This paper analyses the scientific activity related to open science in Spain and its influence on public policy from a bibliometric perspective. For this purpose, Spanish centres' projects and ...publications on open science from 2010 to 2020 are studied. Subsequently, policy documents using papers related to open science are analysed to study their influence on policymaking. A total of 142 projects and 1491 publications are analysed, 15% of which are mentioned in policy documents.The publications cited in policy documents display high proportions of international collaboration, open access publication and publication in first-quartile journals. The findings underline governments’ leading role in the implementation of open science policies and the funding of open science research. The same government agencies that promote and fund open science research are shown to use that research in their institutional reports, a process known as knowledge flow feedback. Other non-academic actors are also observed to make use of the knowledge produced by open science research, showing how the open science movement has crossed the boundaries of academia.

Policy documents have become increasingly valuable in the field of bibliometrics because they contain important information such as the intentions and behaviors of policymakers. Policy instruments are the central elements of policy documents; therefore, identifying core policy instruments can help researchers in the field better understand the important methodological measures taken by government organizations to achieve specific economic or social goals. However, existing identification methods often focus on the effectiveness of a policy instrument along one dimension (e.g., economic indicators), while ignoring the relationship between individual policy instruments. This paper attempts to fill this gap by designing a network-based framework incorporating structural holes theory to identify the core policy instruments implied in the policy documents. We first identify “policy target-policy instrument” patterns in relevant policy documents and then establish a “policy target-policy instrument” network that maps onto real-world policy systems. Finally, using structural holes theory, we identify core policy instruments and analyze the policy mix system upon this basis. We use China’s nuclear energy policy as a case study to evaluate the proposed approach. Our proposed method is useful for quantitatively analyzing complex policy systems and for identifying core policy instruments and targets within them.

In this short communication, we provide an overview of a relatively newly provided source of altmetrics data which could possibly be used for societal impact measurements in scientometrics. Recently, ...Altmetric—a start-up providing publication level metrics—started to make data for publications available which have been mentioned in policy-related documents. Using data from Altmetric, we study how many papers indexed in the Web of Science (WoS) are mentioned in policy-related documents. We find that less than 0.5% of the papers published in different subject categories are mentioned at least once in policy-related documents. Based on our results, we recommend that the analysis of (WoS) publications with at least one policy-related mention is repeated regularly (annually) in order to check the usefulness of the data. Mentions in policy-related documents should not be used for impact measurement until new policy-related sites are tracked.

The future is rarely problematised in education even though it is self-evident in everyday schoolwork and present also in the management of education. However, we should understand how different ...future visions influence our understanding of education. In this paper, we apply rhetorical analysis and study how the future of education is rhetorically constructed in Finnish policy texts. Also, we analyze the special characteristic of Finnish future visions, which are based on the idea of Finnish education being top-notch. We focus explicitly on the idea of knowledge and its future relations in school education. In our data, the current school is rhetorically contrasted with the future one. This hastens the need to modernize Finnish school system. This view is reinforced by the needs of the economy and working life. Pathos is frequently used as a rhetorical strategy. Finns are warned about remaining in the past and obliged to change their education immediately. Future visions of Finnish education seem to be limited only to positive aspects.

This paper reviews and analyzes the Norwegian Ministry of Education and Research’s Action Plan for Digitalization in Primary and Secondary Education and Training (AP20). Policy papers are often ...intended for administrative levels, but will also be perceived as guidance and recommendations for educators. The purpose of this paper is to examine the kind of support and guidelines AP20 gives to educators. This is done by partly investigating the plan’s action steps and priorities. However, AP20 will also be compared with other Ministry documents, in order to look for inner consistency across documents. Finally, AP20’s suggestions, action steps, and view of digitalization, will be briefly evaluated in respect to how digitalization naturally occurs and materializes in current and future-oriented educational practices, to determine its ecological validity. The analysis revealed that AP21 is somewhat ambiguous as to its purpose and intended audience. It comes across as rather instrumental: addressing infrastructure, resources, and skills. While this can be explained as being due to its primary aims, scope and audience, it cannot escape the larger educational and pedagogical perspectives, including epistemologies, to be relevant for policies and practices, administration and epistemic work. Thus, there is a need for clarification in future versions.
People-Centered Early Warning Systems (PCEWSs) is thought to be low-cost but effective, however, existing studies fail to discuss the basic characteristics of PCEWSs, how a PCEWSs should be built, ...and the extensible applications of PCEWSs. This study aims for making a significant contribution to the literature through the analysis of the PCEWSs trajectory of and fundamental shifts in policy pertaining to PCEWSs in the disaster domain in China. By using bibliometric analysis of policy documents, this study presents a comprehensive review of China's PCEWS policy system from 1977 to March 2020, which focuses on various types of disasters. The characteristics of policies and the contributing factors of the policy changes in each of the four phases are discussed in depth. Four main tendencies of PCEWSs are identified. This study provides a quantitative foundation for understanding the dynamic policy changes in China's PCEWSs and certain experience includes the disaster characteristics that PCEWSs are suitable to get involved, the orientation that experience and technology should be combined and multi agent participation which calls for more emphasis may serve as a basis for exploring the potential pathways to the effective PCWSs in other countries and regions.

Security and defence policy documents have sparked academic interest since their publication has become a common international practice in the 1990s. Yet, broad comparisons across time and countries ...have been scarce. This article presents information from a new dataset on security and defence documents published by OECD countries. Specifically, we analyse what type of documents were published by each country between 1990 and 2019, which security concerns they identify, and what level of importance is given to different agendas of security and defence. The dataset reveals an unexpected level of diversity, including an apparent lack of a common framework even among countries belonging to NATO or the European Union. In terms of content, there was a recent recurrence of traditional security topics, along with the prominence of some newer ones. Overall, the documents reveal a surprising lack of consistency and completeness with regards to provisions for policy execution.

This paper focuses on the subfield of Public-Private Partnership (PPP), and explores the relationship between policy uncertainty and firm-level investment. Based on the analysis of 905 central-level ...documents, one novel contribution of this paper is to construct an index of PPP policy uncertainty. We find evidence supporting that the gambling between central government departments is the main cause of policy uncertainty, which further leads to less investment by firms. Compared with other traditional indexes, the construction based upon policy text sheds light on risk management.

Through a qualitative hermeneutic phenomenological study, I examined the intersection of document analysis, sensemaking and policy implementation, that revealed rich descriptions of situated policy ...contexts and nested working practices where policy actors from Ontario, Canada, and England, UK, translated and used career guidance policy documents. The different job roles of the study participants in Ontario and England influenced complex and differentiated activity during policy implementation, and underlined 25 very individual approaches to translating and using policy documents to support career provision decision-making in participating schools. Implications for future work include roles of all stakeholders as policy actors, opportunities for forming networks to source and access documents, and creating learning conversations to understand policy.
