Given the increasing threat of economic downturns and global warming, the governments of developing countries urgently need effective measures that can both stimulate economic development and promote ...low-carbon transitions. As a widely accepted method for stimulating economic growth, the improvement of the business environment and its effect on economic activity have been fully discussed. However, little is known about whether and how the business environment affects the low-carbon transition. By leveraging city-level data from China, this paper exploits whether and through which channels a favorable business environment promotes a low-carbon transition. We find that improving the business environment has a positive impact on carbon efficiency. This relationship is verified to be robust through various alternative tests. Additionally, it is demonstrated that enhancing the business environment can increase carbon efficiency by promoting green technology progress and stimulating new firm entry. Heterogeneity analysis indicates that the positive effect of the business environment is pronounced for cities with intensive environmental regulation, sufficient environmentally targeted fiscal expenditure, and loose economic growth requirements. This paper reveals the unintentional environmental gains of business environment optimization and provides important insights into the low-carbon transition for developing economies.

This study explored the mechanism of executive research backgrounds on enterprise innovation and the moderator of business environment and executive incentives based on the physics -reason - human ...(Wuli-Shili-Renli, WSR) methodology, used the data of Listed Companies in CSMAR database from 2017 to 2021. It found that every 1% increase in executives with scientific research backgrounds will lead to an increase of 0.016%, 0.160% and 0.010% in innovation input, innovation output and innovation quality respectively in enterprises; every 1% increase in executives with research and development (R&D) backgrounds will decline innovation input by 0.013%, while innovation output and innovation quality in enterprises will increase by 0.257% and 0.026% respectively. Optimizing the business environment can not only stimulate executives' innovation input, but also stimulate their high-quality and efficient innovation output. Salary incentives is easy to induce innovative output of executives with research backgrounds, which is heavy on quantity rather than quality, while equity incentives is the opposite. This study helps enterprises carry out innovation decision-making and practice considering “physics", “reason" and “human ".

The role of energy storage systems (ESS) is recognised as a mean to provide additional system security, reliability and flexibility to respond to changes that are still difficult to accurately forecast. However, there are still open questions about benefits these units bring to the generation side, system operators and the consumers. This study provides a comprehensive overview of the current research on ESS allocation (ESS sizing and siting), giving a unique insight into issues and challenges of integrating ESS into distribution networks and thus giving framework guidelines for future ESS research.

Digital technologies and digitalization represent a growing trend across countries in Europe, especially for developed economies and markets. Today, it is commonly acknowledged that an important ...factor for the SMEs' competitiveness, growth, and success, is the implementation of digital innovation and new tools. The varied and multidimensional reasons that either help or prevent SMEs from adopting digital tools and innovation, nevertheless, are numerous, and the ability of SMEs in Europe to obtain digital advancement and innovation is examined in this paper in relation to the influence of external factors such as governmental policies. By analysing different governmental policies among the EU, the aim of this paper is to establish a connection between various regulations and the innovation performance of Romanian SMEs.
The article selects socioeconomic data related to 146 prefecture-level cities included in nine city clusters from 2014 to 2018 to establish a city-level socioeconomic system in China. A sensitivity ...analysis of regional entrepreneurship and economic quality development based on system dynamics was conducted to explore the changes in regional entrepreneurship and economic quality development over time and their sensitivity factors. In this way, the dynamic evolution mechanism of the system can be portrayed, and the optimization of the system can be achieved through the coordination of the factors within the system. The article sets up three scenarios to explore the fluctuations in regional entrepreneurship and economic quality development when three sensitive factors, namely, business environment, financial services scale, and innovation environment, change. Findings: There are differences in the development of cities within city clusters. The business environment and high-quality economic development of the central cities within the city cluster are stronger than those of the non-central cities. Therefore, regions should focus on synergistic development within city clusters when formulating related policies. The variation of regional entrepreneurship development and economic quality development, after a factor in the system is changed, is asymmetric. Because the sensitivity of different urban clusters and the way they are affected by sensitive factors varies, the state should pay more attention to the adaptability of cities when formulating corresponding policy measures and adapt its policy measures to the sensitivity characteristics of each region according to local conditions.
Research background: SMEs represent an integral part of the economy environment in a majority of the countries all over the world. They signify the most efficient, progressive, and important part of ...the advanced economies. The long-term effort of the EU countries, as well as other advanced economies is to create quality and stable conditions for their development in order to be able to respond to all the possible changes in the business environment that is being changed to more and more comprehensive in the recent time. Purpose of the article: The objective of the contribution is to examine administrative and legislative obstacles to SMEs business in the Czech Republic and Slovakia and the quantification of the differences in perceiving legislative and administrative obstacles to business by entrepreneurs in both countries. Methods: A questionnaire survey was conducted within SMEs in the Czech Republic and Slovakia in 2019. The research sample included 641 SMEs, 312 from the Czech Republic and 329 from Slovakia. We focused on 5 dimensions related to legislative and administrative obstacles to SMEs business within which selected statements were examined. Contingency tables were used to analyze the ratios of the examined variables. Findings & Value added: The differences detected in both countries in the respondents´ perception and assessment are evidence of the changes in the business environment of both countries, giving rise to the questions about the extent to which the legislative and administrative obstacles, as well as the obstacles related to law enforcement and bureaucracy are acceptable and by which groups of entrepreneurs. The results of the research provide valuable findings for the creators of regional and national policies, and represent a valuable basis for the creation of the concepts focused on the SMEs´ development in both countries.

Digital transformation can improve firms' competitive advantages and contribute to regional economic development. The question of how to enhance the business environment to facilitate and encourage ...firm digital transformation emerges as a crucial area of inquiry. To explore the relationship between city-level business environment and firm digital transformation, we conducted configuration analysis based on a sample of 3088 manufacturing firms across 240 Chinese cities in year 2022. Based on results, we identified three distinct business environments, consisting of both detrimental and favorable factors, that can promote firm digital transformation. Thereinto, limited public resources, a shortage of human resources, and an underdeveloped market environment work that prompt firms' motivation of digital transformation, since the negative consequences stemming from those limitations can be mitigated by digital transformation. Meanwhile, a conducive innovation environment, significant financial development, a favorable legal environment, and a supportive political environment serve as advantageous factors that amplify firms' willingness to embrace digital transformation, since they mitigate costs and risks associated with digital transformation. Our study expands the theoretical boundaries of digital transformation, and provides valuable insights for government to optimize business environments to support firms’ digital transformation.

Improving the technical efficiency of the energy industry is a fundamental way to ensure energy security and sustainable development and is also a requirement of the supply-side structural reform of China’s energy. Although the business environment plays an important role in the energy industry, this relationship between efficiency and business environment has been scarcely studied. In addition, there has been no attempt made to link the financial sector and energy industry together. To this end, a novel Robust Bayesian Stochastic Frontier Analysis (RBSFA) is developed here, where DIC (Deviance Information Criteria) is minimized by the variance/covariance optimization of three classical distributional assumptions for the inefficiency term (u): Gamma, Exponential, and Half-Normal. The goal is to develop a RBSFA model to relate the technical efficiency of the energy industry in China with major business environment performance variables (financial sector variables, energy industry variables and macroeconomic variables). Results indicate that the efficiency level of the Chinese energy industry is quite high over the examined period, although there is a large variance between different companies. Our findings further show that increases in the efficiency of the Chinese energy industry can be achieved by increasing the level of inventories and fixed assets, as well as research and development expenses. Finally, we find that the efficiency level in the Chinese energy industry is affected by the business environment. In particular, we notice that financial sector development and competition are helpful to improve the efficiency of Chinese energy companies.

The goal of the study was to assess how Indonesian ICT companies that provide wholesale carrier services can manage the external business environment and improve their performance with the help of ...their co-creation strategy and corporate skills. Using partial quadratic structural equation modeling (PLS-SEM) to evaluate the research hypothesis, the study concentrated on 45 Indonesian ICT companies offering wholesale carrier services. The outcomes demonstrated how the company's co-creation strategy and capabilities increased its effectiveness and greatly improved its capacity to negotiate the external business climate. According to these results, enhancing organizational capacities and putting co-creation techniques into practice should be Indonesian ICT enterprises' top priorities if they want to improve performance and successfully navigate the external business environment. Involving consumers, users, or other stakeholders in the design and development of digital goods or services is known as the co-creation strategy. It can happen in a lot of different ways, such hackathons, online platforms, workshops, or prototype sessions.
The entrepreneurial dynamics and the progress of technology are generating a lot of opportunities for the business environment, but still, Romania does not consistently explore these advantages to ...favorably impact its long term management and financial performance. This scientific research aims to form an opinion of the impact of neuromanagement on the Romanian’s organizational performance and also, to investigate to what extent, the management strategies can integrate neuromanagement as a true opportunity for the business environment. In order to substantiate this, the research framework was built on a complex scenario that integrates a qualitative empirical study (Study I), a quantitative (Study II) and a neuroscientific study (Study III), a combination of psychometric, biometric, neurometric techniques and neuroscientific methods. The research results highlight the fact that the entrepreneurial environment is aware of the value proposition of neuromanagement and its strategic role in managerial practice and the three studies that designed the research, indicated the fact that a direction can be drawn for the adoption of neuromanagement, on a larger scale, within organizations in Romania.
