The article is concerned with topical issues of spatial development of territorial communities of Ukraine in the context of decentralization, taking into account the uncertainty caused by martial law ...and the pandemic. The purpose of this article is to develop a methodical approach to substantiating the directions of spatial development of territorial communities based on the conception, principles, scientific methods, taking into account the criteria of their efficiency and factors of spatial development of territorial communities. To substantiate the directions of spatial development of territorial communities, a methodical approach is developed, which is based on a problem-oriented approach to substantiating the instrumentarium of spatial development of territorial communities and on a cognitive map of causal relationships of spatial development, a model of solutions to the problem of development of territorial communities, which takes into account development scenarios depending on the type of community. The criteria for the efficiency of spatial development of territorial communities can be the following: criteria for the potential of self-development of territorial communities (self-government, self-financing, self-organization); performance criteria – the results of the implementation of programs for the implementation of strategies for the development of territorial communities, development projects, etc. In order to ensure the vital functions of territorial communities under martial law and increase their ability to solve problems in the new realities, when substantiating the directions of spatial development of territories, the following should be taken into account: development of the potential of self-development of the territorial community; problem-oriented management of human resources of the community; organization of training for representatives of territorial communities on the implementation of mechanisms to support enterprises and internally displaced persons; formation of budgets of territorial communities during martial law and post-war status; preservation of the country’s intellectual potential in the post-war period; preservation of the country’s production potential, which will provide both the territorial communities with essential goods and the servicemen of the Armed Forces of Ukraine – with contemporary means of security and food products; financial support for community life; improvement of regulatory policy; ensuring economic and food security of territorial communities, etc.
In this article the problem of the analysis of survivability of control point system (CPS) as one of components of a problem of troops (forces) survivability is considered. By consideration of this ...problem decomposition of control point system of the Armed forces of Ukraine, on levels of a control system, is carried out: at strategic level – it’s a CPS of Commander-in-chief of Armed forces of Ukraine; at operatively-strategic level - CPS of Joint forces, armed services and separate arms commanders; at operative level - CPS of operative commands and air commands commanders. It is shown in articles, which are to problem questions of troops management during their deployment devoted, models, which describe survivability separate control points only, are applied. In this connection, there a methodical approach to the analysis of CPS survivability, which is based on probability theory, is offered. Survivability indicators - probability of preservation by CPS in efficient condition at corresponding level and according to a armed service, separate combat arm, operative and air commands are entered. The methodical approach to the analysis of CPS survivability with command level is depending. To check the adequacy of the methodical approach, it is considered a typical CPS main alternate CPS. This method allows to count probabilities of preservation of an efficient condition of CPS on strategic, operatively-strategic and operative levels. It is shown that the presented approach does not contradict to the theory of troops management and allows to develop a technology of requirements to survivability of CPU of the Armed Forces of Ukraine substantiation.

В связи с истощением запасов нефти в традиционных гранулярных коллекторах в Западно-Сибирской нефтегазоносной провинции все большую значимость приобретает разработка и совершенствование технологических приемов, увеличивающих объемы добычи нефти из низкопроницаемых пород баженовской свиты. Перспективы нефтеносности этих пород в значительной степени зависят от их литологии. В этой связи разработка методического подхода расчета минерально-компонентного состава баженовской свиты в скважинах, не охарактеризованных керновым материалом, представляется актуальным исследованием. Объектом исследования являются карбонатно-глинисто-кремнистые породы баженовской свиты, характеризующиеся большой неоднородностью минерально-компонентного состава по разрезу. Цель: выявление и изучение взаимосвязей между литологическим составом пород и электрическими и радиоактивными свойствами баженовской свиты в центральной части Западно-Сибирского осадочного бассейна для разработки методики расчета содержания основных породообразующих компонентов в разрезе этой свиты. Методы: выявление взаимосвязей между минерально-компонентным составом пород баженовской свиты и ее электрическими и радиоактивными свойствами; статистический анализ полученных связей; расчет на их основе литологического состава баженовских пород в базовой, а также в соседних скважинах. Результаты. В статье изложены результаты комплексной литолого-геофизической интерпретации данных широкого комплекса электрического и радиоактивного каротажа и результатов аналитических исследований керна, на основе которых разработан и апробирован методический подход к расчету концентраций основных породообразующих компонентов баженовской свиты. Он основывается на выявленных взаимосвязях между минерально-компонентным составом пород и их физическими свойствами. Показана удовлетворительная сходимость расчетных значений и данных по керну, построена объемная литологическая модель для одной из скважин Дружной площади. Обосновано использование полученных взаимосвязей для достоверного расчета литологического состава баженовской свиты в близко расположенных скважинах, не охарактеризованных керновым материалом. Показана невозможность использования предлагаемого методического подхода на расстояния в несколько десятков км, а также в тонкослоистых разрезах.
The article is devoted to the formation of a methodological approach to management decisions by insurance companies in conditions of uncertainty. It was noted that in an unstable external ...environment, uncertainty is a characteristic feature of the process of economic activity of the insurer, so managers feel the urgent need to make rational decisions in conditions of uncertainty. As a result of the research, it was determined the correspondence of management decision-making models and states of uncertainty, which change consistently under the influence of incoming information. The methodology of making managerial decisions by insurance companies in conditions of uncertainty on the basis of building a matrix of decisions, a set of principles of dominance and methods aimed at solving management problems was substantiated. The use of the decision matrix, as noted by the author, involves establishing a link between alternatives and results in the financial environment of insurance companies and structurally corresponds to the awareness of the person making managerial decisions about the possibility of different environmental conditions. The stages of making a managerial decision in conditions of uncertainty were developed and the algorithm of consecutive actions by managers of insurance companies was determined. Based on the financial and investment work of insurance companies, as one of the most dependent on environmental conditions, the operation of the algorithm in practice was shown. The practical application of the proposed methodological approach will create opportunities for rational decision-making by managers of insurance companies in conditions of uncertainty.
The article deals with the topical problem of spatial development of territorial communities. The study aims at creating a methodical approach to identifying the problems in the functioning of ...territorial communities, the former being caused by unstable conditions, and the areas of spatial development of territories using a problem-oriented approach. The application of a problem-oriented approach to the spatial development of territorial communities is substantiated. The approach provides a set of actions in public administration and influences aimed at solving theoretical or practical problems of efficiently using local community resources by gaining new competitive advantages, creating favorable living conditions, ensuring population loyalty through actively solving the already existing and possible problems in community functioning. Within the problem-oriented framework, the spatial development of united territorial communities involves an approach based on the hypothesis that using the strategic capacity of a territorial community is not a problem-free process, and the arising problems require analysis and sound management decisions at the community level and within the powers of local authorities. A methodical approach to identifying problems with the functioning of territorial communities in an unstable environment is suggested. Namely, it involves analyzing the following issues: a) development level of united territorial communities through evaluating their resource provision and self-assessment of their development level, which helps to draw conclusions as for the effectiveness of using the community resources; b) legislative support for the spatial development of territorial communities; and c) the existing mechanisms, methods, and instruments of the state policy on the spatial development of Ukrainian territories. A cognitive map of interrelations between the existing problems of the spatial development of territorial communities has been drafted, in which four groups of problems are identified, in particular: 1) problems within the spatial development of territorial communities, and those connected with Ukraine’s territorial system; 2) problems of socio-economic development based on self-sufficiency; 3) problems in the local self-government system; 4) problems of rural development.
Purpose. The purpose of the article is to improve the methodology and approbation of the author’s methodical approach to analyzing the financial security of the country’s agriculture in order to form ...an appropriate informational and analytical basis for the development of high-quality management decisions aimed at strengthening the key security parameters of this strategic branch of the national economy and the impact of these processes on the growth of the industry, implementation its potential for the development of rural areas and improvement of the quality of life of the rural population. Methodology / approach. The methodological basis of the study was system-structural (development of information and analytical support for monitoring financial security at the industry level) and integral-temporal (construction of dynamic series of empirical indicators of financial security of the industry, including their components) approaches. The author’s approach to assessing the financial security of agriculture involves the use of an algorithm, the basis of which is the normalization of indicators (stimulators and destimulators, complementary influence), determination of the weights of indicators and their groups using the Principal component analysis, calculation of multidimensional values in the form of weighted integral indices. Results. The results of the analysis of the dynamics of the integral values of the components of the financial security of Ukraine’s agriculture provided grounds for the conclusion that there are both positive trends and problematic changes in the functioning and development of the country’s agriculture and rural areas in general. It was established that the greatest impact on ensuring the financial resilience of the agricultural sector of Ukraine for 2010–2020 was industrial and economic (the weighting factor was 19.1 %) and credit (18.8 %) security. The results of the empirical research showed that the level of financial security of agriculture in Ukraine for 2010–2020 was below moderate (48.9 %) and decreased by 0.87 percentage points on average every year. Originality / scientific novelty. A new functional-systemic method of calculating the integral index of financial security of the industry (by six components: investment, credit, debt, money, production-economic, system-structural) has been developed, which takes into account the spatial-temporal and sigmoidal nature of financial-economic processes through the use of a logarithmic function , leveling the statistical error of the linear calculation method. Practical value / implications. The results of the study are aimed at the formation of a powerful informational and analytical basis for the development of management decisions on strengthening the financial security of agriculture in Ukraine with a simultaneous focus on the development of rural areas and improving the quality of life of the rural population.

This paper introduces a methodical approach as well as guideline for the design, implementation and evaluation of Reinforcement Learning (RL) algorithms for an adaptive order dispatching. Thereby, it addresses production engineers willing to apply RL. Moreover, a real-world use case shows the successful application of the method and remarkable results supporting real-time decision-making. These findings comprehensively illustrate and extend the knowledge on RL.

The innovative form of settlements in the information society is considered – the payment instrument of «cryptocurrency», which is being identified as a new kind of electronic money. The most popular ...cryptocurrencies in the world economic practice have been defined. The dynamics of the bitcoin course, which explains the rapid interest in this type of cryptocurrency, is considered. On the basis of the analysis of scientific works of both the domestic and the foreign authors, examining the process of implementation of cryptocurrency into settlement operations, a generalization of the essence of «cryptocurrency» from economic and accounting point of view has been made. It is determined that cryptocurrency is a program code which is the object of the right of ownership. The process of extraction (emission) of cryptocurrency and process of its obtaining are clarified. The authors analyze the most common in economic literature methodical approaches to the accounting of cryptocurrency as a tool of expansion of possibilities of information technologies for realization of changes in the financial-credit mechanism where a system of non-cash payments can be relevant. The own methodical approach to accounting of reflection of payments with cryptocurrency which will provide to receive the information on condition and change of the sum of cryptocurrency by its kinds, and to control process of implementation of new payment systems in the economic activity of the enterprise.
The article considers the basic methodical principles of the monitoring of labor market in the conditions of systemic transformations. It is defined that by means of monitoring the government ...authorities are able to adjust their actions to reduce negative influences on the labor market. It is defined that the Ukrainian labor market begins to look like the Brownian movement: enterprises are forced to curtail production, reduce sales, save and, as a result, freeze vacancies, lay off staff. The carried out monitoring identified the riskiest industries in terms of balancing supply and demand. The industries, which delay wages and reduce its level, stop paying bonuses, suspend the opening of new offices of companies and recruitment of staff, are allocated. It is determined that, despite high social benefits for the unemployed, the power of European countries in various ways stimulates the creation of new jobs and the preservation of old ones. The directions to increase the objectivity of the analysis and forecast of the situation in the labor market in connection with the persistence of the consequences of the crisis developments are defined. It is determined that it is appropriate to monitor the implementation of activities of Ukrainian subjects to promote employment and reduce tension in the labor market – in terms of employment and forecasted distribution of graduates of educational institutions at all levels through employment channels, including those registered as unemployed. The principles allowing to form an efficient system of monitoring the labor market have been allocated. It is defined that the result of monitoring is obtaining the information necessary to make managerial decisions on policy formation in the sphere of employment. An algorithm for monitoring the employment sector in the labor market in Ukraine has been proposed. It is defined that use of multidimensional comparative analysis, in particular the method of taxonometrics, is feasible in building an integral indicator. It is determined that the resulting system of quantitative assessments of the level of employment of the population sets the task of their qualitative interpretation, one of the ways of solving which is the application of desirability functions. Based on the carried out calculations, it is determined that the social indicator had the greatest impact on the employment rate. On the basis of monitoring, the main factors influencing the formation of the labor market in Ukraine are allocated. In developing ways to increase employment of the population, regulating these factors should be considered as a priority. It is proved that monitoring is appropriate to carry out according to the proposed indicators, as they have the greatest impact on the employment rate of the population.
