Studies investigating the impact of medical marijuana legalization have found no significant changes in adolescent use. In one of the few studies focused on recreational marijuana, we investigated ...how recreational marijuana legalization and community sales policy influenced factors that likely impact youth use (youth willingness and intent to use, parent use) as well as youth use. Legalization of recreational marijuana in Oregon coincided with our study on adolescent substance use. Cohort 1 transitioned from 8th to 9th grade prior to legalization and Cohort 2 made this transition during legalization (N = 444; 53% female). Communities were allowed to opt out of sales. Multivariate linear regression models estimated the impact of legalization and community sales policy on changes in attitudes and parent use (2 time points 1 year apart). Zero-inflated Poisson growth curve models estimated the effects on initial levels and rate of change from 8th through 9th grade (4 time points). In communities opting out of sales, the prior-to-legalization cohort was less likely to increase their willingness and intent to use marijuana, and the legalization cohort was more likely to increase intent to use. For youth who used marijuana, legalization was associated with increased use, and those in communities opting out of sales had greater growth in marijuana use. Community policy appears to impact youth attitudes toward, and use of, marijuana. Results suggest that legalization of recreational marijuana did not increase marijuana use for youth who did not use marijuana but did increase use in youth who were already using.

Community is frequently called upon in policy to meet environmental challenges. It is increasingly recognised that the success of these environmental interventions relies on community awareness and ...action. But what this emphasis on community does, and what the impacts are, are often neglected, or left uncritiqued. To explore this issue, we surveyed literature from the UK across four distinct environmental domains—energy, urban greenspace, water, and land—to chart what characterises the use of community in pursuit of environmental goals. We highlight the main conceptual commonalities across the domains by focusing on research that gives insight into the increased interest in communities in environmental policy. In summary, we posit that where community is used environmentally, it brings with it (a) a reframing of justice, (b) processes of ‘public making,’ and (c) a rescaling of governance.

Lack of physical activity is a growing concern among public health advocates and urban planners. Our socio-ecological model incorporates urban planning and World Health Organization actions on ...physical activity to identify key factors related to leisure-time physical activity at the community level. Our 2019 nationwide US survey of 1312 communities enables examination of the influence of individual, community, and policy levels on physical activity. Individual factors-poverty, aging, minority population, and longer commuting time-result in lower physical activity. Community-level factors have both positive and negative effects. Physical activity is lower in rural and suburban communities, but higher in communities with more transportation services, recreation and social activities, and safety. Communities with mixed-use neighborhoods and complete streets also show higher levels of physical activity. At the policy level, zoning and cross-agency collaboration have an indirect effect on physical activity by increasing these community-level factors. This suggests an alternative approach to promoting physical activity. Local governments can promote transportation, recreation and safety, especially in rural and minority communities lacking active-friendly built environments and facing challenges from aging population, poverty, and longer commuting time. This socio-ecological approach can assess multilevel factors related to physical activity in other countries.
Modern architecture of the world economy is determined not only by the indicators of development of individual national economies and not only by their individual efforts, but also by coordinated ...efforts of several countries, such as trade agreements. One of such agreements that should lead to freer market relations, fairer trade and sustainable economic growth in the region, better resolution of international disputes, environmental protection, intellectual property protection, etc., is the United States – Mexico – Canada Agreement (USMCA). The aim of this paper is an attempt to analyze the level of global competitiveness of intergovernmental associations (agreements) as influential participants in the international market. To do this, the concepts of “competitive power of the country” and “competitive power of international integration groups” are compared with the concept of firm competitiveness. The competitiveness of the country association was analyzed through the example of the USMCA based on The Global Competitiveness Report 2019 and The Global Competitiveness Index 4.0. used in it. The paper also examines the global challenges and obstacles affecting the level of competitiveness and competitive advantage that each country receives when participating in an international integration agreement. This analysis helps explain real competitive processes in the global economy.
The public procurement system in Poland remains highly centralized, although thanks to European Community directives, it is part of European law. Therefore, it has established procedures for ...sustainable public procurement, including so-called green public procurement. In addition to the Public Procurement Law of 11 September 2019, other provisions introducing specific instruments (e.g., energy labels, environmental labels) should be taken into consideration, as such provisions make it easier for contracting authorities to take environmental aspects into account in tender procedures. Bearing in mind the existing legal regulations, this article features a diagnosis of the degree of use of measures to improve energy efficiency in public procurement procedures and models activities related to improving this situation. For this purpose, surveys were conducted for 120 entities applying the provisions of the Public Procurement Law. Taking into consideration the results obtained in the survey, 15 factors related to the improvement of energy efficiency in tender procedures were selected with the help of 12 purposively selected experts connected with the issues raised in this article. Thanks to their expert knowledge, three key factors determining the wider use of this instrument were modeled by means of the systems theory–based methodology of network thinking. The paper also attempts to indicate the key factors determining the wider use of this instrument, using the network thinking methodology for this purpose. As a result of the conducted research, it was found that these factors include human capital, industry, and the energy crisis. Research on the subject in the Polish literature remains innovative and allows for the formulation of application recommendations for decision makers. The concept of energy efficiency in this paper refers to the ratio of the results obtained to the energy input. Efficient use of energy aims to reduce the amount of energy needed to deliver products and services.

The EU Fundamental Rights Agency (FRA) was established to provide evidence-based policy advice to EU institutions and Member States. By blending social science research with traditional normative ...work, it aims to influence human rights policy processes through new ways of framing empirical realities. The contributors to this volume critically examine the experience of the Agency in its first decade, exploring FRA's historical, political and legal foundations and its evolving record across major strands of EU fundamental rights. Central themes arising from these chapters include consideration of how the Agency manages the tension between a mandate to advise and the more traditional approach of human rights bodies to 'monitor', and how its research impacts the delicate equilibrium between these two contesting roles. FRA's experience as the first 'embedded' human rights agency is also highlighted, suggesting a role for alternative and less oppositional orientations for human rights research. While authors observe the benefits of the technocratic approach to human rights research that is a hallmark of FRA's evidence-based policy advice, they also note its constraints. FRA's policy work requires a continued awareness of political realities in Brussels, Member States, and civil society. Consequently, the complex process of determining the Agency's research agenda reflects the strategic priorities of key actors. This is an important factor in the Agency's role in the EU human rights landscape. This pioneering position of the Agency should invite reflection on new forms of institutionalized human rights research for the future.

As health professionals, nurses have an obligation to be actively involved in leading policy changes that improve health. As Policy Entrepreneurs, nurses can advocate for stronger policies to address ...countless public health concerns by applying the Multiple Streams Framework approach. In this article, the authors explain the concept of policy entrepreneurship, describe the purpose of their quality improvement project involving the reduction of motor vehicle crashes in a rural, Midwest community in the United States, and then discuss process considerations and project outcomes. They also summarize and interpret the outcomes, share the project limitations and facilitators, and conclude that the Multiple Streams Framework approach is an effective process for nurses to use in bringing about change. They note that in accomplishing their goal, which involved merging a community problem, community policy, and community political streams, they created a new nursing role, specifically that of a Nurse Policy Entrepreneur (NPE). Implementing this role enabled them to gain judicial approval for a teen-driver-offender policy change to make their community a safer place.

En este trabajo se evalúa la consecución de los objetivos de pobreza de
la Estrategia 2020. Para ello se construye, por primera vez para el
conjunto de los Estados miembros de la UE, una medida alternativa de
pobreza monetaria a partir de la metodología de los conjuntos difusos,
que permite evitar algunos de los inconvenientes del indicador AROPE.
Los resultados con el Fuzzy Poverty Indicator (FPI) indican que la
probabilidad de que un ciudadano sea pobre en la UE se ha
incrementado ligeramente desde la puesta en marcha del programa en
poco más de 20 puntos básicos. La UE no está consiguiendo los
beneficios pretendidos y, además, da muestras de una importante
ausencia de coordinación debida a la falta de homogeneidad en los
objetivos y a un comportamiento dispar entre los Estados miembros.

Why Noncompliance traces the history of noncompliance within the European Union (EU), focusing on which states continuously do or do not follow EU Law, why, and how that affects the governance in the ...EU and beyond. n exploring the EU's long and varied history of noncompliance, Tanja A. Börzel takes a close look at the diverse groups of noncompliant states throughout the EU's existence. Why do states that are vocally critical of the EU have a better record of compliance than those that support the EU? Why has noncompliance been declining since the 1990s, even though the EU was adding member-states and numerous laws? Börzel debunks conventional wisdoms in EU compliance research, showing that noncompliance in the EU is not caused by the new Central and Eastern European member states, nor by the Eurosceptic member states. So why do these states take the brunt of Europe's misplaced ire? Why Noncompliance introduces politicization as an explanatory factor that has been long overlooked in the literature and scholarship surrounding the European Union. Börzel argues that political controversy combined with voting power and administrative capacity, explains why noncompliance with EU law has been declining since the completion of the Single Market, cannot be blamed on the EU's Central and Easter European member states, and is concentrated in areas where EU seeks to protect citizen rights.
