The purpose of the article is to define the essence of the concept of «economic potential» and analyze the existing methodical approaches to its assessment, also to determine the features of the use ...of the economic potential of the world countries during the formation of their military power. The article considers the approaches of various authors to the definition of the concept of «economic potential». Using the comparison method, similar and distinctive features between the above interpretations are determined. The authors’ own interpretation of the concept of «economic potential» is proposed, which is considered as the available resources of the country, ensuring the achievement of the maximum possible volume of production of military products and products of the defense-industrial complex, which can be used to support and develop the armed forces of the country, to comprehensively ensure the training, prevention and participation in various types of military conflicts. The approaches to determining the structural components of economic potential and methodical approaches to its assessment are analyzed. The carried out analysis proved the lack of a clear methodical approach to assessing the economic potential, which can be used to develop the military power of the countries of the world. It is defined that the methodical approach to assessing the economic potential of the world countries, which is aimed at determining the country’s ability to resist and prevent possible wars or military conflicts, should take into account the resource-based, scientific and innovative readiness of the country. In addition, the main attention should be paid to the possibility of financial support for the country to resist and prevent possible wars or military conflicts, as well as to form the potential of the armed forces capable of withstanding a strong enemy in the conditions of war. It is substantiated that the economic potential of the country should form the following: production capabilities of enterprises producing final products for military purposes; basic branches of military production, supplying in the mode of cooperation components, raw materials, fuel; infrastructure engaged in maintenance of the defense industry (transport, finance, communications, management); export-import potential and the system of foreign economic relations for the supply of military products, in particular weapons, military equipment; conditions for the scientific activity of the country, which is associated with the production of innovative products for military purposes.
The purpose of the study is to establish the peculiarities of operator’s work and the leading factors of the formation of its psychophysiological tension at nuclear power plants in the conditions of ...the threat of social catastrophe in connection with military operations. The study was conducted at the Zaporizhzhya and Khmelnytsky nuclear power plants for the period of 2020-2021. To study the dynamics of the psychophysiological state of operators of nuclear power plants, a verbal-communicative diagnostic method was used to collect information about the operators investigated using Google Form and traditional physiological, psychological and psychophysiological methods. The socio-demographic features of the investigated operators of the block control panel were analyzed. It was established that men only (100%) aged 24-49 and with work experience from 4 to 20 years were among the examined. All surveyed operators (41 people) are residents of the city, with completed higher education and are family members. The methods of psychological (reactive anxiety, mood, activity, mood, attention), physiological (cardiography, blood pressure) and psychophysiological (simple sensorimotor and psychophysical) research methods were used to empirically assess the intensity of activity of the operators of the block control panel of nuclear power plants. There were examined operators, while on duty when control errors and pre-accident situations were recorded. It was established that the psychological, physiological and psychophysiological characteristics of these operators are followed by increased reactive anxiety, decreased indicators of well-being, activity, mood, reduction in functional reserves of the cardiorespiratory system, mental and physical capacity. These indicators are considered as criteria for the development of regulatory measures. It is proposed to take into account not only technological factors, but also the psychophysiological features of operators in the dynamics of their manifestation when developing measures for the optimal selection and personnel placement. The complex of methods for researching the functional state of operators can be used to optimize their professional selection and retraining, which can lead to reducing accidents and costs for professional training. The expected effect is an increase in the efficiency and quality of operator’s activity, the productivity and reliability of the performance of production tasks, an increase in professional longevity, a decrease in rate and occupationally-related morbidity of these specialists.

In 4D printing, an additively manufactured component is given the ability to change its shape or function in an intended and useful manner over time. The technology of 4D printing is still in an ...early stage of development. Nevertheless, interesting research and initial applications exist in the literature. In this work, a novel methodical approach is presented that helps transfer existing 4D printing research results and knowledge into solving application tasks systematically. Moreover, two different smart materials are analyzed, used, and combined following the presented methodical approach to solving the given task in the form of recovering an object from a poorly accessible space. This is implemented by self-positioning, grabbing, and extracting the target object. The first smart material used to realize these tasks is a shape-memory polymer, while the second is a polymer-based magnetic composite. In addition to the presentation and detailed implementation of the methodical approach, the potentials and behavior of the two smart materials are further examined and narrowed down as a result of the investigation. The results show that the developed methodical approach contributes to moving 4D printing closer toward a viable alternative to existing technologies due to its problem-oriented nature.
The article is aimed at developing a methodical approach to the integral assessment of the financial status of communal enterprises using the multidimensional statistical analysis method, since a ...comprehensive assessment of the activities of communal enterprises in the industry, which top the rating, will allow to use their achievements to solve the problems of enterprises-outsiders. It is concluded that the methods of calculating integral indicators presented in the Regulations developed by the NBU and the Ministry of Finance of Ukraine do not adequately reflect the true financial status and level of creditworthiness of enterprises. An approach to the integral assessment of the financial status is proposed, which involves building up a model of an integral index of the financial status of the enterprise; introduction and improvement of the information system for monitoring the financial-economic activities of enterprise; organization of a continuous comprehensive assessment and monitoring the main indicators that characterize the enterprise’s financial potential. The main stages of building up an integral index model using the main component method are described. An integral index, which characterizes the financial status of communal enterprises, is calculated and an industry rating of water supplying communal enterprises is compiled, allowing to respond in a timely manner to the deterioration of financial potential in the development of anti-crisis management solutions for enterprises-outsiders. Further research suggests improving the model through repeated testing for communal enterprises in various industries. This will allow to determine the final set of indicators to form the integral index.
Topicality of research into banking security is justified by growing importance of the banking sector in financing the development of countries and vulnerability to cyclical crises. The purpose of ...the article is to develop a methodology for assessing the security of the banking sector in a crisis. Security is relevant for the banking sector as entrepreneurship. The scientific work proposes a methodical support. The sequential stages of evaluation are identified, such as the formation of a set of indices; determination of characteristic values of indices; normalization of indices; determination of weighting coefficients; calculation of the complex indicator. The set of banking security indices has been expanded to include indices that are important from the point of view of lending to the development of the economy and the economic security of the banking sector. The characteristic values of the proposed indices have been determined. The weighting coefficients of indices are set by an expert method. Methodical support for monitoring is based on the calculation of a complex banking security indicator and determination of its level according to the established gradations. The results indicate the expediency of monitoring and using effective tools to influence the state of banking security to improve its level.
Three dimensional digitization of cultural heritage resources gains a lot of attention from the European Union and the United Nations, which is clearly revealed in current strategic goals and ...financing perspectives. Existing methodological approaches to 3D scanning in a prevailing number of cases assume that the procedure of scanning is performed in places that are closed to tourists, at least for the time of scanning. However, closing an exhibition for tourists or moving an artifact to be scanned is not always possible. Thanks to the long-term experience of the authors with 3D scanning of cultural heritage, the special procedure was designed for small and medium size objects to overcome difficulties expected in such cases. The procedure has been successfully implemented during 3D scanning of objects exhibited in the Silk Road region (on the territory of modern Uzbekistan), as well as objects being parts of wooden sacral architecture of the Maramures region (in Romania). It was revealed that the proposed procedure was successfully allowed to counteract organizational problems during 3D scanning of heritage objects being under continuous display, and that the achieved results of scanning were nevertheless of good quality.
The article describes a methodical approach to assessing the efficiency of labor market regulation in Ukraine, the essence of which is the possibility of conducting a partial and integrated ...assessment, based on the generally accepted cost / income ratio. Differentiated assessment of regulatory effectiveness also provides for different levels of coverage for regulatory entities. One of the important institutional units for labor market regulation is the State Employment Service. The article presents an example of calculating the efficiency of labor market regulation based on a partial subjective evaluation of the State Employment Service. Five key objectives of labor market regulation have been identified, which are one of the stages of evaluation: 1) improving demographics, gender and youth support; 2) structural restructuring of the economy, diversification of employment and reduction of unemployment; 3) reducing the level of shadow employment; 4) payment of social guarantees; 5) regulation of labor relations. The presented methodological approach involves the implementation of 6 stages, in particular the definition of: 1) the goals of labor market regulation; 2) a comparative period to evaluate the effectiveness of regulation; 3) the coverage area of the subjects of regulation; 4) the size of the expenditures for the subjects of regulation; 5) the criterion indicator of assessment, for example - increase in the number of employees, decrease in the number of unemployed, increase in labor productivity, increase in the level of production of gross production, etc .; 6) comparison of revenue and cost parts in the process of evaluating regulatory effectiveness.
The activization of innovative labor of the employed population is an important prerequisite for socio- economic development in Ukraine. In the context of high IT penetration and intellectualization ...of Ukraine’s economy, this innovative type of employment will contribute not only to the realization of the population creative and intellectual potential, but also to the improvement of human capital quality. Therefore, the purpose of this article is to develop a methodical approach to determine the degree of activization of the employed population innovative labor. With this aim in mind, a set of methods was used in the research, such as analysis and synthesis, logical generalization and comparison, taxonomic analysis and formalization. The peculiarity of the developed methodical approach is the ability: to evaluate the initial indicators in a certain time period; to group them into partial indicators reflecting the status and features of innovative work of the employed population at the regional level; to analyze the level of partial indicators with the determination of average values in time and regional aspects; to determine the level of the integral indicator. This will allow, on the one hand, making more structured analysis, and on the other, conducting comprehensive analysis of causes of dynamics for both innovative labor and its components.
Labour migration plays an integral role in the socio-economic development of any country; it affects both the structure and the size, the social and economic spheres of society. Therefore, it is ...necessary to monitor the migration process, because, in the future, it can have a positive impact on the economic growth of the country. The article proposes a model for macro-economic assessment of the volume of youth labor migration in the states of the Eurasian Economic Union (EAEU). The model is based on the ideas of labor migration in the form of a random Markov process with discrete states and continuous time. The chain states are interpreted as the labour market of the youth of the respective EAEU states, and the transition rates reflect the attractiveness of these markets for young people from different states. This made it possible to take into account the inherent uncertainty and inertia in the process of youth migration.
