Lifetimes were measured for the 2{sub 1}{sup +}, 4{sub 1}{sup +}, 0{sub 2}{sup +}, 1{sub 1}{sup {minus}}, and 3{sub 1}{sup {minus}} levels in {sup 142,144,146}Ba using a recently developed ...{beta}-{gamma}-{gamma} fast timing method. In {sup 146}Ba, the {ital Q}{sub 0} moment for the negative parity band was slightly larger than that for the positive parity band. The isovector {ital E}1 rates which were very small in {sup 146}Ba and large in {sup 144}Ba can be explained in terms of shell effects on the electric dipole moment. The new data are interpreted by both the {ital spdf} interacting boson and the reflection-asymmetric deformed shell models and provide compelling evidence for a static octupole deformation near {sup 146}Ba.
