How do modern states emerge from the turmoil of undergoverned spaces? This is the question Reo Matsuzaki ponders in Statebuilding by Imposition. Comparing Taiwan and the Philippines under the ...colonial rule of Japan and the United States, in the late nineteenth and early twentieth centuries, he shows similar situations produce different outcomes and yet lead us to one conclusion.
Contemporary statebuilding efforts by the US and the UN start from the premise that strong states can and should be constructed through the establishment of representative government institutions, a liberalized economy, and laws that protect private property and advance personal liberties. But when statebuilding runs into widespread popular resistance, as it did in both Taiwan the Philippines, statebuilding success depends on reconfiguring the very fabric of society, embracing local elites rather than the broad population, and giving elites the power to discipline the people. In Taiwan under Japanese rule, local elites behaved as obedient and effective intermediaries and contributed to government authority; in the Philippines under US rule, they became the very cause of the state's weakness by aggrandizing wealth, corrupting the bureaucracy, and obstructing policy enforcement. As Statebuilding by Imposition details, Taiwanese and Filipino history teaches us that the imposition of democracy is no guarantee of success when forming a new state and that illiberal actions may actually be more effective. Matsuzaki's controversial political history forces us to question whether statebuilding, given what it would take for this to result in the construction of a strong state, is the best way to address undergoverned spaces in the world today.

The nationalist ideal of self-rule gradually diffused over the world and delegitimized empire after empire. Nationalists created nation-states wherever the power configuration favored them, often at the end of prolonged wars of secession. The elites of many of these new states were institutionally too weak for nation-building and favored their own ethnic communities. Ethnic rebels challenged such exclusionary power structures in violation of the principles of self-rule, and neighboring governments sometimes intervened into these struggles over the state. Waves of War demonstrates why nation-state formation and ethnic politics are crucial to understand the civil and international wars of the past 200 years.
During the late nineteenth and early twentieth centuries, the federal government sought to forcibly assimilate Native Americans into American society through systematized land allotment. InSustaining ...the Cherokee Family, Rose Stremlau illuminates the impact of this policy on the Cherokee Nation, particularly within individual families and communities in modern-day northeastern Oklahoma.Emphasizing Cherokee agency, Stremlau reveals that Cherokee families' organization, cultural values, and social and economic practices allowed them to adapt to private land ownership by incorporating elements of the new system into existing domestic and community-based economies. Drawing on evidence from a range of sources, including Cherokee and United States censuses, federal and tribal records, local newspapers, maps, county probate records, family histories, and contemporary oral histories, Stremlau demonstrates that Cherokee management of land perpetuated the values and behaviors associated with their sense of kinship, therefore uniting extended families. And, although the loss of access to land and communal resources slowly impoverished the region, it reinforced the Cherokees' interdependence. Stremlau argues that the persistence of extended family bonds allowed indigenous communities to retain a collective focus and resist aspects of federal assimilation policy during a period of great social upheaval.
What drives a state's choice to assimilate, accommodate or exclude ethnic groups within its territory? In this innovative work on the international politics of nation-building, Harris Mylonas argues ...that a state's nation-building policies toward non-core groups - individuals perceived as an ethnic group by the ruling elite of a state - are influenced by both its foreign policy goals and its relations with the external patrons of these groups. Through a detailed study of the Balkans, Mylonas shows that how a state treats a non-core group within its own borders is determined largely by whether the state's foreign policy is revisionist or cleaves to the international status quo, and whether it is allied or in rivalry with that group's external patrons. Mylonas injects international politics into the study of nation-building, building a bridge between international relations and the comparative politics of ethnicity and nationalism.
This book examines the ethical controversies that have surrounded the design and conduct of international medical research sponsored by industrialized countries or industry, and carried out in ...developing countries. The chief concern is that research subjects in developing countries may be exploited because sponsors of research employ double standards. One debate focuses on whether the standard of care provided to subjects of medical research in developing countries should be the same as what research subjects receive in North America and Europe. Other concerns are whether the process of obtaining informed consent in developing countries is adequate, and whether prior ethical review of research meets standards that are well established in the industrialized world. Recent international developments show that essential medications can be made affordable and accessible to developing countries, and that double standards need not prevail.
State Building in Latin America diverges from existing scholarship in developing explanations both for why state-building efforts in the region emerged and for their success or failure. First, Latin ...American state leaders chose to attempt concerted state-building only where they saw it as the means to political order and economic development. Fragmented regionalism led to the adoption of more laissez-faire ideas and the rejection of state-building. With dominant urban centers, developmentalist ideas and state-building efforts took hold, but not all state-building projects succeeded. The second plank of the book's argument centers on strategies of bureaucratic appointment to explain this variation. Filling administrative ranks with local elites caused even concerted state-building efforts to flounder, while appointing outsiders to serve as administrators underpinned success. Relying on extensive archival evidence, the book traces how these factors shaped the differential development of education, taxation, and conscription in Chile, Colombia, Mexico, and Peru.

Does democracy promote the creation of market economies and robust state institutions? Do state-building and market-building go hand in hand? Or do they work at cross-purposes? This book examines the ...relationship between state-building and market-building in 25 post-communist countries from 1990 to 2004. Based on cross-national statistical analyses, surveys of business managers, and case studies from Russia, Bulgaria, Poland, and Uzbekistan, Timothy Frye demonstrates that democracy is associated with more economic reform, stronger state institutions, and higher social transfers when political polarization is low. But he also finds that increases in political polarization dampen the positive impact of democracy by making policy less predictable. He traces the roots of political polarization to high levels of income inequality and the institutional legacy of communist rule. By identifying when and how democracy fosters markets and states, this work contributes to long-standing debates in comparative politics, public policy, and post-communist studies.
Latin American State Building in Comparative Perspective provides an account of long-run institutional development in Latin America that emphasizes the social and political foundations of ...state-building processes. The study argues that societal dynamics have path-dependent consequences at two critical points: the initial consolidation of national institutions in the wake of independence, and at the time when the 'social question' of mass political incorporation forced its way into the national political agenda across the region during the Great Depression. Dynamics set into motion at these points in time have produced widely varying and stable distributions of state capacity in the region. Marcus J. Kurtz tests this argument using structured comparisons of the post-independence political development of Chile, Peru, Argentina and Uruguay.
