    The system of ensuring health and safety at work is based on the principle that safety measures must be proportionate to the actual risk. It is necessaryto carry out such health and safety measures ... which eliminate or reduce the risk to the smallest possible extent. Therefore each employer must ensure the identification of hazards and risk assessment in all workplaces as well as health and safety measures that must be carried out to protect all theemployees. Risk analysis refers to a careful study of what can endanger thehealth and safety of the employed. On the basis of risk analysis, the employer issues a safety statement that represents a programme for ensuring the health and safety of the employed and the determination of the employer torealize this aim. The employer must be aware of the responsibility in connection with ensuring health and safety at work as well as possible consequences if the rules and regulations from this area are disregarded. Safety analysis is an operative tool and its aim is to recognize hazards, to formulate strategies needed to take action (priority order, etc.) and to permanently improve the circumstances. The reason for making safety (risk) analysis is the economics of the business activity of the enterprise and the competitiveness on the one hand as well as humanization of work in the broadest sense on the other. Safety analysis is therefore an inseparable component of the quality and systematically controlled production and one of the means for ensuring the safe planning of the process, quality organization of work and working environment.
