    Oral health is an essential and integral part of general health, which is the basis for the programme for continuous improvement in oral health in the 21st century in accordance with the World Health ... Organization global strategy for prevention of chronic non-communicable diseases and health promotion. In Slovenia, important achievements in prevention and early treatment of severaI oral diseases in children and adolescents have been reached during the last twenty years and the majority of national and global goals for their oral health to the year 2000 have been achieved. Implementation of provisions contained in existing regulations about the oral health care system for children and adolescents by the competent state, regional and local authorities and practitioners would enable the fulfilment of aspirations to further increase the efficiency of oral health care. In reality, unfortunately, numerous deficies exist. To maintain the favourable trends of indices of oral health, the distribution of providers of public oral health care services for children and adolescents, especially of specialists in paediatric and preventive dentistry, should be brought up to the accepted standards; the provision of preventive oral health measures should be harmonized between regiand between different parts of the same region; the national oral health preventive programme should be updated and the obligatorygeneral part of the programme should be defined together with the obligatory general part, adjusted to the regional circumstances lation to staff and specific risk factors; all of the health preventive programme services should be enteed for every child or adolescent regardless of his/her choice of personal dentist. Epidemiological surveys and a regular reporting system are prerequisites for efficient monitoring, evaluation and planning of health care, as are professional coordinators and financing, guaranteed by thestate, for the implementation of preventive programmes.
