Im Koalitionsvertrag vom 14. März 2018 wird angekündigt, die Leistungen und Beiträge der Gesetzlichen Rentenversicherung durch eine sogenannte »doppelte Haltelinie« festzuschreiben. Konkret soll das ...Netto-Standardrentenniveau vor Steuern nicht unter 48% absinken und gleichzeitig der Beitragssatz nicht über 20% ansteigen. Diese Haltelinien sollen zunächst bis 2025 gelten. Da in dieser Zeit die Zahl der Rentenempfänger stark steigen wird, wird eine Finanzierungslücke entstehen. Hierzu sagt der Koalitionsvertrag, dass deren Finanzierung »bei Bedarf durch Steuermittel sicherzustellen« ist. Axel Börsch-Supan und Johannes Rausch, Max-Planck-Institut für Sozialrecht und Sozialpolitik, München, quantifizieren in ihrem Artikel den entsprechenden Finanzierungsbedarf und rechnen ihn in Mehrwertsteuerpunkte um. Sie kommen zu dem Ergebnis, dass der Finanzierungsbedarf bis 2025 relativ gering ist, sich dann jedoch dramatisch erhöht. Allein in den folgenden fünf Jahren bis 2030 müsste die Mehrwertsteuer über den normalen Bundeszuschuss hinaus um ca. 3 Prozentpunkte angehoben werden, langfristig sogar um zwischen 6 und 7 Prozentpunkte. Auch Alternativen sind teuer. Würde man die Fixierung von Rentenniveau und Beitragssatz durch eine Erhöhung des Regelrenteneintrittsalters kompensieren, müsste dieses bis 2030 auf 69 und bis 2045 auf 71 Jahre angehoben werden. Verzichtet man auf die Haltelinie beim Beitragssatz, bedeutet die Einhaltung der anderen Haltelinie einen Beitragssatzanstieg um das Doppelte der jetzt avisierten Erhöhung. Deshalb kann nur ein intelligenter Mix der in der umlagefinanzierten Rentenversicherung zur Verfügung stehenden Stellschrauben den dramatischen Anstieg einzelner Parameter der Gesetzlichen Rentenversicherung verhindern.
The extent of the demographic changes is dramatic especially in some Asian and European countries. This paper investigates the effect of aging on global asset markets and asset returns, focusing on ...markets for productive capital, and especially on interactions between European and Asian economic development. Aging has complex effects on the markets for real capital. If elderly people save less than younger people, interest rates will increase. At the same time, however, the younger generation becomes smaller, which reduces the demand for new investment. The equilibrium effect is thus uncertain. Our multicountry computational equilibrium model delivers a subtle picture: there will be some decline in the return from productive capital, but it is relatively small. We find noticeable interaction effects between labor market and pension reforms in Europe on the one hand, and the demographic and economic developments in Asia, especially India and China, on the other hand.
In our introduction to this Special Issue of JESP, we first sketch what we know and what we do not know about the adaptation process to a society with a large proportion of older individuals. We ...develop a framework of empirical analysis which exploits the power of multidisciplinary, longitudinal and cross-national comparative data collection. Second, we provide a brief overview of SHARE, the Survey of Health, Ageing and Retirement in Europe. The 2004—05 baseline wave and the first longitudinal wave of SHARE collected in 2006—07 provide data on the life circumstances of some 45,000 individuals aged 50 and over in 14 European countries. SHARE constitutes a unique data infrastructure for researchers from various disciplines — notably economics, sociology and health — to better understand the individual and population ageing process. Third, we introduce the five studies in this Special Issue to show that the multidisciplinary, longitudinal and cross-national comparative data of SHARE permit a much better understanding of ageing and retirement in Europe than was possible before.
Most economists would subscribe to the view that the public pay-as-you-go (PAYG) pension systems in many European countries are unsustainable and in need of reform. Yet such reforms are politically ...difficult. Results of a survey conducted in Germany and Italy in fall of 2001 are reported. Germany and Italy are particularly interesting because their PAYG pension systems are very generous and provide about 85% of the average retiree's income. Citizens are aware of unsustainability but lack information about the cost of the PAYG system. The status quo is a majoritarian outcome along many dimensions: most reform proposals lack a majority, and reformers rarely support more than one reform option. The results suggest that preferences reflect the economic interests of individuals, as presumed by the theoretical literature on political economics. There is also a subtle interaction between economic self-interest and one's general view of the role of the state.

This paper is motivated by the idea to create, wherever possible, rational mechanisms that adapt pension systems automatically to a changed economic and demographic environment, rather than to leave ...such adaptations to discretionary high-profile pension reforms, which all too often stir political opposition. The paper delineates the theory behind such rational mechanisms, shows the advantages and limits of "self-stabilizing" pension systems, and compares the Swedish and the German approaches to rule-bound pension policy.
The extent of the demographic change in Europe and especially Germany is dramatic and will deeply affect future labor, financial and goods markets. The expected strain on public budgets and ...especially social security has received prominent attention, but aging poses many other economic challenges that threaten growth and living standards if they remain unaddressed. This paper investigates the potential benefits of pension and labor market reform for growth and living standards, taking into account behavioral reactions to specific reforms. Which behavioral reactions will strengthen, which will weaken reform policies? While Germany has a large unfunded pension system and vulnerable labor markets, Germans show remarkable resistance against pension and labor market reform. Can Germany maintain its standard of living even if behavioral reactions offset some of the current reform efforts? The paper uses a novel modeling approach to distinguish between exogenous and endogenous components of labor supply in order to shed light on these questions.
Am 5. März 2024 hat die Bundesregierung ihr Rentenpaket II vorgestellt. Neben der Einführung einer kapitalgedeckten Komponente in der Gesetzlichen Rentenversicherung besteht der Hauptpunkt des Pakets ...in der Fortführung der Haltelinie des Rentenniveaus bei 48 % über das Jahr 2025 hinaus. Damit werden die Rentenausgaben stärker steigen als ursprünglich vorgesehen. Da keine Haltelinie für die Beiträge Bestandteil des Rentenpakets II ist, müssen diese Mehrausgaben von den Beitragszahlern und dem Bund ausgeglichen werden. Bereits unter geltendem Recht werden sich die von den Beitrags- und Steuerzahlern aufzubringenden Mehrausgaben aufgrund der demografischen Entwicklung im Jahr 2030 auf rund 13 Mrd. Euro, im Jahr 2040 auf rund 45 Mrd. Euro und im Jahr 2060 auf mehr als 67 Mrd. Euro, jeweils inflationsbereinigt, belaufen. Durch die Haltelinie des Rentenpakets II würde sich die Beitragslast in etwa verdoppeln und die gesamten Mehrausgaben um etwa 70 % ansteigen, weil durch die Abschaffung des Nachhaltigkeitsfaktors auch die hälftige Aufteilung der demografischen Last zwischen Beitrags- und Steuerzahlern einerseits und Rentenempfängern andererseits aufgegeben würde. Im Jahr 2030 würden jährliche Mehrausgaben von 8 Mrd. Euro anfallen, im Jahr 2040 32 Mrd. Euro und im Jahr 2060 45 Mrd. Euro, zusätzlich zu den oben genannten Beträgen.

Germany spends more than 11% of GDP on health care - after the US and Switzerland the third most expensive system in the world. At the same time, healthy life expectancy is just about average among ...the OECD countries. This indicates that the German health care system suffers from inefficiency. Other OECD countries, notably Sweden, achieve much higher healthy life expectancies at considerably lower costs. This paper addresses how the efficiency of the German health care system should be improved upon. Our central argument departs from the well-known observation that information about efficient health care procedures and technologies is asymmetric: insurances know better than consumers which doctors and hospital deliver high quality at lower prices. Hence, the role of health insurances as information mediators between consumers and providers is crucial. Thus, on the one hand, health insurances should gain more market power in the provider market, in which insurance companies pay the services of doctors and hospitals, in order to control costs. One the other hand, however, this increased market power in the provider market needs to be counter-balanced by more competition in the insurance market, in which consumers purchase insurance policies.
