Police officers who belong to the General Police Directorate of Republic of Serbia, in addition to the numerous powers and tasks they perform, based on the Law on Police, have the obligation to ...participate in protection and rescue operations. Besides the aforementioned law, the police are recognized as a part of the protection and rescue forces by the Law on Risk Reduction and Emergency Management. The role of the police in emergency situations is very important, and the scope of work of the police officers is expanding over time and becoming more and more diverse, and thus more complex. The police engages in the execution of tasks aimed at the security protection of citizens’ property and lives, such as rescue and evacuation from endangered areas, providing first aid, delivery of food, medicine, etc.
At the beginning of the 21st century, the security paradigm (challenges, threats, processes and institutions), compared to the past, has gained significant new features. Under these conditions, the ...significant objective factors that determine the reality of security (geostrategic, security, environmental, etc. . .) has basically changed. Obviously, the security environment has become unpredictable and uncertain, and the main feature of this environment is the complexity of the threats to security. In other words, the connection, interference, and mutual effect of military and non-military threats to security are getting higher and higher. (e.g. ethnic conflicts, crime, natural and other disasters, terrorism, environmental threats, etc.). Thus, the text presents an analysis of the security paradigm and challenges in the view of the relationship between crisis management and the system for protection and rescue in the Republic of Macedonia. The main focus of research is on this crucial relationship between two immensely important elements of the security system and to give an answer to the central question if there is synergy or rivalry between them.
Sustainable, efficient, and effective protection and rescue management is pri marily dependent on the adequate allocation of the necessary financial resources in order to plan and act in cases of ...expected/unexpected hazards, risks, accidents and natural and other disasters. So, this paper assesses funding for disasters management at different levels of government in Bosnia and Herzegovina. Researchers referred to International Standards of Supreme Audit Institutions 5510 - The audit of disaster risk reduction to obtain responses which were subsequently tested by Kruskal-Wallis, Mann-Whitney U, Descriptive statistics, Ordered logit regression, and Spearman R correlation. The findings confirmed that disaster funds haven’t been adequately allocated to different levels of government in Bosnia and Herzegovina.

Protection and rescue, as one of the core missions of the civil defense, has its special place in the defense system in the Republic of Serbia. It is carried out on the basis of the adopted laws and ...bylaws through the established system of protection and rescue of people, protection and safeguarding of material and cultural goods, and environment protection. It is implemented by the civil defense assets, primarily through preventive actions and the implementation of effective measures and activities aimed at preserving protecting and improving the safety of citizens, society and state. The paper deals with the protection and rescue system in the Republic of Serbia through normative and legal regulations, with special emphasis on the place and role of the civil defense assets.
Local governments, in accordance with the Law on Emergency Situations, the Law on Local Self-Government, and other regulations, regulate the operation of the protection and rescue system within the ...territory of their jurisdiction, defining: the subjects of protection and rescue; responsibilities of the municipality; inclusion of qualified entities and their activation in the system; the role of citizens, associations of citizens and other organizations; coordination and management of protection and rescue in emergency situations; personal, mutual and collective protection; implementation of measures and tasks of civil protection; appointment of commissioners and deputy commissioners; forming of civil protection general purpose units; functioning of the public warning system; installation of sirens; training and preparation; planning and programming; financing of the protection and rescue system; assessment of damages; honors and awards, and other issues important to the organization and functioning of the civil protection. The paper deals with the place and role of local governments in the protection and rescue system, focusing on the organization and preparation of assets and resources for acting in emergency situations.
Politics and State Building in Solomon Islands examines a crisis moment in recent Solomon Islands history. Contributors examine what happened when unrest engulfed the capital of the small Melanesian ...country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country’s volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for ‘cooperative intervention’ in ‘failing states’ worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of ‘cooperative intervention’ as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in ‘failed’ and ‘failing’ states.
