  • Public sector reforms and sustainable development [Elektronski vir] : evidence from bibliometric analysis

    Public sector reforms aim to improve the functioning of public organizations by changing their structures, processes, and cultures. They are driven by concerns such as fiscal imbalances, ineffective ... government programs, unresponsive administration, and intrusive government. Sustainable development principles are crucial in addressing these challenges, especially in today's volatile and complex world. Rapid technological advancements, economic globalization, and environmental degradation have posed unprecedented challenges for the public sector. To tackle these challenges, public sector reforms must be guided by sustainable development principles, which prioritize a balance between economic growth, social well-being, and environmental protection. However, not much is known about the implications of public sector reform for sustainable development. Therefore, the paper aims to provide a comprehensive and in-depth examination of the research trends in public sector reform with a specific focus on sustainable development, including economic, social and environmental sustainability. The bibliometric analysis is based on the Scopus database that contains 1619 documents on public sector reforms and sustainable development published between 1978 and 2023, whereby several established and innovative bibliometric approaches are applied, and several Python libraries are utilised. The results reveal growth in the research, driven by the most productive countries, such as the United States and the United Kingdom and reputable journals, such as Health Policy, Health Affairs and Social Science and Medicine. Regarding sustainable development dimensions, most of the research on public management reforms was focused on the economic dimension, followed by the social and environmental dimension, whereby the results for sustainable development perspectives remain similar. Finally, public sector reform and healthcare reform were the most explored public management reform in the context of sustainable development followed by economic, education and legal reform. The findings of the paper may be of benefit not only to the scientific community to facilitate the detection of research gaps but also to evidence-based policymaking to help identify appropriate policy solutions to facilitate sustainable development in the future.
