Boschma R. Towards an evolutionary perspective on regional resilience, Regional Studies. This paper proposes an evolutionary perspective on regional resilience. It conceptualizes resilience not just ...as the ability of a region to accommodate shocks, but extends it to the long-term ability of regions to develop new growth paths. A comprehensive view on regional resilience is proposed in which history is key to understand how regions develop new growth paths, and in which industrial, network and institutional dimensions of resilience come together. Resilient regions are capable of overcoming a trade-off between adaptation and adaptability, as embodied in related and unrelated variety, loosely coupled networks and loosely coherent institutional structures.
The research agendas of evolutionary economic geography (EEG) and global value chains (GVCs) have developed more or less independently from each other, with little interaction so far. This is ...unfortunate because both streams of literature have a lot to offer each other. This paper explores how, looking at four strands in the GVC literature. Promising crossovers between EEG and the GVC literature are identified, but also some missing links that need to be taken up in future research. These new research avenues, promoting the adoption of an evolutionary perspective on GVCs, are expected to enrich both literatures in mutual ways.
This article analyzes the regional distribution and economic effect of the "creative class" on the basis of a unique data set that covers more than 500 regions in 7 European countries. The creative ...class is unevenly geographically distributed across Europe; the analyses show that a regional climate of tolerance and openness has a strong and positive effect on a region's share of these people. Regional job opportunities also have a large effect on the size of a region's population of the creative class. The findings reveal some evidence of a positive relationship among creative class occupation, employment growth, and entrepreneurship at the regional level in a number of European countries. On the basis of the analysis, however, it is not clear whether human capital, measured by creative occupation, outperforms indicators that are based on formal education, or if formal education has the stronger effect.
Towards a theory of regional diversification: combining insights from Evolutionary Economic Geography and Transition Studies. Regional Studies. This paper develops a theoretical framework of regional ...diversification by combining insights from Evolutionary Economic Geography and Transition Studies. It argues that a theory of regional diversification should not only build on the current understanding of related diversification but also account for processes of unrelated diversification by looking at the role of agency in processes of institutional entrepreneurship, and at enabling and constraining factors at various spatial scales. This paper proposes a typology of four regional diversification trajectories by cross-tabulating related versus unrelated diversification with niche creation versus regime adoption, and it develops a number of propositions.
The paper explains the commonalities and differences between neoclassical, institutional and evolutionary approaches that have been influential in economic geography during the last couple of ...decades. By separating the three approaches in terms of theoretical content and research methodology, we can appreciate both the commonalities and differences between the three approaches. It is also apparent that innovative theorizing currently occurs at the interface between neoclassical and evolutionary theory (especially in modelling) and at the interface between institutional and evolutionary theory (especially in 'appreciative theorizing'). Taken together, we argue that Evolutionary Economic Geography is an emerging paradigm in economic geography, yet does so without isolating itself from developments in other theoretical approaches.

A key issue in economic geography is to determine the impact of geographical proximity on interactive ...learning and innovation. We argue that the importance of geographical proximity cannot be assessed in isolation, but should always be examined in relation to other dimensions of proximity that may provide alternative solutions to the problem of coordination. We claim that geographical proximity per se is neither a necessary nor a sufficient condition for learning to take place. Nevertheless, it facilitates interactive learning, most likely by strengthening the other dimensions of proximity. However, proximity may also have negative impacts on innovation due to the problem of lock-in. Accordingly, not only too little, but also too much proximity may be detrimental to interactive learning and innovation. This may be the case for all five dimensions of proximity discussed in the paper, i.e. cognitive, organizational, social, institutional and geographical proximity. Finally, the paper presents a number of mechanisms that offer, by their own, or in combination, solutions to the problems of coordination and lock-in. That is, they enhance effective coordination and control (solving the problem of too little proximity), while they prevent actors to become locked-in through ensuring openness and flexibility (solving the problem of too much proximity).

No obstante, facilita el aprendizaje interactivo, con mayor probabilidad mediante el reforzamiento de las otras dimensiones de proximidad. The operationalization of smart specialization policy has been rather limited because a coherent set of analytical tools to guide the policy directives remains elusive. We propose a policy framework ...around the concepts of relatedness and knowledge complexity. We show that diversifying into more complex technologies is attractive but difficult for European Union regions to accomplish. Regions can overcome this diversification dilemma by developing new complex technologies that build on local related capabilities. We use these findings to construct a policy framework for smart specialization that highlights the potential risks and rewards for regions of adopting competing diversification strategies.
We propose a framework that specifies the process of economic development as an evolutionary branching process of product innovations. Each product innovation provides a growth opportunity for an ...existing firm or a new firm, and for an existing city or a new city. One can then obtain both firm size and city size distributions as two aggregates resulting from a single evolutionary process. Gains from variety at the firm level (economies of scope) and the urban level (Jacobs externalities) provide the central feedback mechanism in economic development generating strong path dependencies in the spatial concentration of industries and the specialization of cities. Gains from size are also expected, yet these are ultimately bounded by increasing wages. The contribution of our framework lies in providing a micro-foundation of economic geography in terms of the interplay between industrial dynamics and urban growth. The framework is sufficiently general to investigate systematically a number of stylized facts in economic geography, while at the same time it is sufficiently flexible to be extended such as to become applicable in more specific micro-contexts. A number of extensions related to the concepts of knowledge spillover and lock-in, are also discussed.
Relatedness as driver of regional diversification: a research agenda. Regional Studies. The regional diversification literature claims that regions diversify in new activities related to their ...existing activities from which new activities draw on and combine local capabilities. The paper offers a critical assessment and identifies a number of crucial issues for future research. It calls for (1) a disentanglement of the various types of capabilities that make regions diversify; (2) the inclusion of more geographical wisdom in the study of regional diversification, like a focus on the effects of territory-specific contexts, such as institutions; (3) a thorough investigation in the conditioning factors of related and unrelated diversification in regions; and (4) a micro-perspective on regional diversification that assesses the role of economic and institutional agents in a multi-scalar perspective.
Social network analysis attracts increasing attention in economic geography. We claim social network analysis is a promising tool for empirically investigating the structure and evolution of ...inter-organizational interaction and knowledge flows within and across regions. However, the potential of the application of network methodology to regional issues is far from exhausted. The aim of our paper is twofold. The first objective is to shed light on the untapped potential of social network analysis techniques in economic geography: we set out some theoretical challenges concerning the static and dynamic analysis of networks in geography. Basically, we claim that network analysis has a huge potential to enrich the literature on clusters, regional innovation systems and knowledge spillovers. The second objective is to describe how these challenges can be met through the application of network analysis techniques, using primary (survey) and secondary (patent) data. We argue that the choice between these two types of data has strong implications for the type of research questions that can be dealt with in economic geography, such as the feasibility of dynamic network analysis.
