The aim of the article is to describe some examples of anti-Yugoslav demonstrations in Australia, Canada and the USA during 1972 from the perspective of the history of emotions. Those demonstrations ...were a reaction to the repression that had been exerted in Croatia against students, cultural activists, scholars and other participants in the Croatian Spring. The research was based on unpublished archival documents and the Croatian political émigré press, primarily the periodical Nova Hrvatska edited by Jakša Kušan. The conclusions are based on an analysis of available textual and photographic materials.
U članku su prezentirani rezultati istraživanja o strukturi komentara sudionika e-savjetovanja o arhivskim propisima i planskim dokumentima u Hrvatskoj. Podatci su prikupljeni metodom kvantitativne ...analize sadržaja pojedinačnih izvješća o provedenim savjetovanjima od 2017. do 2020. godine dostupnih na portalu e-Savjetovanja i popratnih dokumenata. Nakon uvoda i opisa metodologije istraživanja, prezentirani su rezultati istraživanja te se o njima raspravlja. U obliku tabličnih i grafičkih prikaza prezentirani su podatci o statusu komentara (prihvaćeno, djelomično prihvaćeno, neprihvaćeno, primljeno na znanje, neodgovoreno) po pojedinom e-savjetovanju, te prema dvjema skupinama sudionika: stručna arhivska zajednica i stala zainteresirana javnost (prema broju i u postotku). Prihvaćeni i djelomično prihvaćeni komentari analizirani su i sadržajno te pritom razvrstani u dvije osnovne kategorije: tehnički i stručni komentari. S jedne strane, rezultati takve analize mogu se tumačiti kao pokazatelj stupnja kompetentnosti sudionika e-savjetovanja. S druge strane, može ih se smatrati važnim čimbenikom u objašnjavanju ishoda e-savjetovanja, tj. sklonosti zakonodavca da (ne)uvaži zaprimljene prijedloge.
The Bulletin d’ archives from 2021 published the results of a survey on participants in public consultations (e-counsellings) on regulations and planning documents on public archival service in Croatia. The subject was suited for a complete elaboration, since in the period from 2017 to 2020 the competent Ministry of Culture (renamed in July 2020 into Ministry of Culture and Media) had carried out counsellings via the central internet portal on eight legal acts (two laws, five ordinances and one planning document). Apart from the new ordi-nance on registers and other official archival documentation that has yet to be regulated, this constitutes a comprehensive normative and planning framework of the public archival service. Inter alia, the results of that research indicated a rather low level of interest of the general public, as well as the professional archi-val community for the normative infrastructure of the public archival service. The lower turnout was put into context of influences of the e-counsellings that had so far taken place, regarding the formation of the final proposals of legal acts in terms of the level of acceptance of the sent suggestions (comments). Analysis of this segment, i.e. the status with which the comments were marked after the e-counsellings (accepted, partially accepted, not accepted, duly noted, unan-swered) are presented in this paper. This seeks to encourage scientific interest in further research on this topic, especially within the ALM community (archives, libraries, museums). The results of the research show that the Ministry of Culture and Media, as the competent state administration institution, fully or partially accepted 79 or 19.1 % of the total of 412 sent comments. This percentage is slightly lower than the average percentage of accepted and partially accepted comments on e-counsellings at the state level (24 %). Analysis of the structure of comments by two groups of participants (professional archival community, gen-eral public) showed an equal share of accepted and partially accepted comments in the total number of comments submitted by each group (18.8 % of comments of the professional archival community and 20 % of comments of the general public). Accepted and partially accepted comments were also analysed according to their content and classified into two basic categories: technical and profes-sional comments. The share of unaccepted comments turned out to be very high (201 comments or 48.8 %). Nevertheless, as a kind of incentive for participation on future e-counsellings, it should be noted that two thirds of the accepted com-ments are related to professional comments. Although modest in terms of num-ber or percentage (53 comments or 13 % of the total of 412 comments sent to the analysed e-counsellings), this data still reflects the valuable contribution of participants in shaping the normative infrastructure of the archival service, i.e. respect for their competence by the legislator.
U članku su prezentirani rezultati istraživanja o sudionicima savjetovanja s javnošću (e-savjetovanja) o propisima i planskim dokumentima kojima se uređuju organizacija i obavljanje javne arhivske ...službe u Hrvatskoj. Podatci su prikupljeni metodom kvantitativne analize sadržaja pojedinačnih izvješća o provedenim savjetovanjima od 2017. do 2020. godine dostupnih na središnjem mrežnom portalu e-Savjetovanja i popratnih dokumenata. Nakon uvoda slijedi teorijski dio, u kojem je ukratko opisan normativni okvir provedbe e-savjetovanja u Hrvatskoj, arhivski propisi i planski dokument, o kojima je provedeno e-savjetovanje te metodologija istraživanja. Potom su prezentirani rezultati istraživanja te se o njima raspravlja. Prezentirani podatci o broju i strukturi sudionika (fizičke osobe, razne kategorije pravnih osoba) te broju komentara koje upućuju (ukupno i po pojedinom e-savjetovanju) interpretirani su kao važan pokazatelj zainteresiranosti društvene okoline za javnu arhivsku službu, odnosno rad državnih arhiva kojima je njezino obavljanje povjereno. S druge strane, sudjelovanje u e-savjetovanjima pojedinih strukovnih arhivističkih društava, državnih arhiva i njihovih administrativnih i stručnih djelatnika interpretirano je kao pokazatelj zainteresiranosti za jačanje normativne infrastrukture vlastite službe.
Counsellings with the public are in the Croatian context a relatively new instrument of public participation in legislating regulations and other general acts whose characteristics and effects have not been scientifically researched in practice to a greater extent. The aim of the paper is to contribute to these perceptions by the elaboration of a subject i.e. analysing the participants of e-counsellings on regulations and planning documents that concern organizing and performance of the public archival service in Croatia. The subject is suited for a complete elaboration, since in the period from 2017 to 2020 the competent Ministry of Culture (renamed in July 2020 Ministry of Culture and Media) had carried out counsellings via the central internet portal on 8 such legal acts (two laws, five ordinances and one planning document). Apart from the new ordinance on evidences that has yet to be regulated, this constitutes a comprehensive normative and planning framework of the public archival service coordinated with changes in the surroundings where public archives work. The data had been gathered by the method of quantitative analysing of the content of individual reports on conducted counsellings available on e-Counselling portal, as well as additional documents. The Data on the number and structure of participants (natural persons, various categories of corporations) and amount of comments they sent (in total and for each e-counselling) are interpreted as an important indicator of the public interest for the public archival service i.e. the work of the state archives who are intrusted with performing it. On the other hand, the participation of individual professional archival societies, state archives and their administrative and professional employees on e-counsellings is interpreted as the indicator of interest for strengthening of normative infrastructure pertaining to their own service. The total of 412 comments was sent to the analysed e-counsellings, submitted by 56 participants. Since individual procedure of e-counselling is conducted for each legal act, the same natural person or corporation can appear as a participant in several counsellings. Therefore, in the total number of 56 participants individual natural persons or corporations were counted more than once, depending on the number of e-counsellings they participated in. Further analysis established that 40 different natural persons and coorporations participated in e-counsellings. The largest number of participants, as far as 30 or 75 %, participated in just one e-counselling. Six participants took part in two counsellings (15 %), whereas three counsellings had three participants (7.5 %). Four counsellings had no participants, whereas only one person (2.5 %) took part in five of them, which is also the largest number of noted participations by the same participant. Research results further show that from the total of 40 various participants of e-councellings 30 of them are natural persons and only 10 corporations. In the process, the natural persons had 43 and the corporations 13 participations. The same number of persons from the professional archival community (administrative and professional employees in archives, state archives and professional archival associations) and persons from social environment i.e. interested public in the broad sense participated in e-counsellings. The former comprises of 21 participants and the latter has 19 of them. The biggest difference between the two groups concerns the number of participations. The professional archival community had 35, whereas other interested public 21 participations. The presented results indicate a rather low level of interest of the general public, as well as the professional archival community, for the normative infrastructure of the public archival service. This conclusion is supported by the comparison of the number of participants from both groups with other relevant data, such as the number of creators of documental and archival records under the jurisdiction of state archives i.e. the number of employees in state archives. The authorised ministry and state archives should use this as the basis for re-examination of the current approach in implementing e-counsellings i.e. encourage them to further motivate the professional community and the general public to participate in this segment of their work. The lower turnout can certainly be put into context of influences of the e-counsellings that had so far taken place, regarding the formation of the final proposals of legal acts in terms of the level of acceptance of the sent suggestions (comments). Analysis of this segment, including the content and types of comments (without arguments, with arguments, technical, professional etc.), is only pointed out in this paper as a subject that warrants separate research.
The article describes the ban of Association of Croatian Theatre Volunteers in Zagreb Matica hrvatskih kazališnih dobrovoljaca, Zagreb, umbrella theatrical-volunteer organization in Croatia since the ...mid-1920s until Second World War. It was active in the country and abroad on popularisation of the art of drama, creation of the folk repertoire, as well as on bringing together acting societies, clubs and choirs. When the war ended, the Association applied for permission to restore its activities, but only in the Zagreb area. Its activities would be mainly related to education of actors – theatre volunteers and improving of theatre literature. The procedure of banning lasted from the autumn of 1945 until 5 February 1947, when the Government of the People's Republic of Croatia (PRC) Vlada Narodne Republike Hrvatske confirmed the ban order previously adopted by Ministry of Interior of the PRC Ministarstvo unutrašnjih poslova Narodne Republike Hrvatske. Also, its whole property was confiscated in favour of the State. The article also draws attention to the engagement in that ban case, showed by Aleksandar Freudenreich, a prominent architect and theater worker, as well as secretary of the Association in whole period since its founding. The ban case was analyzed in a broader context of creating a new socialist culture, in accordance with the revolutionary ideology of the new communist government.
U fondovima i zbirkama Hrvatskoga državnog arhiva u Zagrebu,
središnje arhivske ustanove u Republici Hrvatskoj, čuvaju se i vrijedni dokumenti
o povijesti Istre. Među gradivom za istraživanje ...razdoblja Drugoga svjetskog rata
i poraća nalazi se i manja količina gradiva (jedna arhivska mapa) nastaloga ili
prikupljenog djelatnošću Komisije za istarska pitanja pri Predsjedništvu
Narodne vlade Hrvatske tijekom 1945. godine. Gradivo je u Hrvatski državni
arhiv preuzeto po službenoj dužnosti od Ureda za opće poslove Vlade Republike
Hrvatske i Hrvatskoga državnog sabora 1998. godine i oblikovano u zasebni
arhivski fond (HR-HDA-1165). Iako je sačuvano fragmentarno, ono predstavlja
vrijedan izvor za istraživanje tema u svezi s organizacijom vlasti i
svakodnevnoga života u hrvatskome dijelu Istre, koji je temeljem Beogradskoga
sporazuma od 9. lipnja 1945. o privremenoj podjeli graničnoga područja
Jugoslavije i Italije na dvije okupacijske zone stavljen pod jugoslavensku
vojnu upravu. Akti o osnivanju Komisije, djelovanju i prestanku s radom nisu
objavljeni u službenim glasilima. No, temeljem uvida u arhivske dokumente može
se zaključiti da je započela s djelovanjem u lipnju 1945. i da je djelovala
tijekom druge polovice te godine. Obavljala je savjetodavne poslove i poslove
koordinacije u odnosu na Oblasni narodni odbor za Istru, mjerodavna
ministarstva i druga tijela u svezi s rješavanjem pitanja oko nacionalnih,
kulturnih i gospodarskih interesa dijela Istre koji je bio pod jugoslavenskom
vojnom upravom. Aktivnosti Komisije najvećim su se dijelom odnosile na
posredovanje u izdavanju propusnica za putovanja na područje Istre te
organizaciju i popunjavanje službeničkih mjesta u tamošnjoj civilnoj upravi. Komisija
je bila angažirana i oko opskrbe hranom te opremom i sredstvima za rad tamošnjih
ustanova. Nastojala je steći što cjelovitiji uvid u političke, administrativne
(upravne), sudske, gospodarske, obrazovne, kulturne i druge prilike na tom
području. To ilustriraju i tri dokumenta čiji se cjeloviti prijepisi donose u
članku, uz poštivanje uobičajenih načela pri objavljivanju arhivskoga gradiva.
Prvi se dokument odnosi na organizaciju financijske službe u Istri, a drugi na
razvoj turizma i obnovu hotelijersko-ugostiteljske infrastrukture na Opatijskoj
rivijeri. Treći je dokument rukom pisani osvrt Ante Rojnića povodom 25. obljetnice
potpisivanja Rapallskoga ugovora.
Valuable documents on the history of Istria are kept in the fonds and
collections of the Croatian State Archives in Zagreb, the central archival
institution in the Republic of Croatia. The material for the research of the
period of the Second World War and the post-war period contains a small amount
of records (one archive folder) created or collected through the Commission for
Istrian Issues with the Presidency of the People's Government of Croatia during
1945. The archives were taken over by the Croatian State Archives ex officio
from the Office for General Affairs of the Government of the Republic of
Croatia and the Croatian National Parliament in 1998 and formed into a separate
archive fonds (HR-HDA-1165). Although preserved in fragments, the records are a
valuable source for research on issues related to the organization of
government and everyday life in the Croatian part of Istria, which was placed
under the Yugoslav military administration pursuant to the Belgrade Agreement
of 9 June 1945 concerning the temporary division of the border area between
Yugoslavia and Italy into two occupation zones. The acts on the establishment,
operation and termination of the Commission were not published in the official
gazettes. However, based on the inspection of the archival documents, it can be
concluded that it started operating in June 1945 and that it operated during
the second half of that year. The Commission performed advisory and
coordination tasks in relation to the Regional People's Committee for Istria,
relevant ministries and other bodies concerning the addressing of issues
related to the national, cultural and economic interests of the part of Istria
which was under Yugoslav military administration. The activities of the
Commission were mostly related to mediation in the issuance of travel passes
within the territory of Istria and the organization and filling of civil
service vacations in the local civil administration. The Commission was also
engaged in the supply of food and equipment and resources for work of the
institutions within the concerned area. It sought to gain as complete an
insight as possible into the political, administrative, judicial, economic,
educational, cultural and other circumstances in the area. This is illustrated
by three documents whose complete transcripts are given in the article, while
respecting the usual principles for publishing archival material. The first
document refers to the organization of the financial service in Istria, and the
second to the development of tourism and the reconstruction of hotel and
catering infrastructure on the Opatija Riviera. The third handwritten document
is a written review by Ante Rojnić on the occasion of the 25th anniversary of
the signing of the Treaty of Rapallo.

fondi e nelle raccolte dell'Archivio di Stato di Zagabria, l'istituzione
archivistica centrale nella Repubblica di Croazia, sono conservati anche
preziosi documenti sulla storia dell'Istria. Tra il materiale per le ricerche
relative al periodo della Seconda guerra mondiale e del dopoguerra si
trova una quantità minore del materiale
(una cartella d'archivio) prodotto o raccolto dalle attività della Commissione
delle questioni istriane presso la Presidenza del Governo popolare della
Croazia durante l'anno 1945. Il materiale è stato accolto d'ufficio
nell'Archivio di Stato dall'Ufficio per affari generali del Governo della
Repubblica di Croazia e dal Parlamento nazionale croato nel 1998 di cui si è
formato un fondo archivistico separato (HR-HDA-1165). Nonostante sia conservato
in frammenti, esso rappresenta una fonte preziosa per le ricerche sulle
tematiche relative all'organizzazione delle autorità e della vita quotidiana
nella parte croata dell'Istria che, in base all'Accordo di Belgrado del 9
giugno 1945, sulla divisione temporanea delle zone di confine della Jugoslavia
e dell'Italia in due zone di occupazione, fu posta sotto l'amministrazione
militare jugoslava. Gli atti sull'istituzione della Commissione, sulle sue
attività e sullla cessazione dell'attività non furono pubblicati sulla Gazzetta
ufficiale. Però, in base alla consultazione dei documenti archivistici fu
possibile concludere che iniziò con le attività nel giugno del 1945 e che operò
durante la seconda metà di quell'anno. Svolgeva attività di consultazione e di
coordinamento nei confronti del Comitato popolare regionale per l'Istria,dei
ministeri pertinenti e di altre autorità che riguardavano la risoluzione di
questioni relative all' interesse nazionale,culturale ed economico della parte
dell'Istria sotto l'amministrazione militare jugoslava. Le attività della
Commissione, nella maggior parte, riguardavano la mediazione nel rilascio dei
lasciapassare per i viaggi sul territorio dell'Istria e l'organizzazione e
l'assegnazione del personale nell'amministrazione civile. La
Commissione,inoltre, era incaricata all'acquisto del cibo e di attrezzature e
mezzi di lavoro per il funzionamento delle istituzioni. Cercava di acquisire una
visione completa delle condizioni politiche, amministrative,giudiziarie,economiche,culturali,
d'istruzione ed altre sul territorio. Lo dimostrano anche i tre documenti le cui trascrizioni complete
vengono riportate nell'articolo, nel rispetto dei consueti principi per la
pubblicazione del materiale archivistico. Il primo documento riguarda
l'organizzazione del servizio finanziario in Istria mentre il secondo si
riferisce allo sviluppo del turismo e al rinnovo delle infrastrutture
alberghiere sulla Riviera di Abbazia.Il terzo documento è il manoscritto di
Ante Rojnić in occasione del 25˚ anniversario della sottoscrizione del Trattato
di Rapallo
Kao povijesno-kulturne ustanove, arhivi prikupljaju, obrađuju i daju na korištenje različite kategorije podataka sadržanih u arhivskom gradivu, vodeći se pritom domaćim i međunarodnim stručnim ...standardima, pravnom regulativom i dobrom praksom. Jedna od znatnije zastupljenih kategorija su osobni podatci građana, o kojima se u recentnoj stručnoj literaturi najviše pisalo s aspekta njihove dostupnosti, tj. uvjeta i načina korištenja. U ovom članku analiziraju se i naglašavaju neki praktični i etički aspekti u vezi s opisivanjem arhivskih fondova i zbirki koji sadrže takve podatke, posebno u kontekstu primjene Opće uredbe o zaštiti podataka (General Data Protection Regulation, GDPR). Daje se i pregled preporuka koje je u listopadu 2018. izradila Europska arhivska grupa (European Archives Group, EAG) kao pomoć europskoj arhivskoj službi u implementaciji te Uredbe. Time se nastoji dati poticaj za daljnju znanstvenu i stručnu obradu te teme, posebno u vidu izrade odgovarajućega nacionalnoga priručnika za opis arhivskoga gradiva koje sadrži osobne podatke i druge kategorije ograničeno dostupnih podataka u kojem bi primjena normi i važećih propisa bila ilustrirana odgovarajućim praktičnim primjerima.

U članku su prezentirani rezultati analize financiranja državnih arhiva proračunskim sredstvima namijenjenim financiranju javnih potreba u kulturi Republike Hrvatske u posljednjem desetogodišnjem ...razdoblju. Dane su nove spoznaje o financiranju arhivâ, što se uobičajeno navodi među ključnim čimbenicima (uz prostorne i ljudske resurse) koji utječu na stanje arhivske službe u Hrvatskoj. Rezultati analize sistematizirani su u obliku grafikona i tabličnih prikaza. Interpretirani su u širem kontekstu kretanja relativnoga udjela Ministarstva kulture u državnom proračunu Republike Hrvatske te ulaganja u programe drugih kulturnih djelatnosti. Između ostaloga, rezultati pokazuju vrstu, opseg i kontinuitet aktivnosti na koje su arhivi u sustavu javne arhivske službe stavljali naglasak, te njihovu podudarnost s osnovnim zadaćama arhivâ. Zajedno s pregledom kretanja iznosa odobrenih sredstava, takvi su podatci i jedan od pokazatelja odnosa države prema arhivskoj djelatnosti. Mogućnost praktične primjene rezultata istraživanja je u tome što daju podlogu za preispitivanje pristupa državnih arhiva u planiranju arhivskih programa, kao i metodologije financiranja od strane mjerodavnoga ministarstva.
The article presents the results of state archives financing within pro-grammes of public needs in the cultural portfolio of the Republic of Croatia during the last ten-year period. It is a contribution to the issue of state archives financing in general, which is usually listed among key factors (with spatial and human resources) that determine and condition the position of contemporary archival service in Croatia. The results are systemised in the form of graphs and tables. They are interpreted in the wider context of trends in the change of the Ministry of Culture’s proportion in the total state budget and investments in programmes of other cultural services. Inter alia, the results demonstrate which activities, to what extent and in which continuity (short-term, long-term) were in focus of state archives in Croatia, as well as how they corresponded with their core tasks. Together with an analysis of the total amount of appropriations, such data are also one of the indicators of state’s attitude towards archival service. The analysis shows that in the period 2010-2018, within public calls for financing programmes of public needs in culture, the Ministry of Culture of the Republic of Croatia approved to state archives 1209 programmes in six categories: archives, international cultural cooperation, computerisation, digitisation, investment aid and preservation of immovable cultural goods. The total amount of appropria-tions for archival programmes was around 87,8 million HRK, which is 5,87% of total amount of appropriations provided for all programmes within those six categories. In the comparison with the average annual appropriations from the Ministry of Culture’s budget in all cultural services and their programmes, the average annual appropriations in the programmes of state archives were 3,43%. They depended on the Ministry of Culture’s proportion in the total annual state budget in that period. Analysis also demonstrates that three largest users of appropriations were the Croatian State Archives (32,05%), the State Archives in Dubrovnik (18,36%) and the State Archives in Zagreb (6,16%). All other state archives achieved individual shares less than 5 %. Such data illustrates disparities between state archives in the number, but also in the variety of applied pro-grammes. Such disparities are the result of specific possibilities of each state archives (such as spatial and human resources), but also the consequence of the absence of long-term planning and development strategies for the archival service in Croatia in general. Such situation should be improved by the National Archival Service Development Plan, adoption of which by the Government of the Republic of Croatia is intended in the new Law on Archives and Archival Institu-tions (Official Gazette of the Republic of Croatia 61/2018). Besides appropria-tions from the national budget within described programmes of public needs in culture, state archives in Croatia are in front of the challenge to improve financ-ing from other sources. The potential for such improvement is a more active approach to the use of the EU funds, i.e. better positioning of the archival and other cultural services in the EU multiannual financial framework (MFF) for the 2021-2027 period. Also, the results and services developed within archival pro-grammes should be usable as new resources, i.e. potential sources of new income.

Djelovanje Hrvatskog sabora u komunističkom razdoblju (1945.-1990.) nije cjelovito obrađena tema. Ovim člankom daje se prilog poznavanju njegove organizacije u razdoblju od 1963. do 1974. godine. ...Detaljno je opisana razgranata struktura i aktivnost njegovih pet vijeća (Republičko, Privredno, Prosvjetno-kulturno, Socijalnozdravstveno i Organizaciono-političko) i radnih tijela, koju ilustrira i broj održanih sjednica. Između ostalog, to je trebalo pokazivati položaj Sabora kao formalno najvišeg tijela vlasti, odnosno centra u kojem se donose najvažnije političke odluke o svim područjima života u Hrvatskoj. U vezi s tim, naznačena je potreba za detaljnom analizom odnosa između formalnog (de iure) i stvarnog (de facto) položaja Sabora u tadašnjem političkom sustavu vlasti, kako bi se odgovorilo na pitanje je li, na koji način i u kojoj mjeri taj položaj bio oslabljen u odnosu na druga državna politička tijela (ponajprije Izvršno vijeće Sabora), odnosno instrumentaliziran od strane središnjih tijela Saveza komunista Jugoslavije/Hrvatske. Rezultati istraživanja prezentirani su kombinacijom tematskog i kronološkog pristupa, a na kraju članka sistematizirani su u obliku tabličnog prikaza.
