Uzbekistan, the most strategically situated Central Asian country, has exhibited the most appalling record on human rights and democratic reforms. Yet, post - September 11, a transformation in US ...policy has suddenly taken place. US troops are now stationed there; Washington has put the Islamic Movement of Uzbekistan on its list of terrorist organizations; and the Bush administration has promised to triple aid to President Karimov's highly authoritarian regime. This unique study explores the central question from a longer-term Uzbek point of view: to what extent are closer ties between Washington and Tashkent contributing to political reforms inside Uzbekistan? Dr Akbarzadeh describes political events since independence, including the emergence of a radical Islamic opposition. He analyses how September 11 has catalysed a transformation in Washington's attitude as it perceived a common Islamic enemy, and he examines the possible beginnings of a retreat from Soviet-style politics.
Established in 1843, the Jewish residential quarter in Samarkand (located at the time in the Bukharan kingdom, and today in independent Uzbekistan) has been emptied of its Jewish residents in the ...wake of the Soviet Union's demise. Since then, physical markers testifying to their history in the neighbourhood have also been eroding. This process has been organic, rather than a deliberate program of erasure. Still, these shifts in the built environment fit within Uzbekistan's larger project of state-building, as Jewish homes and communal structures belie the Russian and Soviet colonial legacy, which has been spurned since independence. Drawing on recent and historical accounts, as well as my own observations in the 1990s and in 2013, this article documents the built environment in the very moment of transition, as physical structures transform and are separated from the history and memories that enlivened them. With this disappearance, a tourist opportunity for encountering global Jewish diversity is lost, and Uzbekistan's project of nation-building - absent its historical minority populations - is further solidified.

The research focuses on Khorezm, a region in Uzbekistan, located on the Amudarya river, in the heart of Central Asia. A series of chapters describes the biophysical environment and the aspects of society and institutions that shape land and water use. The book discusses options and tools to improve land and water management, and to reform the economic system management, based on agronomic, hydrological, economic ans social studies and modeling. The insights are not only important for Uzbekistan, but for all countries in transitions and irrigated dryland areas elsewhere.
