In his On the Glory of Athens, Plutarch complained that the Athenian people spent more on the production of dramatic festivals and "the misfortunes of Medeas and Electras than they did on maintaining ...their empire and fighting for their liberty against the Persians." This view of the Athenians' misplaced priorities became orthodoxy with the publication of August Böckh's 1817 book Die Staatshaushaltung der Athener The Public Economy of Athens, which criticized the classical Athenian dēmos for spending more on festivals than on wars and for levying unjust taxes to pay for their bloated government. But were the Athenians' priorities really as misplaced as ancient and modern historians believed?Drawing on lines of evidence not available in Böckh's time, Public Spending and Democracy in Classical Athens calculates the real costs of religion, politics, and war to settle the long-standing debate about what the ancient Athenians valued most highly. David M. Pritchard explains that, in Athenian democracy, voters had full control over public spending. When they voted for a bill, they always knew its cost and how much they normally spent on such bills. Therefore, the sums they chose to spend on festivals, politics, and the armed forces reflected the order of the priorities that they had set for their state. By calculating these sums, Pritchard convincingly demonstrates that it was not religion or politics but war that was the overriding priority of the Athenian people.
In May 2009, the Sri Lankan army overwhelmed the last stronghold of the Liberation Tigers of Tamil Eelam-better known as the Tamil Tigers-officially bringing an end to nearly three decades of civil ...war. Although the war has ended, the place of minorities in Sri Lanka remains uncertain, not least because the lengthy conflict drove entire populations from their homes. The figures are jarring: for example, all of the roughly 80,000 Muslims in northern Sri Lanka were expelled from the Tamil Tiger-controlled north, and nearly half of all Sri Lankan Tamils were displaced during the course of the civil war. Sharika Thiranagama'sIn My Mother's Houseprovides ethnographic insight into two important groups of internally displaced people: northern Sri Lankan Tamils and Sri Lankan Muslims. Through detailed engagement with ordinary people struggling to find a home in the world, Thiranagama explores the dynamics within and between these two minority communities, describing how these relations were reshaped by violence, displacement, and authoritarianism. Thinking about this controversy inspired the present volume, which takes a closer look at how society responded to the outbreaks and conclusions of the First and Second World Wars. In order to examine this relationship between the conduct of wars and public opinion, leading scholars trace the moods and attitudes of the people of four Western countries (Great Britain, France, Germany and Italy) before, during and after the crucial moments of the two major conflicts of the twentieth century. Focusing less on politics and more on how people experienced the wars, this volume shows how the distinction between enthusiasm for war and concern about its consequences is rarely clear-cut.

Civilians and War in Europe 1618–1815 examines the relationship between civilians and warfare from the start of the Thirty Years War to the end of the Revolutionary and Napoleonic Wars. The volume ...interrogates received narratives of warfare that identify the development of modern 'total' war with the French Revolutionary and Napoleonic Wars, and instead considers the continuities and transformations in warfare over the course of two hundred years. The contributors examine prisoners of war, the cultures of plunder, the tensions of billeting, and war-time atrocities throughout England, France, Spain, and the German territories. They also explore the legal practices surrounding the conduct and aftermath of war; representations of civilians, soldiers, and militias; and the philosophical underpinnings of warfare. They probe what it meant to be a civilian in territories beset by invasion and civil war or in times when ‘peace’ at home was accompanied by almost continuous military engagement abroad. Their accounts show us civilians not only as anguished sufferers, but also directly involved with war: fighting back with shocking violence, profiting from war-time needs, and negotiating for material and social redress. And they show us individuals and societies coming to terms with the moral and political challenges posed by the business of drawing lines between ‘civilians’ and ‘soldiers’.

This book combines the rich, but problematic, literary tradition for early Rome with the ever-growing archaeological record to present a new interpretation of early Roman warfare and how it related ...to the city's various social, political, religious, and economic institutions. Largely casting aside the anachronistic assumptions of late republican writers like Livy and Dionysius of Halicarnassus, it instead examines the general modes of behaviour evidenced in both the literature and the archaeology for the period and attempts to reconstruct, based on these characteristics, the basic form of Roman society and then to 're-map' that on to the extant tradition. It will be important for scholars and students studying many aspects of Roman history and warfare, but particularly the history of the regal and republican periods.
