    Although government is not responsible for the happiness of inhabitants, it can and shall set up the framework within which the subjective well-being can be unfolded. The government objectives, ... either on local, regional, national or international level, are best achieved when all sectors include well-being (material as well as subjective) as a key component of policy development. The happiness construct, used in the present research is composed of different components: the personal well-being (emotional well-being, satisfying life, vitality, resilience and self-esteem, positive functioning) and the social well-being (supportive relationships; trust and belonging). Are there any statistically significant differences in the subjective well-being of Maribor, Murska Sobota and Graz inhabitants? In the Computer Assisted Web Interviews (CAWI) the 3424 members of the Marketagent.com research platform were invited, targeted population was: active internet users from the mentioned cities, aged 18-65. 911 full questionnaires were returned back. The results of the survey are presented. Based on the obtained results the implications for the policy are presented as well as the Maribor manifest for the well-being, signed by the network of well-being stakeholders within the Chance4Change project.
