    This paper is developed from a paper developed for the Institute of Education (London) conference on Citizenship (July 1999) and the CiCe conference at the University of North London ((May 1999). It ... discusses the various concepts of "citizenship" that are held in the European context, focusing particularly on the views of teachers and teacher educators. The European Commission continuesto launch projects aimed at developing "European Citizenship": for example, the former Commissioner for Education, Training and Youth (Edith Cresson) has identified citizenship as one of the three priorities of the nextdecade for DGXXII. This paper considers what teacher educators understand by the term citizenship, particularly within the European context. Some current beliefs are surveyed, and it is suggested that the motivation for involvement in such projects may be rather different from political and administrative intentions.
