O presente artigo trata sobre o processo de mudança em um centro de ensino e aprendizagem em rede de uma universidade pública do estado de Goiás, em face da pandemia ocasionada pelo novo coronavírus ...(Sars-CoV-2). Nas instituições de educação superior, esse novo cenário inibiu a possibilidade de encontros presenciais e trouxe como alternativa o ensino remoto; por isso, compreender a nova rotina é também compreender a educação a distância e, mais, o papel dos profissionais para atuar com essa modalidade diante das mudanças. Esta análise será feita à luz de discussões acerca da importância da autonomia para a gestão e a organização dos espaços educacionais como uma das vias para garantir a qualidade do ensino. Para alcançar os objetivos da pesquisa, foram utilizados como procedimentos os relatos de um profissional de cada segmento do centro de ensino, acerca das mudanças advindas do novo cenário. Constatou-se que as mudanças no Centro ocorreram conforme as demandas definidas pelos conselhos, contudo, o envolvimento dos profissionais nesse processo ficou restrito às adequações que as mudanças demandaram.
Amalgamations in democratic settings often result in disadvantages for small and peripheral units, as their political power diminishes in the merged jurisdictions. This article extends the discussion ...to China by assessing the economic outcomes of county-level units after their conversion into districts directly controlled by city authorities. Leveraging a large county-year panel dataset and employing an advanced causal effect estimator, my analysis reveals a generally less optimistic outlook for these county-turned districts following the mergers. The negative impacts are initially evident in microeconomic indicators, especially in resident deposits, and later materialize in the long-term trajectories of macroeconomic indicators. Furthermore, heterogeneous analysis and a comparative case study in Hangzhou city link the problem to the loss of administrative autonomy. Notably, the negative impacts are less likely to manifest in county-turned districts that are under provincial protection and therefore maintain a certain degree of administrative autonomy after the mergers.

El presente artículo se plantea como una contribución a la explicación del discurso hegemónico deportivo planteado como realidad ajena a la política y Estado. Para ello, se exponen los principios ...filosóficos, éticos e históricos que plantean la existencia de bienes internos en la práctica deportiva, enunciando objetivos deportivos como traducción política. En primer lugar se procede a una explicación de los principios básicos del Internalismo filosófico cuyo cometido es la definición esencial deportiva, la cual la encuentra en su exposición de la excelencia moral y física en términos de virtuosidad aristotélica. Además, se opta por establecer una relación de los principios de la deportividad moderna con el cristianismo de corte aristotélico de Thomas Arnold para establecer la base de los bienes internos morales deportivos. Por último, se expone el encaje político y jurídico del deporte y su conexión con los planteamientos descritos con anterioridad.
Political issues sometimes display an intriguing combination of high degrees of complexity, low political saliency, and high levels of administrative autonomy. This article investigates how this type ...of issues shapes the relationship between politicians and the public service. More specifically, we advance the notion of “administrative action space” to describe the emergence of collaborative governance when directives from the political level are intermittent or absent. Using an illustrative case on the administration of measures to address antimicrobial resistance (AMR), a transnational public health issue in Europe, we find that senior public servants nested in epistemic communities play a leading role in driving agency and facilitating governance of complex but low‐salient issues when administrative autonomy is extensive.

In Algeria, there have always been many discussions about the autonomy of AlAwqaf far from the administrative dependency ‘the guardianship’ represented in the Ministry of Religious Affairs and ...Endowments. This autonomy, which is relative according to some specialists, has an important role in developing the effectiveness of al AlAwaqf. The idea of an Office was one of the most common suggestions until the Executive Decree 21 / 179 was finally announced about the establishment of a “National Office for AlAwqaf and Zakat” to effectively regulate both rituals. Given the recentness of the legislation (May 2021), it needs a preliminary reading to know the updates regarding AlAwkaf particularly the focus of our article in order to give an objective and constructive evaluation . The new legislation has not lived up to our expectations, it is only restructuring the management of Alawqaf (exclusive dependency in decision making through guardianship). It has not dealt with relative autonomy which could have been a real breakthrough in the performance of Alawqaf in Algeria.

Following the analysis we will draw conclusions on the current situation of decentralization and local autonomy, legal framework and administrative organization in OECD countries.
La erección del Secretariado Nacional de Formación Profesional de la Iglesia, por la Conferencia de Metropolitanos en el año 1957, integrado y dependiente de la Comisión Episcopal de Enseñanza, ...modificó las condiciones de la situación jurídica en la que se encontraban los centros de Formación Profesional de la Iglesia. El Secretariado se convertía en el representante autorizado de dichos centros, ante la jerarquía eclesiástica y ante los correspondientes organismos del Estado.
El artículo presenta los comienzos de dicho Secretariado: creación, estatutos, puesta en marcha y primeras dificultades, tanto internas como externas. Y todo ello bajo la dirección del obispo de Huelva, Pedro Cantero Cuadrado, que marcará un estilo propio.

The public administration of the administrative-territorial units has as its foundation / theme the decentralization of public services - the functional form of decentralization which, together with ...the territorial form, represents the essential particularity of the local public administration within the framework conferred by the provisions of the Romanian Constitution in force. In this context, decentralization is perceived, considered or understood as a transfer of administrative and financial competence from the level of central public administration to the level of local public administration or to the private sector. The decentralization of public services is usually addressed in its interconnection and interdependence with their deconcentration / deconcentration and with the principle of local autonomy previously addressed. It should be noted, from the beginning, that the legal literature / the specialized doctrine and the law, the normative acts / texts in general, operate with concepts and concepts with content and unitary meaning to guarantee their correct application, respectively for the proper perception by those who read them. address. The lawmaker / creator of the law is permanently concerned with establishing as accurately as possible the content and meaning of the concepts with which they operate in order to eliminate / avoid other interpretations from those empowered to operationalize / implement them in the economic-social practice. The rigorous clarification of concepts is all the more necessary when the legislator wishes to give new content, wider or narrower, to the classic / ordinary meaning, which is why in many normative acts it is explained, in different norms / provisions or provisions or in the an appendix, the meaning which, in the given field, its issuer wishes to confer on the concepts it uses.
The article deals with the evolution of constitutional status of Scotland in the United Kingdom of Great Britain and Northern Ireland since 1707 till nowadays. The author identifies the key elements ...of the discussion about the status of the region in British constitutional science. The article contains the characteristic of the main stages in the development of the status of Scotland in the process of the transformation of Great Britain from a unitary polity to a regionalized state. In the same time, the author proposes a new understanding of regionalized state as a separate form of territorial constitution which differs from unitarism or federalism. The article provides an analysis of the contemporary status of Scotland as a component part of the UK in the light of the main distinctive features of a regionalized state as a form of territorial constitution.
