Unable to adapt to the challenges of the era and failing to respond

Turkish state has resisted change and stuck to its ideological
roots stemming from the 1930s. In Turkey's State Crisis,
Aras delves into the historical, political, and geopolitical
background of the country's decline. In an effort to delineate the
origin of the crisis, Aras investigates several perspectives: the
political elites' attempt to change the administrative system to
create a performance-oriented one; the bureaucracy's response,
concerns, and resistance to change; the state's conflict resolution
capacity; and the transformation of foreign/security policy.
Providing a comprehensive portrait of the Turkish state's turmoil,
Aras creates a blueprint for the ways in which much-needed reforms
can break vicious cycles of political polarization, rising
authoritarianism, and weak state institutions.

This article offers an institutionalist assessment of the more recent chapters of political opposition in Erdoğan’s Turkey. There is good reason to suppose that the institutional features of a given ...regime can explain the performance of opposition parties to a significant extent. That said, the case of Turkey provides impressive evidence that there are striking limits to institutionalizing political predominance, to undermining political oppositions by institutional means, and to explaining the performance of opposition parties with the prevailing institutional resources and constraints. Specifically, attempts at institutionalizing a predominant power status carry particular risks of generating inverse effects, including increased political vulnerability. However, there are no automatic effects. Rather, as the Turkish experience suggests, reasonably vigorous actors to become politically relevant must seize the particular (if usually limited) opportunities arising from advanced institutional autocratization.
As of February 2018, around 3.3 million Syrian refugees have been officially registered in Turkey. Several factors, including the Turkish state's lack of experience in managing the resettlement of ...such a huge number of refugees, the presence of a conflict and absence of a working cooperation between the EU countries and Turkey, domestic limitations on international NGOs, and the tension between Syrians and Turks, have caused serious problems in the state's management of refugee affairs. This article aims to discuss the role that international non-governmental organizations (I/NGOs) have been playing in managing Syrian refugees' resettlement and access to public services by referring to the problems encountered in the field. One-to-one interviews with Syrian refugees and staff members of Syrian, Turkish, and I/NGOs in Gaziantep, Hatay, İzmir, and Şanlıurfa were conducted between June-August 2017. The research emphasizes that the Turkish government needs a well-established integration policy to resolve the problems that both Syrian refugees and Turkish citizens encounter as well as to facilitate local and I/NGOs to work more effectively to help refugees access public services and protect their basic human rights.

The Arab Spring has shaken not only the state and society dimension in the countries of the MENA region but also the power of authoritarian leaders that had been ensured for a long period of time. ...This paper takes a critical look at the issue of how authoritarian regimes reacted to the new political atmosphere produced by the Arab Spring. More specifically it attempts to identify how geopolitical reasoning influenced the formulation of new strategies designed to promote the survival of authoritarian regimes. It focuses upon the geopolitical reasoning relied upon by Iran and Saudi Arabia, which included creating threat-enemy chains in domestic politics, shifting alliances in regional policy and taking advantage of relations with external actors to gain support for authoritarian rule at home.
Purpose The purpose of this study is to evaluate how Qatar Airways’ sponsorship of FC Barcelona affects Qatar’s sports diplomacy and brand awareness. It focuses on the sponsorship’s demand strategy ...and takes into account the opinions and attitudes of Spanish nationals toward Qatar and Qatar Airways. Design/methodology/approach To assess this, a survey of 434 Spanish nationals from 17 different regions from four zones (North, South, Center, and East) in Spain between November 3, 2022 and November 21, 2022 was conducted using a strata sampling method. Findings We argue that Qatar Airways’ sponsorship of FC Barcelona serves to improve Qatar’s recognition and national reputation in Spain. We also found that there is a need for consistent sponsorship and marketing efforts in sports diplomacy to better fulfill public diplomacy aims. Overall, this paper concludes that Qatar Airways’ sponsorship of FC Barcelona positively contributes to the country’s sports diplomacy despite significant challenges. Originality/value The major contribution of this study to the literature is the discussion of the role of sports sponsorships in the recognition of the sponsor, which was assessed through conducting a quantitative analysis of public opinion in the sponsored team’s host country.
A new political geography has emerged in the Middle East and North Africa (MENA) after the Arab Spring. The transformative impact of the popular upheavals appeared to put an end to long-term ...authoritarian regimes. Today, the region is far from stable since authoritarian resilience violently pushed back popular demands for good governance and is pushing to restore former state structures. However, the collective consciousness of the popular revolts endures, and a transformative prospect may emerge on the horizon. The chaotic situation is the result of an ongoing struggle between those who seek change and transformation and others in favour of the status quo ante. A critical evaluation of the Arab Spring after five years indicates a continuous process of recalculation and recalibration of policies and strategies. There are alternative routes for an eventual settlement in the MENA region, which are in competition against both regional and transregional quests for a favourable order.
State failure, sovereignty disputes, non-state territorial structures, and revolutionary and counter-revolutionary currents, among others, are intertwined within the Arab Spring process, compelling ...old and emerging regional actors to operate in the absence of a regional order. The emergent geopolitical picture introduces the poisonous mix of loss of state authority spiralling toward instability, defined by sectarianism, extremism, global rivalries, and ultimately irredentism within interdependent subregional formations. This assertion is substantiated by detailed and specific evidence from the shifting and multi-layered alliance formation practices of intra- and inter-state relations, and non-state and state actors. Analysis of the relations and alliances through a dichotomous flow from domestic to regional and regional to global also sheds light on prospective future order. A possible future order may take shape around a new imagination of the MENA, with porous delimitations in the form of emerging subregions.
The failed coup of July 15 has shocked the current state apparatus in Turkey. This shock has culminated in the public demand for administrative reform, which would make previous public designs and ...policy failures a matter of the past. The state crisis has transpired in the middle of a political transition process whereby the ruling party envisioned systemic change in the political system from the parliamentary to a presidential system. The constitutional amendments also imply changes in the administrative order, with further political hold on bureaucratic cadres. The coup attempt and the massive purges in its aftermath brought the state to its breaking point. In light of such deficits and challenges, this paper discusses the ways, means, and prospects for capacity development and institution-building to overcome the state crisis in Turkey. The reform and restructuring process entails cooperation and a level of understanding between the government, opposition, and bureaucracy. Polarization and disenfranchisement are recipes for further fragmentation in Turkish politics. A cooperative model based on a working relationship between the government, opposition, and bureaucracy would facilitate a return to normalcy.
