    Research cognition and other experiences confirm the need for a systematic and comprehensive development of the less developed hilly areas of Slovenia, especially within the emergence of the global ... European (and other world) markets. This contribution examines the reasons for the necessary evolutionary entirety and dimensions of such a complete development of hilly regions; i.e. on the case of the Kozjansko-Obsotelje region together with the evolutionary possibilities and capabilities including the implemental projects of the entire development of this region. The starting points of the entire development are defined and explained in detail by: Mojca Duh, M.Sc. (Econ.): Development of Family Enterprises; Zdenka Pašič, M.Sc. (Econ.): Development of Agriculture; Tjaša Štrukelj, M.Sc. (Econ.): Development of Tourism. This paper and other three papers mentioned above present substantive entirety.
