Based on the complex network theory, this paper establishes a new model to analyze the cause of public accidents by urban logistics. In the model, a node is defined as an obvious or potential cause of an accident. By using the complex network theory, especially its statistical indexes, we can analyze the accidents of urban logistics to public security from a global perspective and get the main reasons. This paper analyzes the case of "11.18" major warehouse fire in Daxing District, Beijing. The results show that the enterprise's safety education and training for employees and the non-standard electrical wiring have played an important role in the accident. In a word, the model provides theoretical clues for the prediction of public accidents caused by urban logistics, which can greatly reduce the occurrence of urban logistics accidents.
