Poor people living in slums are at particularly high risk from the impacts of climate change and natural hazards. They live on the most vulnerable land within cities, typically areas deemed ...undesirable by others and thus affordable. This study analyzes the key challenges facing the urban poor, given the risks associated with climate change and disasters, particularly with regard to the delivery of basic services, and identifies strategies and financing opportunities for addressing these risks. The main audience for this study includes mayors and other city managers, national governments, donors, and practitioners in the fields of climate change, disaster-risk management, and urban development. The work is part of a broader program under the Mayor's task force on climate change, disaster risk and the urban poor. The study is organized in four chapters covering: 1) a broad look at climate change and disaster risk in cities of the developing world, with particular implications for the urban poor; 2) analysis of the vulnerability of the urban poor; 3) discussion of recommended approaches for building resilience for the urban poor; and 4) review of the financing opportunities for covering investments in basic services and other needs associated with climate and disaster risk.

Opportunities for managing risks of weather- and climate-related disasters exist or can be developed at any scale, local to international. Small Island Developing States are often depicted as being among the most vulnerable of all places to the effects of climate change, and they are a cause celebre of many involved in climate science, ...politics and the media. Yet while small island developing states are much talked about, the production of both scientific knowledge and policies to protect the rights of these nations and their people has been remarkably slow. This book is the first to apply a critical approach to climate change science and policy processes in the South Pacific region. It shows how groups within politically and scientifically powerful countries appropriate the issue of island vulnerability in ways that do not do justice to the lives of island people. It argues that the ways in which islands and their inhabitants are represented in climate science and politics seldom leads to meaningful responses to assist them to adapt to climate change. Throughout, the authors focus on the hitherto largely ignored social impacts of climate change, and demonstrate that adaptation and mitigation policies cannot be effective without understanding the social systems and values of island societies.

Climate change is a major source of concern in the Middle East and North Africa (MENA) region, and migration is often understood as one of several strategies used by households to respond to changes ...in climate and environmental conditions, including extreme weather events. This study focuses on the link between climate change and migration. Most micro-level studies measure climate change either by the incidences of extreme weather events or by variation in temperature or rainfall. A few studies have found that formal and informal institutions as well as policies also affect migration. Institutions that make government more responsive to households (for example through public spending) discourage both international and domestic migration in the aftermath of extreme weather events. Migration is often an option of last resort after vulnerable rural populations attempting to cope with new and challenging circumstances have exhausted other options such as eating less, selling assets, or removing children from school. This study is based in large part on new data collected in 2011 in Algeria, Egypt, Morocco, Syria, and the Republic of Yemen. The surveys were administered by in-country partners to a randomly selected set of 800 households per country. It is also important to emphasize that neither the household survey results nor the findings from the qualitative focus groups are meant to be representative of the five countries in which the work was carried, since only a few areas were surveyed in each country. This report is organized as follows: section one gives synthesis. Section two discusses household perceptions about climate change and extreme weather events. Section three focuses on migration as a coping mechanisms and income diversification strategy. Section four examines other coping and adaptation strategies. Section five discusses perceptions about government and community programs.
The increasing resilience to climate change in the agricultural sector report presents local-level priorities, informed by stakeholder input, to build agricultural resilience in both countries. The ...objectives of this study were threefold: (1) to improve the understanding of climate change projections and impacts on rural communities and livelihoods in selected regions of Jordan and Lebanon, specifically the Jordan River Valley and Lebanon's Bekaa Valley; (2) to engage local communities, farmers, local experts, and local and national government representatives in a participatory fashion in helping craft agricultural adaptation options to climate change; and (3) to develop local and regional climate change action plans that formulate recommendations for investment strategies and strategic interventions in local agricultural systems. The climate challenges confronting development in the Middle East are particularly stark. This region, and in particular its rural people, face what might be called a `triple threat` from climate change. First, the Middle East is already one of the driest and most water-scarce regions of the world (World Bank 2011) and faces severe challenges posed by high temperatures and limited water supplies. This report to assist Jordan and Lebanon in understanding the specific challenges and opportunities posed by climate change in the agricultural sector.

This open access volume is the first comprehensive assessment of the Hindu Kush Himalaya (HKH) region. It comprises important scientific research on the social, economic, and environmental pillars of ...sustainable mountain development and will serve as a basis for evidence-based decision-making to safeguard the environment and advance people’s well-being. The compiled content is based on the collective knowledge of over 300 leading researchers, experts and policymakers, brought together by the Hindu Kush Himalayan Monitoring and Assessment Programme (HIMAP) under the coordination of the International Centre for Integrated Mountain Development (ICIMOD). This assessment was conducted between 2013 and 2017 as the first of a series of monitoring and assessment reports, under the guidance of the HIMAP Steering Committee: Eklabya Sharma (ICIMOD), Atiq Raman (Bangladesh), Yuba Raj Khatiwada (Nepal), Linxiu Zhang (China), Surendra Pratap Singh (India), Tandong Yao (China) and David Molden (ICIMOD and Chair of the HIMAP SC). Eric Post's synthesis and analyses of ecological consequences of climate change extend from the Late Pleistocene to the present, and through the next century of projected warming. His investigation is grounded in classic themes of enduring interest in ecology, but developed around novel conceptual and mathematical models of observed and predicted dynamics. Using stability theory as a recurring theme, Post argues that the magnitude of climatic variability may be just as important as the magnitude and direction of change in determining whether populations, communities, and species persist. He urges a more refined consideration of species interactions, emphasizing important distinctions between lateral and vertical interactions and their disparate roles in shaping responses of populations, communities, and ecosystems to climate change.
Indigenous peoples across Latin America and the Caribbean (LAC) already perceive and experience negative effects of climate change and variability. Although the overall economic impact of climate ...change on gross domestic product (GDP) is significant, what is particularly problematic is that it falls disproportionately on the poor including indigenous peoples, who constitute about 6.5 percent of the population in the region and are among its poorest and most vulnerable (Hall and Patrinos 2006). This book examines the social implications of climate change and climatic variability for indigenous communities in LAC and the options for improving their resilience and adaptability to these phenomena. By social implications, the authors mean direct and indirect effects in the broad sense of the word social, including factors contributing to human well-being, health, livelihoods, human agency, social organization, and social justice. This book, much of which relies on new empirical research, addresses specifically the situation of indigenous communities because our research showed them to be among the most vulnerable to the effects of climate change. A companion book (Verner 2010) provides information on the broader social dimensions of climate change in LAC and on policy options for addressing them. This book will help to place these impacts higher on the climate-change agenda and guide efforts to enhance indigenous peoples' rights and opportunities, whether by governments, indigenous peoples' organizations and their leaders, or non-state representatives.
