Contestations of Citizenship, Education, and Democracy in an Era of Global Change: Children and Youth in Diverse International Contexts considers the shifting social, political, economic, and ...educational structures shaping contemporary experiences, understandings, and practices of citizenship among children and youth in diverse international contexts. As such, this edited book examines the meaning of citizenship in an era defined by monumental global change. Chapters from across both the Global South and North consider emerging formations of citizenship and citizen identities among children and youth in formal and non-formal education contexts, as well as the social and civic imaginaries and practices to which children and youth engage, both in and outside of schools. Rich empirical contributions from an international team of contributors call attention to the social, political, economic, and educational structures shaping the ways young people view citizenship and highlight the social and political agency of children and youth amid increasing issues of polarization, climate change, conflict, migration, extremism, and authoritarianism. The book ultimately identifies emergent forms of citizenship developing in formal and non-formal educational contexts, including those that unsettle the nation-state and democracy. Edited by a team of academics with backgrounds in education, citizenship, and youth studies, this book will appeal to scholars, researchers, and faculty who work across the broader field of youth civic engagement and democracy, as well as international and comparative education and citizenship.
In the years between the American Revolution and the U.S. Civil War, as legal and cultural understandings of citizenship became more racially restrictive, black writers articulated an expansive, ...practice-based theory of citizenship. Grounded in political participation, mutual aid, critique and revolution, and the myriad daily interactions between people living in the same spaces, citizenship, they argued, is not defined by who one is but, rather, by what one does.In The Practice of Citizenship, Derrick R. Spires examines the parallel development of early black print culture and legal and cultural understandings of U.S. citizenship, beginning in 1787, with the framing of the federal Constitution and the founding of the Free African Society by Absalom Jones and Richard Allen, and ending in 1861, with the onset of the Civil War. Between these two points he recovers understudied figures such as William J. Wilson, whose 1859 "Afric-American Picture Gallery" appeared in seven installments in The Anglo-African Magazine, and the physician, abolitionist, and essayist James McCune Smith. He places texts such as the proceedings of black state conventions alongside considerations of canonical figures such as Frances Ellen Watkins Harper and Frederick Douglass.Reading black print culture as a space where citizenship was both theorized and practiced, Spires reveals the degree to which concepts of black citizenship emerged through a highly creative and diverse community of letters, not easily reducible to representative figures or genres. From petitions to Congress to Frances Harper's parlor fiction, black writers framed citizenship both explicitly and implicitly, the book demonstrates, not simply as a response to white supremacy but as a matter of course in the shaping of their own communities and in meeting their own political, social, and cultural needs.
Stranger Citizens examines how foreign migrants who resided in the United States gave shape to citizenship in the decades after American independence in 1783. During this formative time, lawmakers ...attempted to shape citizenship and the place of immigrants in the new nation, while granting the national government new powers such as deportation. John McNelis O'Keefe argues that despite the challenges of public and official hostility that they faced in the late 1700s and early 1800s, migrant groups worked through lobbying, engagement with government officials, and public protest to create forms of citizenship that worked for them. This push was made not only by white men immigrating from Europe; immigrants of color were able to secure footholds of rights and citizenship, while migrant women asserted legal independence, challenging traditional notions of women's subordination. Stranger Citizens emphasizes the making of citizenship from the perspectives of migrants themselves, and demonstrates the rich varieties and understandings of citizenship and personhood exercised by foreign migrants and refugees. O'Keefe boldly reverses the top-down model wherein citizenship was constructed only by political leaders and the courts. In this book Tamar Herzog explores the emergence of a specifically Spanish concept of community in both Spain and Spanish America in the eighteenth century. Challenging the assumption that ...communities were the natural result of common factors such as language or religion, or that they were artificially imagined, Herzog reexamines early modern categories of belonging. She argues that the distinction between those who were Spaniards and those who were foreigners came about as local communities distinguished between immigrants who were judged to be willing to take on the rights and duties of membership in that community and those who were not.
This study examines novel data-driven models of governance emerging from the Global South, specifically India and China, enabled by Net-based technologies. The first model, the biometric identity ...scheme or ‘Aadhaar’ project in India consolidates citizens’ digital identities to enable access to government services such as welfare benefits. The second model is China’s Social Credit System. By combining the citizens’ financial records, online shopping data, social media behaviour and employment history, the system will produce a personal score for each citizen. This rating system will be used to measure the citizens’ trustworthiness. This research unpacks these value-embedded systems posited as digital innovations to strengthen citizenship through new forms of political participation, inclusion and representation. In doing so, we are confronted with what constitutes as “democracy” in this datafied and global era, beyond the universalisms that are on offer today.

Os Centros Judiciarios de Solucao de Conflitos e Cidadania (CEJUSC) funcionam como articuladores na execucao da Politica Judiciaria Nacional (PJN) de Tratamento Adequado dos Conflitos de Interesses. ...No Estado de Rondonia (BR), apos mais de uma decada da Politica Publica (PP) criada pela Res.125/2010/CNJ e mais de sete anos da instalacao dos CEJUSC/RO, as informacoes sao insuficientes para verificar se a implantacao esta em conformidade com o previsto. Desta forma, o objetivo deste trabalho foi identificar em que medida a atuacao dos CEJUSC/RO esta em conformidade com a referida politica. Trata-se de uma abordagem qualitativa e perspectiva descritiva, cujos procedimentos usados se baseiam em levantamento documental, observacoes e entrevistas. Os resultados denotam que ha algum acesso a Justica por meio dos CEJUSC/RO. No entanto, a atuacao nao esta totalmente alinhada a Politica Publica que o instituiu, carecendo de atencao em alguns aspectos, principalmente: setor pre-processual, capacitacao da equipe, divulgacao e avaliacao. Estas deficiencias dificultam o acesso a justica e a disseminacao da cultura de paz. Palavras-chave: acesso a justica; CEJUSC; conflitos de interesses. Resolucao no 125/2010/CNJ. The Conflict Resolution and Citizenship Judicial Centers (CEJUSC) work as articulators in the execution of the National Judicial Policy (PJN) for Adequate Treatment of Conflict of Interests. In the State of Rondonia (BR), after more than decade of Public Policies (PP) created by the Resolution 125/2010/CNJ and more than seven years after the installation of the CEJUSC/RO, the information is insufficient to verify if the implementation is according to the predictions. This way, the goal of this paper was to identify in which measuring the actions of the CEJUSC/RO are in conformity with the referred policies. It is a qualitative and descriptive perspective approach, whose procedures used are based in documental research, observation and interviews. The results show that there is some access to justice through the CEJUSC/RO. However, its actions are not totally aligned with the Public Policies that created it, therefore needing attention at some aspects, mostly: pre-procedural sector, team capacitation, diffusion and evaluation. Intensificados por el impacto de la globalizacion, los procesos de minorizacion linguistica continuan presentes en las situaciones de bilinguismo social asimetrico, provocando la substitucion de las ...lenguas minorizadas y la marginacion, presente o futura, de sus hablantes. Las investigaciones de corte etnografico en el campo de la Politica Linguistica de las ultimas decadas, marcadas por un enfoque agentivo, han analizado como los nuevos hablantes de lenguas minorizadas se proponen preservar y reclamar sus lenguas a traves de la introduccion de estas en todas las situaciones, desde las interacciones mas informales, como el uso de la lengua en el hogar, hasta las mas formales. Todo ello a pesar de los factores que juegan en contra de ello en muchos casos. Tomando el concepto de "ciudadania sociolinguistica" (Sociolinguistic Citizenship) de Stroud (2018) que pone el foco en cuestiones de poder, ideologia, legitimidad y marginacion, este trabajo examina la relacion que se establece entre las politicas linguisticas gubernamentales y su recepcion por los diversos agentes sociales. El analisis de su recepcion, esto es, su negacion, negociacion, apropiacion o implementacion, informa de las ideologias en torno al uso/no uso de la lengua gallega en Galicia, una lengua oficial minorizada hablada en una comunidad bilingue en el noroeste de Espana. A traves del uso de varias tecnicas de produccion de material empirico como las observaciones de campo, entrevistas dirigidas y grupos de discusion, y un analisis cualitativo de este material, esta investigacion muestra de que forma estos actores actuan como agentes politicos a traves del uso de la lengua gallega y como este uso estrategico cuestiona las politicas linguisticas estatales y, por ende, el statu quo de las lenguas en Galicia. Este cuestionamiento, cuando se traduce en un cuestionamiento colectivo, puede conducir a politicas linguisticas de resistencia bottom-up a favor de la revitalizacion de las lenguas minorizadas.
