Predmet su rada funkcije odjelnih predstojnika u Zemaljskoj vladi za Hrvatsku i Slavoniju u razdoblju od osnivanja Zemaljske vlade 1869. godine pa sve do raspada Austro-Ugarske Monarhije 1918. ...godine. U sklopu istraživanja, analiziran je relevantan normativni okvir te personalne promjene na funkcijama odjelnih predstojnika. Autor je u radu pokazao da je kod funkcija odjelnih predstojnika riječ o funkcijama kod kojih su se ispreplitali elementi upravne i dužnosničke funkcije. Pri tome je naglasio da je dužnosnički element naročito vidljiv kod funkcije odjelnog predstojnika za unutarnju upravu koji je ujedno bio i zamjenik bana.
The functions of heads of departments in the Provincial Government for Croatia-Slavonia in the period from formation of the Government in 1869 until dissolution of the Austro-Hungarian Monarhcy in 1918 are dealt with in this paper. The author has analyzed relevant legal regulations and personal changes in the positions of heads of departments. The author has pointed out that the functions of heads of departments were marked by the interweaving of administrative and political elements so the functions can not be defined purely as only administrative. Moreover, the author has specifically emphasized that the political element was mostly evident in relation to the function of head of department of internal affairs who parallelly in specific cases acted as deputy of the Croatian Ban.

If childhood is a paradise lost, a true emanation of the wondrous, and city, in a sense, the centre of the world, a cosmos preserving the palimpsestic traces of the past, while at the same time being also adjustable to personal yearnings, then dream denotes ‘the end’ of the familiar reality and ‘the beginning’ of some other, fantastic or surreal reality, subject to different laws and logic, but equally true and crucial to our existence.
From the Five Star Movement to Podemos, from the Pirate Parties to La France Insoumise, from the movements behind Bernie Sanders to those backing Jeremy Corbyn, the last decade has witnessed the rise ...of a new blueprint for political organisation: the digital party. Paolo Gerbaudo addresses the organisational revolution that is transforming political parties in the time of Facebook, Twitter, Instagram, and Cambridge Analytica. Drawing on interviews with political leaders and organisers, Gerbaudo demonstrates that besides rapidly growing in votes, these formations have also revitalised party democracy, involving hundreds of thousands in discussions carried out on online decision-making platforms. Participatory, yet plebiscitarian, open and democratic, yet dominated by charismatic 'hyperleaders', digital parties display both great potentials and risks for the development of new forms of mass participation in an era of growing inequality. All political parties will have to reckon with the lessons of the digital party.
The paper discusses the issue of identity themes in the work of contemporary Serbian artists in Kosovo and Metohija, until the 1990s. Among Serbian artists were those who nurtured themes related to ...the Serbian cultural identity of the 1970s and 1980s. The painter Vlada Radovic' expressed this through the works of "The Patriarchate of Peć", "The Forest of Dečani with a view of the Visoki Dečan Monastery and "The Holy Virgin Ljeviška". After him, Sava Rakočevic', in his creative beginnings, also sought and found inspiration in the Kosovo pledge and in Kosovo as a space woven into Serbian cultural identity. His painting "Monument to the Kosovo Heroes" is a representative example. Trajko Stojanovic Kosovac also drew inspiration from Kosovo-pledge inspiration in even more difficult times. His aquatint and graphics cycle is dedicated to Dečani - the treasury of Serbian spirituality and culture. In Trajko Kosovac's studio, Zoran Furunovic had been working on copying murals before enrolling basic studies, where we recognize his interest in topics related to Serbian cultural identity. Initiated by the entire situation in the entire Kosmet area, where everything is directed against the people of Serbian nationality, the painter Petar Đuza with a direct response and through the paint "Heroics of Myth Grows Into Tragic Reality" provides the observer with an overview of unpleasant events. In the 1970s and 1980s, Svetomir Arsić Basara, as the leading Serbian sculptor in the Province, began to show through sculpture the impossibility of reconciling with the threat to Serbian national and cultural identity.
Dugogodišnji propusti u akademskim kvalifikacijama nastavnika ne nestaju usprkos promjenama i unaprjeđenju obrazovne politike koju vlada stalno izrađuje. Ti propusti u konačnici rezultiraju postupnim ...smanjenjem kvalitete učenika strukovnih škola, što u posljednje vrijeme izaziva ozbiljnu zabrinutost na nacionalnoj razini. To smanjenje kvalitete manifestira se u činjenici da indonezijski učenici nemaju natjecateljski duh ni vještine na domaćem tržištu rada. S ciljem pronalaska kreativnog i učinkovitog rješenja tog problema, ovaj rad pokušava istražiti i opisati obrazovne politike i provedbu obrazovnih standarda od strukovnih nastavnika u zemlji u razvoju i u razvijenoj zemlji, u nadi da će to pomoći učenicima koji završe strukovne škole u stjecanju stručnih kvalifikacija. Primjenom kritičke etnografije, detaljne analize komentara profesora otkrivaju da je na većini sveučilišta u objema državama uobičajena praksa pri odabiru strukovnih nastavnika ta da se poštuje obrazovna politika kako bi se uspostavili pouzdani kriteriji za kvalificirane nastavnike u budućnosti. Čini se da takav program licenciranja nastavnika ima pozitivan utjecaj na dobrobit nastavnika u objema državama, no još uvijek postoji velika potreba za ostalim smjelim inovacijama bitnima za razvoj vještina i kvalifikacija nastavnika.
Komunikološka prakseološka evaluacija medijskih sadržaja u hrvatskim tiskovinama (pisani vizualni novinski sadržaji) spram rada Vlade Republike Hrvatske i vladinih institucija, u ovom istraživanju, ...dala je
odgovor na pitanje jesu li hrvatski tiskovni mediji ogledalo stvarnih događanja ili su iskrivljena i preoblikovana stvarnost o Vladi RH. Osnovni cilj ove longitudinalne projektne istraživačke studije je saznati kako hrvatske tiskovine svojim (ne)kritičkim autorskim pisanim i
vizualnim sadržajima utječu na formiranje javnog mnijenja kod građana RH o radu i ugledu Vlade RH. Korištena je kvalitativna i kvantitativna paradigmatska ontološka, epistemiološka, aksiološka, retorička, statistička i empirijska istraživačka metodologija. Odabirom komunikološke prakseološke univerzalne istraživačke metode od pet evalvacijskih varijabli: (1) objektivnost, (2) primjerenost, (3) brzina
/ pravovremenost medijskih sadržaja, (4) atraktivnost i (5) društvena angažiranost, u evaluaciji hrvatskih tiskovina (novine i vizualna produkcija) analiziran je temeljni komunikološki model javnog komuniciranja „svi, sa svima, o svemu, potpuno, argumentirano i osobno odgovorno“ na svim razinama pisane i vizualne novinske produkcije u hrvatskim tiskovinama u istraživačkim vremenskim granicama od 3. siječnja do 3.veljače 2021.godine. Projektno istraživanje je longitudinalnog karaktera (istraživačka studija br.1.). U ovom istraživanju autori prezentiraju samo dio istraživačkih projektnih rezultata, koji se odnose na dobivene empirijske istraživačke rezultate,
koji se odnose na interpretacijsku komunikološku analizu objektivnosti,
primjerenosti, brzine (pravovremenosti), atraktivnosti, te društvene angažiranosti novinskih pisanih i vizualnih evaluacijskih medijskih sadržaja. Rezultati segmentirano prezentiranih empirijskih istraživanja su pokazali visoku korelacijsku zastupljenost novinskih pisanih vizualnih medijskih sadržaja na temu Vlade i premijera Vlade RH, te ukazuju na visoku ekstremnu zastupljenost, u pojedinačnim tiskovinama, s
iracionalnim negativnim novinskim pisanim i vizualnim objavama.
Communicological praxeological evaluation of media content in Croatian newspapers (written visual newspaper content) in relation to the work of the Government of the Republic of Croatia and government institutions, in this research, provided an answer to the question of whether Croatian print media are a mirror of real events or distorted and reshaped reality. The main goal of this longitudinal project research study is to find out how Croatian publications with their (non)critical authorial written and visual contents influence the formation of public opinion among the citizens of the Republic of Croatia about the work and reputation of the Government of the Republic of Croatia. Qualitative and quantitative paradigmatic ontological, epistemological, axiological, rhetorical, statistical and empirical research methodology were used. By choosing a communicological praxeological universal research method of five evaluation variables: (1) objectivity, (2) appropriateness, (3) speed/timeliness of media content, (4) attractiveness and (5) social engagement, in the evaluation of Croatian publications (newspapers and visual production) the basic communicative model of public communication "everyone, with everyone, about everything, fully, argumentatively and personally responsible" at all levels of written and visual newspaper production in Croatian newspapers in the research time limits from January 3rd to February 3rd, 2021 is analyzed. Project research has a longitudinal character (research study no. 1). In this research, the authors present only part of the research project results, which relate to the obtained empirical research results, which relate to the interpretive communication analysis of objectivity, appropriateness, speed (timeliness), attractiveness, and social engagement of newspaper content. The results of segmented empirical research showed a high correlation between newspaper written visual media content on the topic of the Government and the Prime Minister of the Republic of Croatia, and indicate a high extreme representation, in individual publications, with irrational negative newspaper written and visual content.
In early 1992, there was a conflict between Knin and Belgrade over the acceptance of the Vance plan. The conflict also affected relations on the political scene of the Republic of Serbian Krajina. ...There was a split into two factions. One was headed by President Milan Babić, who was against the Vance plan, and the other was Parliament Speaker Mile Paspalj, who under pressure from Belgrade accepted the plan. In those conflicts, there was a parallelism of power, so during February, March, and April of 1992, the Krajina had two govern-ments. The focus of this paper is on the parallel government whose first minister was Risto Matković. His government was loyal to Milan Babić and had no sig-nificant support outside Knin. It held only three sessions and tried to counter the Government of Zdravko Zečević, which had the support of the Parliament of the Republic of Serbian Krajina and of official Belgrade, which was a crucial moment in the exercise of political power in the Krajina throughout its existence. The paper is based on unreleased archival materials, published documents, press, memoirs, and professional literature.
U fondovima i zbirkama Hrvatskoga državnog arhiva u Zagrebu,
središnje arhivske ustanove u Republici Hrvatskoj, čuvaju se i vrijedni dokumenti
o povijesti Istre. Među gradivom za istraživanje ...razdoblja Drugoga svjetskog rata
i poraća nalazi se i manja količina gradiva (jedna arhivska mapa) nastaloga ili
prikupljenog djelatnošću Komisije za istarska pitanja pri Predsjedništvu
Narodne vlade Hrvatske tijekom 1945. godine. Gradivo je u Hrvatski državni
arhiv preuzeto po službenoj dužnosti od Ureda za opće poslove Vlade Republike
Hrvatske i Hrvatskoga državnog sabora 1998. godine i oblikovano u zasebni
arhivski fond (HR-HDA-1165). Iako je sačuvano fragmentarno, ono predstavlja
vrijedan izvor za istraživanje tema u svezi s organizacijom vlasti i
svakodnevnoga života u hrvatskome dijelu Istre, koji je temeljem Beogradskoga
sporazuma od 9. lipnja 1945. o privremenoj podjeli graničnoga područja
Jugoslavije i Italije na dvije okupacijske zone stavljen pod jugoslavensku
vojnu upravu. Akti o osnivanju Komisije, djelovanju i prestanku s radom nisu
objavljeni u službenim glasilima. No, temeljem uvida u arhivske dokumente može
se zaključiti da je započela s djelovanjem u lipnju 1945. i da je djelovala
tijekom druge polovice te godine. Obavljala je savjetodavne poslove i poslove
koordinacije u odnosu na Oblasni narodni odbor za Istru, mjerodavna
ministarstva i druga tijela u svezi s rješavanjem pitanja oko nacionalnih,
kulturnih i gospodarskih interesa dijela Istre koji je bio pod jugoslavenskom
vojnom upravom. Aktivnosti Komisije najvećim su se dijelom odnosile na
posredovanje u izdavanju propusnica za putovanja na područje Istre te
organizaciju i popunjavanje službeničkih mjesta u tamošnjoj civilnoj upravi. Komisija
je bila angažirana i oko opskrbe hranom te opremom i sredstvima za rad tamošnjih
ustanova. Nastojala je steći što cjelovitiji uvid u političke, administrativne
(upravne), sudske, gospodarske, obrazovne, kulturne i druge prilike na tom
području. To ilustriraju i tri dokumenta čiji se cjeloviti prijepisi donose u
članku, uz poštivanje uobičajenih načela pri objavljivanju arhivskoga gradiva.
Prvi se dokument odnosi na organizaciju financijske službe u Istri, a drugi na
razvoj turizma i obnovu hotelijersko-ugostiteljske infrastrukture na Opatijskoj
rivijeri. Treći je dokument rukom pisani osvrt Ante Rojnića povodom 25. obljetnice
potpisivanja Rapallskoga ugovora.
Valuable documents on the history of Istria are kept in the fonds and
collections of the Croatian State Archives in Zagreb, the central archival
institution in the Republic of Croatia. The material for the research of the
period of the Second World War and the post-war period contains a small amount
of records (one archive folder) created or collected through the Commission for
Istrian Issues with the Presidency of the People's Government of Croatia during
1945. The archives were taken over by the Croatian State Archives ex officio
from the Office for General Affairs of the Government of the Republic of
Croatia and the Croatian National Parliament in 1998 and formed into a separate
archive fonds (HR-HDA-1165). Although preserved in fragments, the records are a
valuable source for research on issues related to the organization of
government and everyday life in the Croatian part of Istria, which was placed
under the Yugoslav military administration pursuant to the Belgrade Agreement
of 9 June 1945 concerning the temporary division of the border area between
Yugoslavia and Italy into two occupation zones. The acts on the establishment,
operation and termination of the Commission were not published in the official
gazettes. However, based on the inspection of the archival documents, it can be
concluded that it started operating in June 1945 and that it operated during
the second half of that year. The Commission performed advisory and
coordination tasks in relation to the Regional People's Committee for Istria,
relevant ministries and other bodies concerning the addressing of issues
related to the national, cultural and economic interests of the part of Istria
which was under Yugoslav military administration. The activities of the
Commission were mostly related to mediation in the issuance of travel passes
within the territory of Istria and the organization and filling of civil
service vacations in the local civil administration. The Commission was also
engaged in the supply of food and equipment and resources for work of the
institutions within the concerned area. It sought to gain as complete an
insight as possible into the political, administrative, judicial, economic,
educational, cultural and other circumstances in the area. This is illustrated
by three documents whose complete transcripts are given in the article, while
respecting the usual principles for publishing archival material. The first
document refers to the organization of the financial service in Istria, and the
second to the development of tourism and the reconstruction of hotel and
catering infrastructure on the Opatija Riviera. The third handwritten document
is a written review by Ante Rojnić on the occasion of the 25th anniversary of
the signing of the Treaty of Rapallo.
Nei
fondi e nelle raccolte dell'Archivio di Stato di Zagabria, l'istituzione
archivistica centrale nella Repubblica di Croazia, sono conservati anche
preziosi documenti sulla storia dell'Istria. Tra il materiale per le ricerche
relative al periodo della Seconda guerra mondiale e del dopoguerra si
trova una quantità minore del materiale
(una cartella d'archivio) prodotto o raccolto dalle attività della Commissione
delle questioni istriane presso la Presidenza del Governo popolare della
Croazia durante l'anno 1945. Il materiale è stato accolto d'ufficio
nell'Archivio di Stato dall'Ufficio per affari generali del Governo della
Repubblica di Croazia e dal Parlamento nazionale croato nel 1998 di cui si è
formato un fondo archivistico separato (HR-HDA-1165). Nonostante sia conservato
in frammenti, esso rappresenta una fonte preziosa per le ricerche sulle
tematiche relative all'organizzazione delle autorità e della vita quotidiana
nella parte croata dell'Istria che, in base all'Accordo di Belgrado del 9
giugno 1945, sulla divisione temporanea delle zone di confine della Jugoslavia
e dell'Italia in due zone di occupazione, fu posta sotto l'amministrazione
militare jugoslava. Gli atti sull'istituzione della Commissione, sulle sue
attività e sullla cessazione dell'attività non furono pubblicati sulla Gazzetta
ufficiale. Però, in base alla consultazione dei documenti archivistici fu
possibile concludere che iniziò con le attività nel giugno del 1945 e che operò
durante la seconda metà di quell'anno. Svolgeva attività di consultazione e di
coordinamento nei confronti del Comitato popolare regionale per l'Istria,dei
ministeri pertinenti e di altre autorità che riguardavano la risoluzione di
questioni relative all' interesse nazionale,culturale ed economico della parte
dell'Istria sotto l'amministrazione militare jugoslava. Le attività della
Commissione, nella maggior parte, riguardavano la mediazione nel rilascio dei
lasciapassare per i viaggi sul territorio dell'Istria e l'organizzazione e
l'assegnazione del personale nell'amministrazione civile. La
Commissione,inoltre, era incaricata all'acquisto del cibo e di attrezzature e
mezzi di lavoro per il funzionamento delle istituzioni. Cercava di acquisire una
visione completa delle condizioni politiche, amministrative,giudiziarie,economiche,culturali,
d'istruzione ed altre sul territorio. Lo dimostrano anche i tre documenti le cui trascrizioni complete
vengono riportate nell'articolo, nel rispetto dei consueti principi per la
pubblicazione del materiale archivistico. Il primo documento riguarda
l'organizzazione del servizio finanziario in Istria mentre il secondo si
riferisce allo sviluppo del turismo e al rinnovo delle infrastrutture
alberghiere sulla Riviera di Abbazia.Il terzo documento è il manoscritto di
Ante Rojnić in occasione del 25˚ anniversario della sottoscrizione del Trattato
di Rapallo
