Oddaja se nanaša na to, kako se bo spremenilo naše življenje po tem, ko bomo leta 2004 postali člani Evropske unije, kaj prinaša 80 tisoč strani evropske zakonodaje v naše družine na delovna mesta in drugam. Tema oddaje je porodniški dopust. Gostji oddaje sta Alenka Kovšca, državna sekretarka Ministrstva za delo in Mojca Novak, z Instituta za socialno varstvo, izjavi o očetovskem dopustu in istospolnem starševstvu. Novorojenčki, starši z otroki na ulici, otroški vozički, Tromostovje, izjava noseče študentke.

Die Mitgliedstaaten der EU dürfen sich im Rahmen eines transparenten Vergabeverfahrens unter bestimmten Voraussetzungen sozialer Zuschlagskriterien bedienen. Zur Untermauerung dieser These schlägt ...die Arbeit einen Bogen zum Beihilfenrecht und zieht Lehren aus der Altmark-Rechtsprechung des EuGH zu Dienstleistungen von allgemeinem Interesse. Dazu stellt die Untersuchung Bezüge zu dem Querschnittsinstrument mainstreaming her und macht die EuGH-Rechtsprechung zu affirmative action-Maßnahmen fruchtbar. Sie widmet sich speziell dem Kriterium der Tariftreueverpflichtung und nimmt eine sorgfältige Verhältnismäßigkeitsprüfung sozialer Vergabekriterien als Instrument staatlicher Regulierung vor. Schließlich werden anhand der gefundenen Ergebnisse die neuen Vergaberichtlinien 2004/17/EG und 2004/18/EG untersucht.
The paper discusses the premises of the new spatial legislation in Slovenia, based on the analysis of the existing legislation on spatial planning and management, directions of the European Union in ...terms of architectural policies, directions of the European Landscape Convention and Resolution of the Council of Europe on architectural quality in urban and rural environments in the sense of the paradigm of sustainable development. The new legislation should provide a detailed definition of spatial planning at the municipal, regional and intermunicipal levels, and also at the state level, with clearly defined procedures in adopting spatial documents, definition in terms of contents and structure and requirements of relevant ministries, especially those responsible for management with natural resources and corresponding control and audit mechanisms.
Uveljavljeni urbanizem ni prilagojen sodobnim oblikam razvoja, zato je neučinkovit. Podobno kot sodobni razvoj naj tudi sodobni urbanizem teži k oblikam dinamično organiziranih sistemov stanja blizu ...roba kaosa, kjer razvoj usmerja nenehno in nepredvidljivo gibanje. Cilji sodobnega urbanizma so ekonomska učinkovitost, socialna pravičnost in do virov zadržan ter za zdravje ljudi varen razvoj v prostoru. Sodobna (deregulirana) normativna ureditev urejanja prostora določa razvojne cilje in pogoje za njihovo uresničevanje, preostalo prepušča samourejanju.
The article deals with the present state and future prospectives regarding implementation of agricultural land consolidation in Slovenia. An analysis of the past and future state in the field of land ...consolidation was made. Separately, an analysis of the legislation and organization of respective land consolidation authorities and expert work in Slovenia and several EU countries was carried out. Finally, some suggestions for improving the present-day situation in the field of the respective geodetic services are given.
The state does not know or pretends ignorance in relation to the demographic, social and economic changes that await us in the future. At least that is what one can establish based upon the adopted ...strategic documents and other documents that are still in course of preparation. Thus, there is still mention of organized housing, industrial zones, proper regional centres, reserve of building land and similar, reminding us of the revolutionary times of building the country in the 1960s. Similarly, the term active land policy is still used, which should solve the developmental problems mentioned. Reserve of building land has recently become the means and goal of everyday policy of local communities primarily because of financial reasons. Given the current circumstances, the article tries to identify the kind of municipal spatial documents, which have to be adopted within the next three years.
V prispevku je obravnavano vprašanje regionalizacije Slovenije z vidika celostnega upravljanja voda. Pri različnih predlogih delitve Republike Slovenije na regije (od 3 do 14 regij) so se upoštevali ...zelo različni in zato tudi številni parametri. V prispevku poskušamo prikazati vprašanje regionalizacije z vidika integralnega upravljanja voda, ki je bilo v slovensko vodno zakonodajo uvedeno z evropsko direktivo o politiki do voda, sprejeto leta 2000.Sledi povzetek glavnih usmeritev celovitega upravljanja voda iz veljavnega zakona o vodah iz leta 2002. Na podlagi izhodišč za efektivno integralno upravljanje voda v duhu evropske zakonodaje je v prispevku uporabljena delitev Slovenije na vodna območja, in sicer kot strokovna podlaga za primerjavo različnih predlaganih delitev Slovenije na pokrajine. Čeprav hidrografska delitev Slovenije na vodna območja ne more biti najpomembnejša podlaga za regionalizacijo, je mogoče ugotoviti, da bi členitev na tri pokrajine (Zahodna Slovenija – Koper; Osrednja Slovenija – Ljubljana; Vzhodna Slovenija – Maribor) in deloma členitev na šest pokrajin ustrezala izhodiščem za zagotavljanje integralnega in torej teritorialnega urejanja voda ; This article tackles the problem of regionalisation of Slovenia from the integrated perspective of water management. When propositions to divide Slovenia into several regions (provinces) (with proposals to make between 3 and 14 regions) were made, very different and numerous parameters have been taken into account. The article examines the regionalisation problem from the integrated water management perspective that was introduced into the Slovenian water legislation by the European Water Directive, adopted in 2000. The article also summarises the main directions of integrated water management, contained in Water Act that was adopted in 2002 and is still in force. On the basis of integrated water management foundations in European legislation, the article uses the division of Slovenia into water districts as a professional basis for a comparison between different proposals for division of Slovenia into regions. Although it is true that a hydrographical division of Slovenia into water districts cannot be the most important basis for regionalisation, one may notice that a division of Slovenia into three regions (Western Slovenia (Koper), Central Slovenia (Ljubljana), Eastern Slovenia (Maribor)) and partially division into six regions would be fully in line with bases for integrated and (by definition) territorial water management.
