The Color of the Land brings the histories of Creek Indians, African Americans, and whites in Oklahoma together into one story that explores the way races and nations were made and remade in ...conflicts over who would own land, who would farm it, and who would rule it. This story disrupts expected narratives of the American past, revealing how identities--race, nation, and class--took new forms in struggles over the creation of different systems of property. Conflicts were unleashed by a series of sweeping changes: the forced "removal" of the Creeks from their homeland to Oklahoma in the 1830s, the transformation of the Creeks' enslaved black population into landed black Creek citizens after the Civil War, the imposition of statehood and private landownership at the turn of the twentieth century, and the entrenchment of a sharecropping economy and white supremacy in the following decades. In struggles over land, wealth, and power, Oklahomans actively defined and redefined what it meant to be Native American, African American, or white. By telling this story, David Chang contributes to the history of racial construction and nationalism as well as to southern, western, and Native American history.
In 2012, Cambodia—an epicenter of violent land grabbing—announced a bold new initiative to develop land redistribution efforts inside agribusiness concessions. Alice Beban's Unwritten Rule focuses on ...this land reform to understand the larger nature of democracy in Cambodia. Beban contends that the national land-titling program, the so-called leopard skin land reform, was first and foremost a political campaign orchestrated by the world's longest-serving prime minister, Hun Sen. The reform aimed to secure the loyalty of rural voters, produce modern farmers, and wrest control over land distribution from local officials. Through ambiguous legal directives and unwritten rules guiding the allocation of land, the government fostered uncertainty and fear within local communities. Unwritten Rule gives pause both to celebratory claims that land reform will enable land tenure security, and to critical claims that land reform will enmesh rural people more tightly in state bureaucracies and create a fiscally legible landscape. Instead, Beban argues that the extension of formal property rights strengthened the very patronage-based politics that Western development agencies hope to subvert.
While early attempts at land titling in Africa were often unsuccessful, factors such as new legislation, low-cost methods, and increasing demand for land have generated renewed interest. A ...four-period panel allows use of a pipeline and difference-indifferences approach to assess impacts of land registration in Ethiopia. We find that the program increased tenure security, land-related investment, and rental market participation and yielded benefits significantly above the cost of implementation.

This reprint focuses on land use/land cover (LULC), natural hazards and their interactions, changes, and impacts. Over the past few decades, the risks due to natural hazards have increased ...significantly, to a large extent due to changes in LULC, which are triggered mainly by anthropic pressure on landscapes, i.e., urbanization, forest management practices, agricultural practices, and the like. As a result, LULC changes contribute significantly to changes in the variability or magnitude of natural hazards, such as floods, landslides, and erosion. Therefore, this reprint provides a collection of studies focused on the interactions between LULC and different types of natural hazards, which were studied in several research areas around the world.

Changes in agricultural land use have important implications for environmental services. Previous studies of agricultural land-use futures have been published indicating large uncertainty due to ...different model assumptions and methodologies. In this article we present a first comprehensive comparison of global agro-economic models that have harmonized drivers of population, GDP, and biophysical yields. The comparison allows us to ask two research questions: (1) How much cropland will be used under different socioeconomic and climate change scenarios? (2) How can differences in model results be explained? The comparison includes four partial and six general equilibrium models that differ in how they model land supply and amount of potentially available land.We analyze results of two different socioeconomic scenarios and three climate scenarios (one with constant climate). Most models (7 out of 10) project an increase of cropland of 10–25% by 2050 compared to 2005 (under constant climate), but one model projects a decrease. Pasture land expands in some models, which increase the treat on natural vegetation further. Across all models most of the cropland expansion takes place in South America and sub-Saharan Africa. In general, the strongest differences in model results are related to differences in the costs of land expansion, the endogenous productivity responses, and the assumptions about potential cropland.

In recent years, Large Scale Land Acquisitions (LSLA), direct land tenure changes have been gaining momentum in developing countries. In this study, we evaluate the potential extent to which agricultural land deals in Africa are able to address the host countries’ food security needs, a commonly cited motivation for their establishment. First, we develop a framework to evaluate the priority food security needs of 38 African countries in 2000 based on indicators of food availability, accessibility, stability, and utilization. Second, we estimate whether the crops from land deals would be sold on export or local food markets based on the origin of investments (domestic, foreign or mixed), type of investors (eg. agribusiness, finance, or government) and the intended crops (eg. food, cash crop, or biofuel). This enables us to estimate how likely the investment is to improve in-country food security, versus serving other purposes (e.g., speculation, enclosure of natural resources). Third, we account for the characteristics of the locations where the deals happen (population density, land cover and distance to markets) in order to estimate the level of conflict and deforestation that they could exacerbate. We find that LSLA are only likely to address the identified food security needs of 7 countries. LSLA are also at risk of increasing land pressures and conflicts or deforestation on 83% of the acquired area, including in countries where they could meet food security needs. We also find that the more productive lands are most often allocated to flex crops, while food crops are produced on more marginal lands. We thus argue that even when their purpose is agricultural production, most LSLA are not likely to improve food security; rather, they often serve the financial interests of transnational companies and local elites with the support of host governments. Finally, we recommend agricultural investments to be elaborated in consultation with local communities and marginalized groups to sustainably support their socio-ecological systems.

Sustainable land management (SLM) is increasingly recognized as viable pathway to accelerate poverty reduction and achieving sustainable development, particularly in the global South. Despite efforts to promote SLM practices, their adoption has been extremely limited with debates revolving around the role of land tenure in farmer’s decision-making. Drawing on a tripartite conception of tenure security, we distinguish between three categories of tenure security: 1) legal security; 2) contextual/defacto security, and 3) perceived tenure security to examine factors affecting smallholders’ investment in SLM in Ghana. The paper draws on 380 surveys covering 796 plots and a series of key informant interview to investigate how land tenure shapes farmers’ investment decisions regarding SLM adoption at the plot level. The findings of the study demonstrate that different types of SLM investments (including soil improvements, on-farm tree planting and conservation of naturally-occurring tree species) were undertaken by farmers, even those who perceived their tenure rights as insecure. However, the results demonstrate that different components of tenure security influence adoption of SLM practices in ways which are not consistent across the different components of tenure security or specific SLM practices. Furthermore, the relationship between tenure security and SLM investments is also mediated by other important non-tenurial factors (including access to credit, modernised agricultural inputs and targeted extension service support). The findings suggest that land tenure policies will deliver a range of outcomes (both positive and negative) pertaining to land conservation investments. This means thinking more deeply about priorities with respect to SLM interventions, particularly in emerging contexts like Ghana and SSA generally. Overall, these findings are important for redesigning context- specific and appropriate land-use policy interventions that address barriers to SLM adoption.

In many developing countries property rights over rural land are maintained through continuous personal use instead of by land titles. We show that removing the link between land use and land rights ...through the issuance of ownership certificates can result in large-scale adjustments to labor and land allocations. Using the rollout of the Mexican land certification program from 1993 to 2006, we find that households obtaining certificates were subsequently 28 percent more likely to have a migrant member. We also show that even though land certification induced migration, it had little effect on cultivated area due to consolidation of farm units.
