National procedural autonomy refers to the competence of the ... Member States to determine the rules which are to be applied whenever they have to rely on national law in connection with the application and enforcement of EU law. There exist various limitations to this competence. As a rule, these limitations are complementary, but sometimes they compete. Furthermore, while the effectiveness of EU law often goes hand in glove with effective judicial protection, the latter may also limit the former.
