  • Guarding Europe’s cyberspace against disinformation in the post-truth era [Elektronski vir] : social sciences postgraduate dissertation

    The purpose of this study is to help ensure digital application of fundamental human rights of European citizens as communicated by The European Parliament, the Council and the Commission (2012). ... This research incorporated primary and secondary research methods, and offers numerous academic contributions. First, it proposes that hate speech is a form of disinformation, due to its harmful intent and the political advantage it gives. Second, it links the concept of “Responsibility to Protect” to disinformation and fundamental human rights. To promote digital freedom, it suggests applying GDPR regulations, such as the right to rectification of data, to online media outlets and other websites that are hosted in Europe. Lastly, the author introduces a new concept - responsibility to prevent - gross human rights violations such as genocide and war, which arise from disinformation and hate speech. In the past, skewed information led to Brexit (Sugow, 2019). Similarly, fake news and hate speech regarding Tutsis led to the genocide in Rwanda (United Nations, n.d.). Using inductive reasoning, it can be said that the next major conflict will probably arise from disinformation and hate speech. Needless to say, it is not civilians, but governments who start wars. Therefore, to prevent future conflicts, government officials’ ability to speak nonsense should be limited. The European Union can effectively deal with this issue by holding state authorities responsible for the disinformation and hate speech that they spread and for punishing those who oppose them by simply taking away their right to hold office within the state that they are in and within the European Union. The author argues that such punishment is effective, proportionate and deterring.
