Payment for Ecosystem Services (PES) is becoming increasingly popular as a way to manage ecosystems using economic incentives. The environmental economics approach to PES tries to force ecosystem ...services into the market model, with an emphasis on efficiency. The ecological economics approach, in contrast, seeks to adapt economic institutions to the physical characteristics of ecosystem services prioritizing ecological sustainability and just distribution and requiring a transdisciplinary approach. This paper summarizes the results of a participatory “atelier” workshop held in Costa Rica. We developed a set of principles (the Heredia Declaration) for PES systems and report on evolving initiatives in several countries. We discuss how the distinction between ecosystem goods (which are stock-flow resources) and ecosystem services (which are fund-service resources) and the physical characteristics of the fund-services affect the appropriate institutional form for PES. We conclude that PES systems represent an important way to effectively manage fund-service resources as public goods, and that this represents a significant departure from conventional market institutions.

AIM: To provide high‐resolution local, regional, national and global estimates of annual mangrove forest area from 2000 through to 2012 with the goal of driving mangrove research questions pertaining ...to biodiversity, carbon stocks, climate change, functionality, food security, livelihoods, fisheries support and conservation that have been impeded until now by a lack of suitable data. LOCATION: Global, covering 99% of all mangrove forests. METHODS: We synthesized the Global Forest Change database, the Terrestrial Ecosystems of the World database and the Mangrove Forests of the World database to extract mangrove forest cover at high spatial and temporal resolutions. We then used the new database to monitor mangrove cover at the global, national and protected area scales. RESULTS: Countries showing relatively high amounts of mangrove loss include Myanmar, Malaysia, Cambodia, Indonesia and Guatemala. Indonesia remains by far the largest mangrove‐holding nation, containing between 26% and 29% of the global mangrove inventory with a deforestation rate of between 0.26% and 0.66% per year. We have made our new database, CGMFC‐21, freely available. MAIN CONCLUSIONS: Global mangrove deforestation continues but at a much reduced rate of between 0.16% and 0.39% per year. Southeast Asia is a region of concern with mangrove deforestation rates between 3.58% and 8.08%, this in a region containing half of the entire global mangrove forest inventory. The global mangrove deforestation pattern from 2000 to 2012 is one of decreasing rates of deforestation, with many nations essentially stable, with the exception of the largest mangrove‐holding region of Southeast Asia. We provide a standardized spatial dataset that monitors mangrove deforestation globally at high spatio‐temporal resolutions. These data can be used to drive the mangrove research agenda, particularly as it pertains to monitoring of mangrove carbon stocks and the establishment of baseline local mangrove forest inventories required for payment for ecosystem service initiatives.

Eco-compensation is the most important form of compensatory conservation in China. However, this compensatory mechanism is criticized for vague definition and massive government participation. For ...better understanding of eco-compensation in China, this paper compares theories and practices of compensatory mechanisms in China and abroad. The analysis of theoretical backgrounds shows that eco-compensation in China is a combination of ‘ecological compensation’ and ‘payments for ecosystem services’. Ten compensatory projects in China and abroad are assessed to reveal characteristics and problems of eco-compensation in China. The results show that compensatory projects in China lagged behind mature foreign compensatory projects in clarity of property rights, responsibility fulfillment, executive efficiency, effectiveness, sustainability and equality. The massive participation of the government is the major reason for the poor performance of compensatory projects in China. However, government participation is necessary at the present stage in China for the income gap and beneficiaries' low willingness to pay. For the improvement of eco-compensation in China, suggestions are given on the choice of non-market valuation methods, the creation of property rights and the establishment of market mechanisms.

Payments for ecosystem services (PES) gained an increasing importance in science and politics within the last decades. Although the enthusiasm about PES is particularly high in Environmental ...Economics, opponents criticize the market-based character of PES and the associated commodification as well as privatization trends. By means of a systematic literature review we aim at shedding light on the complex and controversial debate about how to define commodification and related privatization processes and how they are linked to PES outcomes. We do so by setting a particular focus on the potentials and challenges of community-based and collective PES (C-PES), also in contrast to PES targeting land under private land tenure (P-PES). Our results reveal that C-PES show promising results when targeting local communities with a high level of social capital. However, there is a lack of studies that systematically assess the relations between different degrees of commodification and the ecological and social outcome of PES programs. For this reason, we provide a new conceptual framework of commodification by highlighting two interrelated spheres, where PES-related commodification processes take place: The first sphere relates to the commodification of ES-providing land, which greatly depends on the land tenure regime in place. The second sphere addresses the commodification of ecosystem services (ES). Our review indicates that C-PES show rather low degrees of commodification in the first sphere because the ES-providing land is often less embedded into private land markets. This is due to often missing alienation rights, more complex decision-making processes, and a potentially lower profit-orientation of the landowners. Empirical long-term studies are needed to investigate changes in both spheres of commodification over time, their potential interactions, and how they affect the outcome of C-PES and P-PES programs.

Payments for ecosystem services (PES) is an effective policy in conserving ecosystem services and is increasingly applied globally. The concept of PES was firstly defined in 2005, researches with various terminologies, concepts, and practices emerged since then. This paper analyzed the research patterns of PES studies through bibliometric methods, with a special focus on the trends of terminology, location (geographical research hotspot), types of PES, and PES effectiveness evaluation based on author keywords analysis. The results showed that PES started to receive considerable academic attentions from 2005, and the number of PES publications have relatively kept an increasing trend since then. The most influential journal, country, research organization, and author were Ecological Economics, USA, Chinese Academy of Sciences (CAS, China), and Dr. Wunder. Further analysis revealed that there were various terminologies in PES studies, notably “ecological compensation” and “eco-compensation” (EC) were primarily adapted by Chinese research community. China was the geographical research hotspot and developing countries (Vietnam, Mexico, and Brazil) have received growing academic interests in last decade. “Forest and Carbon” PES was the most concerned types of PES in last five years. There were 125 articles evaluated the effectiveness of empirical PES initiatives, and the majority focused on the social aspect. We proposed two suggestions for future research: (1) adapting EC as an alternative term for PES studies because of its inclusiveness and representation of empirical practices; (2) enhancing integrated evaluation of PES programs to achieve multiple benefits.

We adopt a theory-based approach to synthesize research on the effectiveness of payments for environmental services in achieving environmental objectives and socio-economic co-benefits in varying contexts. Our theory of change builds on established conceptual models of impact pathways and highlights the role of (1) contextual dimensions (e.g., political, institutional, and socio-economic conditions, spatial heterogeneity in environmental service values and provision costs, and interactions with pre-existing policies), and (2) scheme design (e.g., payment type and level, contract length, targeting, and differentiation of payments) in determining environmental and socio-economic outcomes. To shed light on the overall effectiveness of payment schemes, and its determinants, we review counterfactual-based empirical evaluations, comparative analyses of case-studies, and meta-analyses. Our review suggests that program effectiveness often lags behind the expectations of early theorists. However, we also find that theory has advanced sufficiently to identify common reasons for why payment schemes fail or succeed. Moreover, payment schemes are often rolled out along with other policy instruments in so-called policy mixes. Advances in theory and evaluation research are needed to improve our understanding of how such policy mixes interact with the targeted social-ecological systems.

Payment for ecosystem services (PES) program contracts include penalties for non-performance to ensure that these programs receive the environmental benefits they have been paying for. The standard ...penalty structure in PES programs requires participants to pay back all program payments received if the contract is terminated before the end of the contract lifetime. We derive the optimal non-completion penalty structure, which decouples the penalty from payments received. In contrast to the backward-looking standard penalty, the optimal penalty is forward-looking and equals the principal's net future environmental benefits lost due to contract non-completion. The optimal penalty thus falls over the life of the contract, in contrast to the standard penalty, which rises over the life of the contract. A numerical policy simulation with heterogeneous agents based on features in federal agricultural conservation programs in the United States suggests that the optimal penalty structure can increase realized net environmental benefits significantly. Our results suggest that performance of most kinds of PES programs can be enhanced by decoupling non-completion penalties from payments and by adjusting how penalties vary over contract lifetimes.

Landslides cause billions of dollars (USD) in damage and hundreds of life losses every year in mountainous areas globally, and these effects are exacerbated by climate change and increased human ...occupation of vulnerable areas. In many mountainous regions forests deliver slope stability, helping to prevent landslides. However, forests are progressively converted into other land uses in many mountainous regions. In this study, we focus on the Colombian Andes, the most populated and deadly landslide-prone part of Colombia. We aim to determine the difference in frequency of landslides from forested and non-forested areas, and subsequently, quantify the potential costs and benefits of protecting forest and of restoring forest from agricultural lands. To that end, we combine economic data with geographical information related to public and private infrastructure, land use, and landslide susceptibility. Analyzing the national landslide database of Colombia, we established that landslides are almost six times (581%) more likely to occur on non-forested lands than on forested lands. From an economic perspective, by preventing landslides, forests provide a net benefit through the provision of slope stability services. Our most conservative estimates indicate it is 16 times more cost-effective to promote forest corridors, via conservation or reforestation along roads by paying farmers and cattle herders their opportunity costs, than for the public to pay the expected value of landslide damage. Our analysis provides strong evidence that vegetated hillsides can provide a cost-effective ecosystem service approach to mitigate economic losses due to landslides in one of the world's most landslide prone areas.

Water security represents ecological security and a policy priority for sustainable development; however, un-gridded assessment results cannot be used to support urban environmental management ...decisions. This study proposes a systematic framework to obtain a gridded regional water security assessment, which reflects the regional natural resource, based on the index system derived from the Pressure-State-Response (PSR) model and the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model. The results were applied to sustainable water management. Using 15 key cities in the Yangtze River Delta (YRD) region as a case study to apply the methodology, we found that the comprehensive water security was relatively high and high-value areas were widely distributed, accounting for about two-thirds of the study area. Low-value areas were mainly distributed in central and eastern regions, such as Shanghai, Suzhou, and Nanjing. There was evidence of a water resource shortage during the twelve-month period studied, particularly in August. The proportions of comprehensive water security in each administrative unit and the differences between simulated and target water quality could be used in the spatial planning and the exploration of payments for ecosystem services (PES) mechanism in county-level or smaller administrative units. Despite the premise requirement and the grid resolution problems of the InVEST model, it can be concluded that our assessment method proves capable of matching spatial and temporal differences in water supply and demand at a fine scale, and results can be used to supply useful information for urban management decision making.

Concerns with distributional justice invariably arise in environmental governance, especially in the conservation and management of common-pool resources. These initiatives generate an array of costs and benefits that are typically heterogeneously distributed. Distribution of these impacts in a way that is considered fair by local stakeholders is not only a moral imperative, but instrumental to achieving social and ecological success given perceived unfairness fosters conflict and undermines cooperation. However, understandings of local stakeholders’ conceptions of distributional fairness are rare because research often assesses distributional outcomes based on tacit assumptions about what constitutes fairness (e.g. equality). We examine what local stakeholders consider distributional fairness with respect to monetary benefits arising from a collective payment for ecosystem services scheme in a co-managed marine protected area in Fiji. In six villages associated with the co-managed marine protected area, we elicited individuals’ fairness judgements of five distributional justice principles: equality, need, and three forms of proportionality based on customary rights, fisheries opportunity-costs, and involvement in co-management. We examine how fairness judgements are associated with socio-demographic characteristics indicative of key identities, thereby building on socially-aggregated approaches typical of the nascent literature on perceived fairness. We find the rights-based principle was considered the ‘most fair’ and the opportunity-costs principle the ‘least fair’. Our findings challenge prevailing understandings of distributional justice in conservation and commons management, which favour the principles of equality or opportunity-cost. We also find that education was significantly positively related to fairness judgements of all principles, whilst wealth was significantly related to the equality and the opportunity-based principles. These results provide insights into how fairness judgements could be influenced by key elements of current social change in the Global South (e.g. increasing formal education, market engagement and wealth accumulation). Overall, our results suggest that fair environmental governance requires explicit identification of distributional fairness conceptions of those most affected by such initiatives, especially in a context of increasing globalisation of conservation knowledge and practice.
