At the end of Liberia's thirteen-year civil war, the devastated population struggled to rebuild their country and come to terms with their experiences of violence. During the first decade of postwar ...reconstruction, hundreds of humanitarian organizations created programs that were intended to heal trauma, prevent gendered violence, rehabilitate former soldiers, and provide psychosocial care to the transitioning populace. But the implementation of these programs was not always suited to the specific mental health needs of the population or easily reconciled with the broader aims of reconstruction and humanitarian peacekeeping, and psychiatric treatment was sometimes ignored or unevenly integrated into postconflict humanitarian health care delivery.
Searching for Normal in the Wake of the Liberian Warexplores the human experience of the massive apparatus of trauma-healing and psychosocial interventions during the first five years of postwar reconstruction. Sharon Alane Abramowitz draws on extensive fieldwork among the government officials, humanitarian leaders, and an often-overlooked population of Liberian NGO employees to examine the structure and impact of the mental health care interventions, in particular the ways they were promised to work with peacekeeping and reconstruction, and how the reach and effectiveness of these promises can be measured. From this courageous ethnography emerges a geography of trauma and the ways it shapes the lives of those who give and receive care in postwar Liberia.
Liberia, a small West African country that has been wracked by violence and civil war since 1989, seems a paradoxical place in which to examine questions of democracy and popular participation. Yet ...Liberia is also the oldest republic in Africa, having become independent in 1847 after colonization by an American philanthropic organization as a refuge for "Free People of Color" from the United States. Many analysts have attributed the violent upheaval and state collapse Liberia experienced in the 1980s and 1990s to a lack of democratic institutions and long-standing patterns of autocracy, secrecy, and lack of transparency.Liberia: The Violence of Democracyis a response, from an anthropological perspective, to the literature on neopatrimonialism in Africa. Mary H. Moran argues that democracy is not a foreign import into Africa but that essential aspects of what we in the West consider democratic values are part of the indigenous African traditions of legitimacy and political process. In the case of Liberia, these democratic traditions include institutionalized checks and balances operating at the local level that allow for the voices of structural subordinates (women and younger men) to be heard and be effective in making claims. Moran maintains that the violence and state collapse that have beset Liberia and the surrounding region in the past two decades cannot be attributed to ancient tribal hatreds or neopatrimonial leaders who are simply a modern version of traditional chiefs. Rather, democracy and violence are intersecting themes in Liberian history that have manifested themselves in numerous contexts over the years. Moran challenges many assumptions about Africa as a continent and speaks in an impassioned voice about the meanings of democracy and violence within Liberia.

Russwurm's life is one of firsts: first African American graduate of Maine's Bowdoin College; co-founder of Freedom's Journal, America's first newspaper to be owned, operated, and edited by African Americans; and, following his emigration to Africa, first black governor of the Maryland section of Liberia. This report evaluates the outcomes of World Bank Group support to Liberia from its post-war reengagement in 2003 through 2011. The country has moved from total disarray to a solid foundation for ...inclusive development. Although development has not moved forward as quickly as hoped, substantial progress has been made. Public finance and key institutions have been rebuilt; crucial transport facilities have been restored; and hospitals, schools, and universities are operating. The debilitating burden of massive external debt has been eliminated. Although the government deserves most of the credit, this success would not have been possible without external development and security partners, including the World Bank Group. Regarding outcomes, the rebuilding of public institutions has seen substantial progress, with important achievements in restoring public finances and reforming the civil service. Regarding the rehabilitation of infrastructure, the World Bank Group has helped improve the conditions of roads, ports, power supply, and water and sanitation. However, World Bank Group financial support has been relatively modest with regard to facilitating growth, but it has helped with policy advice and in filling gaps left by other partners. With regard to the three cross-cutting themes of Bank Group strategy, some effective programs were carried out, including capacity development at several core public finance-related agencies. However, the integration of these themes across World Bank Group interventions, which was the underlying intent, still needs a vision and better articulated strategy. Finally, the Bank and the International Monetary Fund led efforts to reduce Liberia's inherited external debt burden under the enhanced Highly-Indebted Poor Country Initiative and the Multi-lateral Debt Relief Initiative mechanisms.
In the 1860s, as America waged civil war, several thousand African Americans sought greater freedom by emigrating to the fledgling nation of Liberia. While some argued that the new black republic ...represented disposal rather than emancipation, a few intrepid men set out to explore their African home. African-American Exploration in West Africa collects the travel diaries of James L. Sims, George L. Seymour, and Benjamin J. K. Anderson, who explored the territory that is now Liberia and Guinea between 1858 and 1874. These remarkable diaries reveal the wealth and beauty of Africa in striking descriptions of its geography, people, flora, and fauna. The dangers of the journeys surface, too -- Seymour was attacked and later died of his wounds, and his companion, Levin Ash, was captured and sold into slavery again. Challenging the notion that there were no black explorers in Africa, these diaries provide unique perspectives on 19th-century Liberian life and life in the interior of the continent before it was radically changed by European colonialism.
African American Officers in Liberia tells the story of seventeen African American officers who trained, reorganized, and commanded the Liberian Frontier Force from 1910 to 1942. In this West ...African country founded by freed black American slaves, African American officers performed their duties as instruments of imperialism for a country that was, at best, ambivalent about having them serve under arms at home and abroad.  The United States extended its newfound imperial reach and policy of “Dollar Diplomacy” to Liberia, a country it considered a U.S. protectorate. Brian G. Shellum explores U.S. foreign policy toward Liberia and the African American diaspora, while detailing the African American military experience in the first half of the twentieth century. Shellum brings to life the story of the African American officers who carried out a dangerous mission in Liberia for an American government that did not treat them as equal citizens in their homeland, and he provides recognition for their critical role in preserving the independence of Liberia.
