Cilj rada je doprinijeti razvoju empirijske teorije javnih politika u pitanjima kvalitete dizajna javnih politika. Rad je fokusiran na ciljeve javnih politika koji su središnja sastavnica dizajna ...svakog resora. Analitički okvir utemeljen je na razlikovanju sedam tehničkih tipova ciljeva javnih politika: opći ciljevi, ciljevi usmjereni na način ostvarenja, na odgovornog aktera, na korisnika, konkretno usmjereni ciljevi, polu-strukturirani te strukturirani ciljevi. Prikupljanje i analiza podataka vođeni su pravilima kvalitativne analize sadržaja, a ciljevi se istražuju na temelju 11 strateških dokumenata hrvatske vlasti. U istraživanim politikama dominiraju ciljevi s općenitim svrhama, te manjim brojem strukturnih elemenata što pokazuje nižu razinu operacionalizacije ciljeva, lošiju kvalitetu pripreme za provedbu i povezivanje s instrumentima odnosno manju učinkovitost dizajna hrvatskih javnih politika. Skupine analiziranih politika se razlikuju te su strategije namijenjene ciljanim skupinama bolje operacionalizirane nego one temeljnih područja i specifičnih društvenih problema. Analiza tehničkih tipova ciljeva pokazuje kako su omjeri među učestalosti njihova pojavljivanja dobar indikator ukupne učinkovitosti dizajna javnih politika.
The goal of the paper is to contribute to the development of the empirical theory of public policies in matters of the quality of public policy design. The paper is focused on the goals of public policies which are the central component of the design of each policy area. The analytical framework is based on the distinction of seven technical types of public policy goals: general goals, goals focused on the way of realization, on the responsible actor, on the user, concretely focused goals, semi-structured and structured goals. The collection and analysis of data are guided by the rules of qualitative content analysis, and the objectives are investigated using 11 strategic documents of the Croatian government. In the examined policies, goals with general purposes dominate, as well as those with a smaller number of structural elements, which shows a lower level of operationalization of goals, poorer quality of preparation for implementation and connection with instruments, and a lower effectiveness of the design of Croatian public policies. The groups of analyzed policies differ, and the strategies intended for the target groups are better operationalized than those of the fundamental areas and specific social problems. The analysis of technical types of goals shows that the ratios between the frequency of their occurrence are a good indicator of the overall efficiency of public policy design.
Papinstvo je jedna od glavnih prepreka na ekumenskom putu kojim zajedno hode Katolička Crkva i njezini ekumenski partneri. Budući da je to pitanje od iznimne važnosti, Katolička Crkva, otkako se ...intenzivno priključila suvremenom ekumenskom pokretu nakon Drugoga vatikanskog sabora, sa svojim ekumenskim partnerima u bilateralnim i multilateralnim dokumentima i o njemu progovara. U ovom radu istražit će se svi ekumenski dokumenti u kojima se o tom pitanju govori, i to od vremena neposredno nakon Drugoga vatikanskog sabora pa sve do najnovijeg vremena, te će se u ekumenskom duhu osvijetliti kako problematiziranje ovog pitanja, tako i neka rješenja koja su ponuđena, a sve s ciljem međusobnog približavanja i ujedinjavanja razjedinjenih kršćana. Tako će ovaj rad donijeti pregled ove iznimno važne ekumenske problematike u okviru postavljene teme.
The papacy is one of the main obstacles on the ecumenical path that the Catholic Church and its ecumenical partners walk together. As this issue is extremely important, the Catholic Church, since it intensively joined the contemporary ecumenical movement after the Second Vatican Council, has been speaking about it with its ecumenical partners in bilateral and multilateral documents. In this paper, all ecumenical documents that discuss this issue will be investigated, from the time immediately after the Second Vatican Council until the most recent time. Also, in an ecumenical spirit, both the problematization of this issue and some of the solutions that have been offered will be illuminated, all with the aim of bringing together and uniting the separated Christians. Therefore, this paper will provide an overview of this extremely important ecumenical issue within the framework of the set topic.

U članku su prezentirani rezultati istraživanja o sudionicima savjetovanja s javnošću (e-savjetovanja) o propisima i planskim dokumentima kojima se uređuju organizacija i obavljanje javne arhivske ...službe u Hrvatskoj. Podatci su prikupljeni metodom kvantitativne analize sadržaja pojedinačnih izvješća o provedenim savjetovanjima od 2017. do 2020. godine dostupnih na središnjem mrežnom portalu e-Savjetovanja i popratnih dokumenata. Nakon uvoda slijedi teorijski dio, u kojem je ukratko opisan normativni okvir provedbe e-savjetovanja u Hrvatskoj, arhivski propisi i planski dokument, o kojima je provedeno e-savjetovanje te metodologija istraživanja. Potom su prezentirani rezultati istraživanja te se o njima raspravlja. Prezentirani podatci o broju i strukturi sudionika (fizičke osobe, razne kategorije pravnih osoba) te broju komentara koje upućuju (ukupno i po pojedinom e-savjetovanju) interpretirani su kao važan pokazatelj zainteresiranosti društvene okoline za javnu arhivsku službu, odnosno rad državnih arhiva kojima je njezino obavljanje povjereno. S druge strane, sudjelovanje u e-savjetovanjima pojedinih strukovnih arhivističkih društava, državnih arhiva i njihovih administrativnih i stručnih djelatnika interpretirano je kao pokazatelj zainteresiranosti za jačanje normativne infrastrukture vlastite službe.
Counsellings with the public are in the Croatian context a relatively new instrument of public participation in legislating regulations and other general acts whose characteristics and effects have not been scientifically researched in practice to a greater extent. The aim of the paper is to contribute to these perceptions by the elaboration of a subject i.e. analysing the participants of e-counsellings on regulations and planning documents that concern organizing and performance of the public archival service in Croatia. The subject is suited for a complete elaboration, since in the period from 2017 to 2020 the competent Ministry of Culture (renamed in July 2020 Ministry of Culture and Media) had carried out counsellings via the central internet portal on 8 such legal acts (two laws, five ordinances and one planning document). Apart from the new ordinance on evidences that has yet to be regulated, this constitutes a comprehensive normative and planning framework of the public archival service coordinated with changes in the surroundings where public archives work. The data had been gathered by the method of quantitative analysing of the content of individual reports on conducted counsellings available on e-Counselling portal, as well as additional documents. The Data on the number and structure of participants (natural persons, various categories of corporations) and amount of comments they sent (in total and for each e-counselling) are interpreted as an important indicator of the public interest for the public archival service i.e. the work of the state archives who are intrusted with performing it. On the other hand, the participation of individual professional archival societies, state archives and their administrative and professional employees on e-counsellings is interpreted as the indicator of interest for strengthening of normative infrastructure pertaining to their own service. The total of 412 comments was sent to the analysed e-counsellings, submitted by 56 participants. Since individual procedure of e-counselling is conducted for each legal act, the same natural person or corporation can appear as a participant in several counsellings. Therefore, in the total number of 56 participants individual natural persons or corporations were counted more than once, depending on the number of e-counsellings they participated in. Further analysis established that 40 different natural persons and coorporations participated in e-counsellings. The largest number of participants, as far as 30 or 75 %, participated in just one e-counselling. Six participants took part in two counsellings (15 %), whereas three counsellings had three participants (7.5 %). Four counsellings had no participants, whereas only one person (2.5 %) took part in five of them, which is also the largest number of noted participations by the same participant. Research results further show that from the total of 40 various participants of e-councellings 30 of them are natural persons and only 10 corporations. In the process, the natural persons had 43 and the corporations 13 participations. The same number of persons from the professional archival community (administrative and professional employees in archives, state archives and professional archival associations) and persons from social environment i.e. interested public in the broad sense participated in e-counsellings. The former comprises of 21 participants and the latter has 19 of them. The biggest difference between the two groups concerns the number of participations. The professional archival community had 35, whereas other interested public 21 participations. The presented results indicate a rather low level of interest of the general public, as well as the professional archival community, for the normative infrastructure of the public archival service. This conclusion is supported by the comparison of the number of participants from both groups with other relevant data, such as the number of creators of documental and archival records under the jurisdiction of state archives i.e. the number of employees in state archives. The authorised ministry and state archives should use this as the basis for re-examination of the current approach in implementing e-counsellings i.e. encourage them to further motivate the professional community and the general public to participate in this segment of their work. The lower turnout can certainly be put into context of influences of the e-counsellings that had so far taken place, regarding the formation of the final proposals of legal acts in terms of the level of acceptance of the sent suggestions (comments). Analysis of this segment, including the content and types of comments (without arguments, with arguments, technical, professional etc.), is only pointed out in this paper as a subject that warrants separate research.

Današnje uređenje pravne odgovornosti liječnika, ali i drugih medicinskih djelatnika ne može se razumijeti bez uvida u povijest razvitka te vrste profesionalne odgovornosti. Autorica prikazuje ...uređenje odgovornosti liječnika u pravnim dokumentima starog vijeka, uključujući mezopotamijske i egipatske izvore te dokumente iz antičke Grčke i rimskog prava. Također, rad analizira pravno uređenje liječničke odgovornosti u srednjovjekovnom pravu kao i razvitak te odgovornosti nakon Francuske revolucije. Autorica posebno prikazuje užasnu zlouporabu liječnika i njihovu odgovornost za nacističke zločine. Zaključno, ukazuje da u suvremenim društvima sustav profesionalne pravne odgovornosti liječnika predstavlja srednji put između dviju krajnosti.
The regulation today of physician legal liability and also that of other healthcare workers cannot be understood without insight into the history of the development of that type of professional liability. The author shows the regulation of physician liability in legal documents from the Middle Ages, including Mesopotamian and Egyptian sources as well as documents from Ancient Greek and Roman Law. Also, the legal regulation of physician liability at law from the Middle Ages as well as development and liability after the French Revolution are shown. In particular, the terrible misuse of doctors and their responsibility for Nazi crimes are outlined. Finally, it is shown that in a modern society, a system of professional legal physician liability represents the middle road in between the two extremes.
U radu se na temelju analize nastavnih programa, kurikuluma i srodnih obrazovnih dokumenata upućuje na važnost predmeta Likovna umjetnost za formiranje i strukturiranje umjetničkog odgojno-obrazovnog ...područja u hrvatskom gimnazijskom obrazovanju. Također se ističe doprinos povjesničara umjetnosti zaslužnih za promicanje umjetnosti u obrazovanju i pronalaženje putova integracije i korelacije umjetničkih sadržaja s drugim odgojno-obrazovnim područjima.
On the basis of analysis of teaching programmes, curricula and related documents in education, the paper points to the importance of the high school subject Visual Arts for the formation and structuring of arts education within the Croatian grammar school system. The author also discusses the contribution of art historians in the promotion of arts in education and in finding ways of integration and correlation of art topics with other fields of education.
The right to free access to information is a fundamental human and democratic right of citizens guaranteed by international documents and laws of individual countries. In this way, citizens are given ...the opportunity to gain insight into data and documents held by public authorities and state bodies and to be informed of all important issues in society. Libraries, as “public institutions”, are also involved in building and strengthening a democratic society by providing free and equal access to information and ideas to their users, which is one of the basic tasks of librarians and information professionals. Library associations, primarily IFLA, in a series of documents also point to the importance of a free and equal right to access information. However, library activity in modern society, as part of the information policy of developed countries, must follow two principles: the principle of publicity and the principle of protection of privacy, i.e. it must respect the privacy of users and at the same time allow the free flow of data. In this sense, the paper gives a brief overview of the most important international human rights documents guaranteeing the right to freedom of expression and free access to information, as well as international documents mainly from library associations, which in their texts indicate the importance of free and equal access to information for all users. Finally, the paper briefly addresses the importance of protecting the right to privacy in libraries as an inseparable part of library activity in modern society.

Koloman Rac was born in Varaždin on September 19, 1863. He attended the Varazdin
Gymnasium from 1874 to 1882 and married Zora Kraljek in 1887, as evidenced by the archival records from the State ...Archives in Varazdin (Registers of births and marriages and Main catalogues and Minutes of matriculation exams of Varazdin Gymnasium). The most important records for the biography of Koloman Rac are preserved in the State Archives in Zagreb. The book The register of teachers is particularly noteworthy. It belongs to the fonds HR-DAZG-103 II. Classical Gymnasium in Zagreb and it lists the data about his education, all of his workplaces and published translations and books he wrote. The records in the State Archives in Gospic reveal very little about the work of Koloman Rac, however, the data from the register of birth 1887-1894 allow exploring his family life because four of his children were born in Gospic. Besides the mentioned Register of teachers, data on life of Koloman Rac in Zagreb, where he spent most of his life, are contained in the funds of the City Council of Zagreb (funds 10 and 24) at the State Archives in Zagreb. His family is registered in the Directory of residents of the city of Zagreb and his fifth child is mentioned there, while the Coroner register and Grave book of Mirogoj cemetery contain information about his death on January 23, 1937.
V razpravi nas zanima dnevnik kot vrsta dokumentarnega gradiva in njegove funkcije za namene literarnega raziskovanja. Dnevnik najprej umestimo v skupino sorodnih virov, v kateri so pisma, spomini, ...polemični spisi, eseji, zapiski, ocene, beležnice, listinsko gradivo avtorjev itn. Nato spregovorimo o uporabi arhivskega gradiva v (slovenskem) literarnem zgodovinopisju in z vidika različnih metod. Na dnevnik pogledamo skozi koncepcijo ego dokumentov Winfrieda Schulzeja. Ob primeru zasebnega intimnega dnevnika ponudimo zasnutek tipologije funkcij za uporabo dnevnikov pri literarnem raziskovanju. Predstavljamo sveže transkripte in še neobjavljene slovenske prevode odlomkov iz nemškega dnevnika Louise Crobath (Pesjak) (1844).
Nova generacija dokumenata prostornog uređenja zahtijeva prilagodbu novim gospodarskim i inim razvojnim planovima ali i novim parametrima razvoja suvremenog društva. U cilju osiguranja kvalitetnih ...prostorno-planskih pretpostavki gospodarskog i opće društvenog razvoja nužno je odrediti optimalnu metodu izrade dokumenata prostornog uređenja regionalne razine. Provedeno istraživanje je obuhvatilo analizu mogućih modela izrade strateških dokumenata prostornog uređenja, analizu metoda izrade prostornih planova županija te na osnovi usporedbe uspješnosti pojedinih planova utvrđivanje optimalne metode njihove izrade. Izvršeno je za potrebe određivanja metode izrade, novog, Prostornog plana Primorsko-goranske županije.
The subject of this publication is a critical edition of the preserved parts of the eleventh, twelfth, fourteenth, and sixteenth notary books from the Piran Branch Office of the Regional Archives of ...Koper. With notary books we are not dealing with literary readings, but with abstracts of a mass of business manuscript agreements of various contents. The fragments contain the models of documents created in the period 1301–1320 (1321). The writer of summaries in the preserved fragments of notary fascicle No. 11 was Almericus, while the notary Perinus Appolonii kept records of business transactions in codex No. 15. The writers of other fragments are not known.
