  • Different ways of organizing land administration - Slovenian and Macedonian experiences

    Land administration functions have been performed by public agencies or organizations such as ministries, surveying and mapping authorities, land registry offices or local governments for decades. ... Usually, public institutions are a part of the state/local government or independent public bodies. Nowadays, the broader setting of a Land Administration System (LAS) often involves non-state or private actors, who mostly have to do with operational tasks. In many countries, there is still a huge challenge to develop a contemporary and well-functioning LAS, that include up-to-date land data, effective data handling and system interoperability, and efficient land transaction procedures. The focus of this report is on one of the core functions of a LAS, this is the land tenure, where a specific attention is given to the so called dual-system of a land cadastre and a land registry, well known in the West-Balkan countries. Here, the question one or two institutions still remains relevant although implementation of (Geo) Information Communication Technologies (ICT) has got an impact on finding a "correct" answer. This report reviews both cases: the Slovenian case, where the land cadastre and land registry are separated, and land administration functions are performed by different institutions, and the Macedonian case, where only one authority performs the same functions. The comparison between two land administration systems is at organizational aspect, handling of land data, land administration procedures and workflows, duration of transactions, and dissemination of land data through land information systems.
