    The freedom to take care of one's own health and access to health care are basic human rights. At present, the attitude of doctors towards their patientsis changing as social philosophy is passing ... from a collective to an individualistic system. This is where the discrepancy between individual and social values begins. Our health does not only depend upon ourselves but also upon the people we meet and upon the values of the society in general. Besidespersonal and social responsibility, public concern is also important for general and oral health. The state should adopt, support and supervise a national dental preventive programme including public health measures. Currently, the state in fact provides many opportunities for the protection and promotion of health (fluoridation, school dental clinics, health education, maternity schools, healthy school and kindergarten programmes etc.). However, it should also see to it that every individual takes advantageof these opportunities. Certain biological and social categories of people, in particular children, are entitled to special care. Paediatric dentistry should receive major emphasis in public health programmes.
