I demonstrate that the concept of a non-equilibrium attractor can be extended beyond the lowest-order moments typically considered in hydrodynamic treatments. Using a previously obtained ...exact solution to the relaxation-time approximation Boltzmann equation for a transversally homogeneous and boost-invariant system subject to Bjorken flow, I derive an equation obeyed by all moments of the one-particle distribution function. Using numerical solutions, I show that, similar to the pressure anisotropy, all moments of the distribution function exhibit attractor-like behavior wherein all initial conditions converge to a universal solution after a short time with the exception of moments which are sensitive to modes with zero longitudinal momentum and high transverse momentum. In addition, I compute the exact solution for the distribution function itself on very fine lattices in momentum space and demonstrate that (a) an attractor for the full distribution function exists and (b) solutions with generic initial conditions relax to this solution, first at low momentum and later at high momentum.
SrTiO3 is an incipient ferroelectric that is believed to exhibit a prototype displacive, soft mode ferroelectric transition when subjected to mechanical stress or alloying. We use high-angle annular ...dark-field imaging in scanning transmission electron microscopy to reveal local polar regions in the room-temperature, paraelectric phase of strained SrTiO3 films, which undergo a ferroelectric transition at low temperatures. These films contain nanometer-sized domains in which the Ti columns are displaced. In contrast, these nanodomains are absent in unstrained films, which do not become ferroelectric. The results show that the ferroelectric transition of strained SrTiO3 is an order-disorder transition. We discuss the impact of the results on the nature of the ferroelectric transition of SrTiO3.

bstract
We investigate whether early and late time attractors for non-conformal kinetic theories exist by computing the time-evolution of a large set of moments of the one-particle distribution ...function. For this purpose we make use of a previously obtained exact solution of the 0+1D boost-invariant massive Boltzmann equation in relaxation time approximation. We extend prior attractor studies of non-conformal systems by using a realistic mass- and temperature-dependent relaxation time and explicitly computing the effect of varying both the initial momentum-space anisotropy and initialization time on the time evolution of a large set of integral moments. Our findings are consistent with prior studies, which found that there is an attractor for the scaled longitudinal pressure, but not for the shear and bulk viscous corrections separately. We further present evidence that both late- and early-time attractors exist for all moments of the one-particle distribution function that contain greater than one power of the longitudinal momentum squared.
One of the major impediments to the industrial take-up of high-temperature superconductors is the paucity of comprehensive, reliable and relevant performance data on commercially available wires. To ...address this, the Robinson Research Institute is making available its internal database of wire performance data, acquired on our in-house 1 kA critical current measurement system. The database is freely accessible via the world wide web at http://www.victoria.ac.nz/robinson/hts-wire-database and allows download of both graphical images of the data as well as the underlying data files. The database will continue to be expanded into the future, and submissions of commercially available wires for independent characterization and inclusion are invited. We demonstrate the utility of these data in terms of a case study on the design of our 1.5 T 2G HTS MRI system and by outlining a comparison of correlations between low-temperature and 77 K performance across 2G HTS wires sourced from different manufacturers that demonstrates that this is useful only for wires of a particular type produced under similar conditions (for example, several batches produced using the same process). These examples highlight the need for complete characterization of different wires under the operating conditions of interest.
At a time of growing concern over the rising costs and long-term environmental impacts of the use of fossil fuels and nuclear energy, wind energy has become an increasingly important sector of the ...electrical power industry, largely because it has been promoted as being emission-free and is supported by government subsidies and tax credits. However, large numbers of bats are killed at utility-scale wind energy facilities, especially along forested ridgetops in the eastern United States. These fatalities raise important concerns about cumulative impacts of proposed wind energy development on bat populations. This paper summarizes evidence of bat fatalities at wind energy facilities in the US, makes projections of cumulative fatalities of bats in the Mid-Atlantic Highlands, identifies research needs, and proposes hypotheses to better inform researchers, developers, decision makers, and other stakeholders, and to help minimize adverse effects of wind energy development.

Former legislators who lobby exacerbate the effects of financial resources on the relative political influence that various organized interests achieve. These lobbyists receive more income and ...achieve favorable policy outcomes more often than other lobbyists. The value of these revolving-door lobbyists, however, is contingent on the continued presence of former colleagues in legislatures. Former legislators achieve influence because of their insider connections, and membership turnover among incumbents decreases the value of this asset for interest groups. I examine the incomes and clienteles of former legislators who lobbied in the American states over seven decades. Turnover is a consistent, negative predictor of revolver value. This effect is enhanced by the presence of legislative staff support. This study is the first to examine the value of revolving-door lobbyists in the state legislatures. My findings imply that reforms that induce turnover help to level playing fields of political advocacy among interests with different levels of financial resources.
The fusion power density produced in a tokamak is proportional to its magnetic field strength to the fourth power. Second-generation high temperature superconductor (2G HTS) wires demonstrate ...remarkable engineering current density (averaged over the full wire), JE, at very high magnetic fields, driving progress in fusion and other applications. The key challenge for HTS wires has been to offer an acceptable combination of high and consistent superconducting performance in high magnetic fields, high volume supply, and low price. Here we report a very high and reproducible JE in practical HTS wires based on a simple YBa2Cu3O7 (YBCO) superconductor formulation with Y2O3 nanoparticles, which have been delivered in just nine months to a commercial fusion customer in the largest-volume order the HTS industry has seen to date. We demonstrate a novel YBCO superconductor formulation without the c-axis correlated nano-columnar defects that are widely believed to be prerequisite for high in-field performance. The simplicity of this new formulation allows robust and scalable manufacturing, providing, for the first time, large volumes of consistently high performance wire, and the economies of scale necessary to lower HTS wire prices to a level acceptable for fusion and ultimately for the widespread commercial adoption of HTS.

Background:
Although patellofemoral instability is among the most prevalent knee disorders, the management of patients with this condition is complex and remains variable, given the lack of ...long-term, high-level clinical outcome studies to compare various operative and nonoperative modalities.
Purpose:
To discover a consensus within treatment controversies in patellofemoral instability among experienced knee surgeons with a specific interest in the patellofemoral joint.
Study Design:
Expert opinion; Level of evidence, 5.
Methods:
A 3-step modified Delphi technique was used to establish a consensus. A 34-question, case-based online survey regarding patellofemoral instability was distributed to all active members of the International Patellofemoral Study Group. Consensus statements were generated if at least 66% of the respondents agreed and then redistributed to the same panel. Modifications to the consensus statements were made based on the iterative feedback process until no discordance was encountered in the third stage.
Results:
Eight consensus statements were achieved. Nonoperative management is the current standard of care for a first-time dislocation in the absence of an osteochondral fragment or loose body requiring excision (100% agreement). In patients with a first-time dislocation with an operative osteochondral fracture requiring excision or repair, patellar instability should be addressed concurrently (89% agreement). Recurrent instability should be treated surgically, with most surgeons favoring medial reconstruction (77%-86% agreement). While there is general agreement that bony procedures should be performed to correct underlying bony deformities, there is no consensus regarding the most appropriate type of procedure performed. Lateral release should not be performed in isolation for the treatment of patellar instability (89% agreement).
Conclusion:
Despite the consensus generated in this study, our current understanding remains limited by a lack of high-level evidence as well as the numerous complex variables influencing treatment decision making. High-quality, multicenter randomized controlled trials, particularly those directly comparing specific surgical treatment methods while controlling for underlying risk factors, are needed to address these areas of uncertainty.
