"Distance doesn't separate people, silence does!" Artificial intelligence is a reality and it evolves every day, it simplifies life where it is used in the humans interest, being already applied in ...many fields. Is there any risk of moving away from the noble goal of being at the service of the collective good and of being used against people to limit fundamental rights and freedoms? Is there any risk that the totalitarian society will re-establish itself, this time on a global level? The current study presents, in summary, a first analysis of the latest developments in this field, starting from the Chinese experience, as far as it is known and popularized regarding facial recognition made by artificial intelligence for monitoring citizens for the social credit system.
Blockchain technology is becoming one of the most prominent trends in finance and digital innovation since the creation of the Internet. Blockchain technology makes data private, permanent and ...verifiable. Data and transaction logging is public, but encryption protects them from prying eyes and tampering. The architecture of the blockchain database and the associated protocols provide a solid foundation for creating new classes of applications. This is just the theory. In practice, however, blockchain technology has proven to be somewhat less miraculous. It is powerful and effective in a wide range of areas, but in addition to the well-publicized benefits of blockchain, experts have discovered a set of disadvantages of blockchain technology. That's why the Bitcoin blockchain is often referred to as the "open register" of Bitcoin. Experts around the world, with the exception of a few skeptics, see blockchain as a high-impact technology that has the potential to revolutionize the world of finance, gaming, entertainment and more. Starting from the analysis carried out by specialists in the field on their website, and from information on this technology, the present study brings some arguments to draw the attention of the more or less informed reader to the risks and dangers to which they are exposed and to whom this technology is applied in sensitive areas regarding the life, health, freedom and privacy of the citizens of this planet. Even if the role of this technology in some fields is undeniable, it must still be treated with great care from the perspective of respecting the fundamental rights and freedoms of human beings, the universal values that mankind has gained in centuries of human effort and sacrifice for current and future generations to evolve without repeating the mistakes of history. History makes fun of those who do not know it, repeating itself, said Nicola Iorga.
Europe of our days are faced with a new challenge which, after the crisis of sovereign debts in 2008, reinstall both politics and economics in Member States and leading to an unpredictable Europe, in ...which the notion of solidarity so appeared in the political circles, legal and especially in the mass media gets to new heights. In this article I intended to make a brief radiography of the European society as a whole in the context of the veil of immigrants/refugees which have invaded Europe. Beyond the collective and general interests, national interest of each Member State of the political-administrative structure of the European Union or of the geographical area that they represent the European continent begins to give "head ache" to their own European leaders, which have found it appropriate under "the mask of solidarity" to impose quotas of refugees to all Member States.
In today's society, where nothing that used to work seems to work anymore, in which after the pandemic, the whole world economy has been "attacked", the question arises: "Where is the world going?" ...The global challenges seem unsolvable, in a state of generalized confusion, in which each country is on its own, in which the struggle for resources comes out in the invisible zone to a visible struggle, where only the intelligent will win. How can you be smart in a protracted economic crisis, or a deepening recession, instead of finalizing / moving toward new economic growth? The present study is intended to be a continuation of the one published in the previous volume of the online journal - Journal of Law and Public Administration Volume VII, Issue 13/2021.1It provides an up-to-date analysis of the challenges of the moment, in which not even economists, theorists and practitioners can offer a viable and globally applicable solution, but on the contrary, their predictions are oriented towards a turbulent period, in which it is not yet possible to predict which it will be the future of the world.
Artificial intelligence is a challenge of the new decade, more current than ever, that can help man or replace him. The decision belongs to those who decide, through their research, how much ...independence new human-created technologies create. Beyond the strictly scientific aspects that invented and developed artificial intelligence (AI) some aspects of ethics, morality, and last but not least legal. There are already debates on this topic online, where opinions are divided between conservative issues and innovation at any cost. Fear against new can resist, although the man is already accustomed to assistance (Shazam, Waze, personal assistants). If AI is already replacing the musician who performs, for example, Beethoven's symphonies, how far can this technology evolve and what would be the limits to which man cannot replace it? The present study proposes a brief analysis of some legal aspects that must be considered with the large-scale application of AI-based technologies, from the perspective of respect for human rights and fundamental freedoms, on the one hand, but also responsibility in AI. (Who is responsible and what would be the limits of liability for AI?)
The economic crisis of 2008 in the USA and globalized rapidly, generated macro and micro economic imbalances that had short, medium and long term effects on all countries of the world. A lot of ...measures have been taken in all countries of the world, including the European Union. This study aims to analyze some of those measures applied after the crisis of 2008, all the more so as the current state of global economies confirms the imminence of a new global economic and financial crisis.
The Knowledge-Based Society (KBS) is a notion that is a challenge in all conditions, but especially in the new society emerging at European and global level is a reality to which it seems European ...states are trying to respond promptly and adapt to new regional and global realities. The digital age and the difficulties of adapting and optimizing its effects on society as a whole, but especially on every European citizen, is, in my opinion, more of a barrier to communication, than a facility that can benefit the entire working population of Europe. This article aims to be a synthetic analysis of how European states adapt, with the specifics of each state, to the new challenges generated by the digital age in pandemic conditions, which forced every citizen to accept new realities, not pleasant, which it also changes everyone’s perceptions of fundamental rights and freedoms. European policies in some key areas seem outdated, and current attempts to confirm European solidarity do not appear to be successful in the short term. The actions of politicians, so different in their home countries, regarding the measures imposed at national level in the current pandemic, are just one example of a different approach, which deeply affects human rights and fundamental freedoms. The risk of discrimination is more current than ever and generates new challenges that strain the citizen-authority relationship in all European countries and beyond.
This article aims to present the summary of issues related to Economic and Monetary Union (EMU) in the context of EU enlargement, analyzing legal rules and practical problems appeared. EMU Stability ...and Growth Pact is a challenge for Member States in circumstances where exactly the European Union Member States who have campaigned for the budgetary discipline required more relaxed conditions on the provisions of the Pact. Convergence criteria laid down in the Maastricht Treaty (TEU) began to be increasingly difficult to be respected by Member States, therefore it was decided to greater flexibility of restraining and Growth Pact.
