  • Time spent to gain the AEO status [Elektronski vir]

    In this paper we shall attempt to present the process of obtaining the status of an authorised economic operator (AEO) with a more detailed focus on time spent to gain this status. The experience ... described further on was gathered ina real private enterprise in Slovenia, one of the EU member states. The AEO status was introduced by article 5a in regulation (EC) 648/2005. The draft implementing provisions, TAXUD working document 1250/2005 rev 6 hereinafter referred to as the draft implementing provisions, contains the articles 14a - x which are the relevant articles concerning AEO matters further laying down the criteria, the conditions and the application for granting the status. (AEO pilot report 2006) The idea of AEO is that each EU member state Customs administration establishes a partnership with the private sector in its country in order to involve the private sector in ensuring the safety and security of international trade supply chains. Certified AEOs will enjoy tangible benefits such as fast customs clearance and simplified procedures (DG/TAXUD 2006). The observed enterprise has gained the F type status of AEO, which promises several benefits including easier access to customs procedures,some reliefs with safety and security and other advantages regarding customs control. The analysis will disclose detailed insight of the process to obtain the status of AEO with focus on time elapsed and with focus on number of actual people engaged in this process to obtain the status for the observed company. In addition, the importance of other standards already obtained prior to competing for status of AEO will be analysed. The question, however, remains about how, where and when the advantages of being certified with the AEO status could be exploited. These questions shall have to be explored in other empirical researches.
