    In this introduction, the author presents the general definition of the relationship between the people as individuals (citiznes, voters) and political parties and establishes that party-oligarchies ... in modern societies actually control the general and local representative bodies. In the main partof teh text, the author limits himself to the presentation of the actual relationship between the people as individuals (citizens, voters) and political parties at elections in the national assembly and the determination of the political power of party-leaders in the national assembly. He presents non-party influence of the national council and the influence of voters through the legislation referendum on the realisation of the legislation function of the national assembly. In the conclusion, the role of people as individuals (inhabitants, voters) and political parties in the election of municipal councils and mayor is presented.
