reform shows moderate success. However, it is not easy to find the third candle, which would introduce some modernization light into the Croatian public administration.
I have been dealing intensively with decentralization and local self-government for two decades now. My interest is both theoretical and practical. In the second part of the 1990s, when I started to ...deal with local governance, Croatia was a rather centralized country which needed decentralization. At that time, I was engaged in several projects which were intended to produce the professional and policy basis for the decentralization of the country. However, despite some great achievements at the beginning of the new millennium, further decentralization and possible territorial reorganization are still among the hottest issues of public debate in Croatia. The scientific and professional community, citizens and civil society, the business community and certain minor political parties are in favour of decentralization, while the major parties are in the quite opposing positions. As many others, I am disappointed with this situation. Because of these reasons, I decided to talk about decentralization on the occasion of being awarded the Alena Brunovska Award for teaching excellence in public administration. The title obviously reflects two inspirations. On the one hand, there is the notion of European governance, which follows from the main theme of this year’s NISPAcee conference. On the other hand, there is decentralization, which follows from local democracy as one of my main theoretical, research and policy interests. I will present several main issues and theses about the interconnectedness of decentralization and European governance in a time of overall complexity and wicked governance problems.

In reform of relations between citizens and government an important role, inter alia, plays a modernization of administrative procedures. Administrative procedure is a technological alternative that ...attempts to reduce theoretically great number and variety of activities of public officials to a smaller extent, in order to increase efficiency of administration and strengthen legal protection of citizens. Main components of a technology are material and natural resources, working process technology and technical know-how of public officials. Any legal regulation of administrative procedure, including regulation of general administrative procedure can be judged from the standpoint of technical adequacy. Evaluation of the General Administrative Procedure Act which entered into force in Croatia in 2009 was carried out while keeping in mind primarily the technological dimension of administrative procedure regulation. There was a series of improvements over the previous Act, but also there are a number of weaknesses of new Act, as well as missed opportunities for technological and legal modernization.

The first issue of the Croatian and Comparative Public Administration in 2021 contains six interesting scientific papers dealing with topical themes. The first paper co-authored by Onur Kulaç, Lucie ...Sobotková and Martin Sobotka analyses the interest of students in public administration education in the Czech Republic. Their analysis is based on a statistical evaluation of students’ interest in a span of 16 years. They put in focus public administration education at the University of Pardubice and compare its success with the results elsewhere in the Czech Republic. In conclusion, they plea for a more consistent supervision from the state and for greater understanding of part-time students’ professional and family life during the study.

The first thematic block in this issue of the Croatian and Comparative Public Administration is structured around administrative modernisation. Although centred on such a common general denominator, ...the four papers differ significantly according to their focus, manner of treating law-making improvement, building trust in government, digitalisation of public services, and organisational development in the public sector. Goranka Lalić Novak, Romea Manojlović Toman and Teo Giljević analyse whether the Croatian regulation technique ensures evidence-based law-making in the migrations sector. They provide a thorough review of empirical data drawn from the processes and draft legislation, public consultations, impact assessment, parliamentary discussions, parliamentary questions of Members of Parliament, and evaluation reports, contemplating about the possibilities of improving migration law-making by means of evidence-based law-making techniques and other better regulation instruments.
