From 2021, cosmetic products are subject to technical regulation of the Ministry of Health, which is responsible for ensuring the implementation of Technical Regulations, approval of guidelines for ...their application, national standards in accordance with the requirements of Technical Regulations. It was adopted in early 2021. For the first time in Ukraine, the technical regulations for cosmetic products apply to cosmetic products the principles of technical regulation, powers to comply with which are vested in the relevant Ministry of Health.
The aim of this work is to develop a methodology for implementing the Technical Regulations for cosmetic products as an object of authority of the Ministry of Health.
As research materials the processes of technical regulation of cosmetic products are studied, logical, investigation methods of research, and also a method of the content analysis are used.
Results. An analysis of the practice of regulating the circulation of cosmetic products in a number of foreign countries, identified and systematized potential risks in the implementation of the principles of its technical regulation. Based on the analysis of causal relationships in the process of implementing the requirements of the Technical Regulations for cosmetic products, the methodology of its practical application is proposed.
Conclusions. The tendencies of regulatory policy in relation to cosmetic products in a number of foreign states and Ukraine are established. The analysis of the main provisions of the Technical Regulations for cosmetic products is carried out and the methodology of its introduction is developed

Abstract
The main activities and results of the energy efficiency component of the regional project ‘Quality Infrastructure for Renewable Energy and Energy Efficiency in Latin America and the ...Caribbean’ are presented. This project was implemented by the Organization of American States (OAS), the Inter-American System of Metrology (SIM), the Pan American Standards Commission (COPANT), the Inter-American Accreditation Cooperation (IAAC), and the Physikalisch-Technische Bundesantalt (PTB). The main objective of its energy efficiency component consisted in improving the regional quality infrastructure for energy efficiency of household appliances.
Safety in any sphere of life is of decisive importance for ensuring the protection of the life and health of citizens, preserving property values, ensuring socio-economic development and is the ...subject of legal regulation. Regulatory security is an important element of ensuring the stability and sustainability of society and the state. Its goal is to create a safe environment for the life and activities of citizens, protect national security and ensure sustainable development of the country. Legal norms governing security issues in the Russian Federation are enshrined in various branches of law and are regulated by many laws, codes, Presidential decrees, Government resolutions and other government regulations. Some of these documents are fragmentary in nature, deal with private security issues and create local, isolated from each other disparate arrays of legal norms on certain types of security that relate to different branches of law, some partially duplicate each other or even contradict each other. At the same time, in some of the most important areas of security, there are no necessary federal laws and they are regulated by secondary legal acts - presidential decrees and government decrees. The article analyzes the state of regulatory and legal support for security and the preliminary results of reforms in the system of technical regulation and control and supervisory activities (“regulatory guillotine”). Their main shortcomings are identified and options for eliminating them are proposed.
The scientific article defines the methodological aspects of conducting a forensic commodity examination of furniture products, outlines the theoretical and practical problems of commodity research ...of furniture products, reveals the commodity characteristics of furniture and its defects, and proposes a systematisation of information data on the peculiarities of conducting a forensic commodity examination of furniture products with regard to the characteristic defects of goods. The stages of forensic examination of furniture are presented.
The main identification tasks of a commodity expertise are to determine the type, name and assortment group of the product; what materials and components were used in its manufacture; what technology was used to manufacture the furniture product; whether the design parameters and consumer properties of the product under investigation correspond to those stated in the regulatory and technical documentation.
The peculiarity of a trade examination of any product is that a defect may arise both through the fault of the manufacturer (seller) and the fault of the buyer (consumer). In practice, there are cases of fraud on the part of companies and individuals, for example, when users intentionally damage parts or components of a product in order to return a product under warranty and receive monetary compensation for an allegedly defective product. This is also relevant for foreign trade agreements, when, by spoiling the delivered goods, the counterparty seeks to receive liquidated damages after termination of the contract, and further, material compensation for lost income according to the arbitration court decision.
The article reveals the peculiarities of conducting a forensic commodity examination of furniture products, systematizes the characteristic defects of goods that are most often detected by experts, presents some stages of conducting a forensic commodity examination of furniture. Recommendations regarding furniture quality assessment for participants in external economic activity, expert organizations and consumers are also provided.

These bioimplants can completely replace defective tissue or organs, and when manufactured with strict protocols and quality control measures, can be safe and effective for therapeutic applications. The process of manufacturing bioimplants involves various risks that need to be assessed and mitigated with ongoing monitoring and evaluation necessary to ensure the highest standards of quality. Overall, this study was successfully evaluated the requirements for introducing a new medical device into practice and created a technical file that meets all necessary documentation for certification.
Thermal runaway of single cells within a large scale lithium-ion battery is a well-known risk that can lead to critical situations if no counter measures are taken in today’s lithium-ion traction ...batteries for battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEV) and hybrid electric vehicles (HEVs). The United Nations have published a draft global technical regulation on electric vehicle safety (GTR EVS) describing a safety feature to warn passengers in case of a thermal runaway. Fast and reliable detection of faulty cells undergoing thermal runaway within the lithium-ion battery is therefore a key factor in battery designs for comprehensive passenger safety. A set of various possible sensors has been chosen based on the determined cell thermal runaway impact. These sensors have been tested in different sized battery setups and compared with respect to their ability of fast and reliable thermal runaway detection and their feasibility for traction batteries.
As a result of the analysis of the methods of quantitative and qualitative assessment of the degree of risk, the theoretical and probabilistic approach of Professor V.V. Stolyarov was chosen to ...assess technical and environmental risk, based on the probabilistic nature of the parameters studied, in relation to road facilities.The allocation of risks within functional subsystems makes it possible to more accurately determine the ways of risk management in practice. As a characteristic of the degree of danger of a road section, the total risk is used as a complex indicator that can occur on this section under the combined influence of all road parameters simultaneously. Along with the discussion of the concepts of risk, the concept of guarantee is introduced. The concepts of guarantees and risks are introduced on the basis of a random variable distribution graph using the example of a normal distribution. In addition to the technical component of the risk, its economic component is also considered.
The United Nations Economic Commission for Europe Global Technical Regulation (GTR) Number 13 (Global Technical Regulation on Hydrogen and Fuel Cell Vehicles) is the defining document regulating ...safety requirements in hydrogen vehicles, and in particular, fuel cell electric vehicles (FCEVs). GTR Number 13 has been formally adopted and will serve as the basis for the national regulatory standards for FCEV safety in North America (led by the United States), Japan, Korea, and the European Union. The GTR defines safety requirements for these vehicles, including specifications on the allowable hydrogen levels in vehicle enclosures during in-use and post-crash conditions and on the allowable hydrogen emissions levels in vehicle exhaust during certain modes of normal operation. However, in order to be incorporated into national regulations, that is, to be legally binding, methods to verify compliance with the specific requirements must exist. In a collaborative program, the Sensor Laboratories at the National Renewable Energy Laboratory in the United States and the Joint Research Centre, Institute for Energy and Transport in the Netherlands have been evaluating and developing analytical methods that can be used to verify compliance with the hydrogen release requirements as specified in the GTR.
•Three specific requirements within GTR – 13 were identified that regulate hydrogen levels within or around fuel cell electric vehicles.•A thermoconductivity sensor can survive vehicle crash test and to verify compliance to the feul system integrity requirements for either H2 or He.•A low-cost sensor-based measurement system is under development to verify compliance to tailpipe emissions requirements specified in the GTR.
